จัดทำแผนปฏิบัติการบริหารจัดการธรณีพิบัติภัยของกรมทรัพยากรธรณี ระยะ 5 ปี (พ.ศ.2566-2570)

Abstract

แผนปฏิบัติการบริหารจัดการธรณีพิบัติภัยของกรมทรัพยากรธรณี ระยะ 5 ปี (พ.ศ. 2566 - 2570) จัดทำขึ้นเพื่อเป็นกรอบนโยบายและแนวทางในการบริหารจัดการธรณีพิบัติภัยภายใต้ความรับผิดชอบหลัก ของกรมทรัพยากรธรณี กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม อีกทั้ง เพื่อเป็นการปรับยุทธศาสตร์การขับเคลื่อนการลดความเสี่ยงจากภัยพิบัติในด้านธรณีพิบัติภัยให้สอดคล้องกับเป้าหมายการพัฒนาในระดับต่างๆ อันได้แก่ 1. เป้าหมายการพัฒนาที่ยั่งยืน (SDGs) 2. กรอบการดำเนินงานเซนไดเพื่อการลดความเสี่ยงจาก ภัยพิบัติ พ.ศ. 2558-2573 3. ข้อตกลงอาเซียนว่าด้วยการจัดการภัยพิบัติและการตอบโต้สถานการณ์ฉุกเฉิน 4. ยุทธศาสตร์ชาติ 20 ปี พ.ศ. 2561-2580 5. แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 13 (พ.ศ. 2566 - 2570) 6. แผนการป้องกันและบรรเทาสาธารณภัยแห่งชาติ พ.ศ. 2564 - 2570 7. ยุทธศาสตร์กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม ระยะ 20 ปี (พ.ศ. 2560 – 2579) และ 8. แผนยุทธศาสตร์กรมทรัพยากรธรณี ทั้งนี้ แผนปฏิบัติการบริหารจัดการธรณีพิบัติภัยของกรมทรัพยากรธรณี ระยะ 5 ปี (พ.ศ. 2566 - 2570) ยังมุ่งหมายให้เกิดการขับเคลื่อนการลดความเสี่ยงธรณีพิบัติภัยในเชิงรุก เพื่อให้สอดคล้องกับบริบทการเปลี่ยนแปลงของสังคม วัฒนธรรม และสภาพภูมิอากาศอย่างเท่าทัน โดยดำเนินการภายใต้แนววิสัยทัศน์ “บริหารจัดการธรณีพิบัติภัยอย่างอัจฉริยะบนพื้นที่ความร่วมมืออย่างกว้างขวางและเปิดกว้างอย่างสร้างสรรค์เพื่อขับเคลื่อนการลดความเสี่ยงจากธรณีพิบัติภัยอย่างมีส่วนร่วม น่าเชื่อถือ และมืออาชีพ” ซึ่งประกอบด้วย 3 ยุทธศาสตร์ คือ ยุทธศาสตร์ที่ 1 ยกระดับการบริหารจัดการข้อมูลความเสี่ยงและการจัดการความรู้ด้านธรณีพิบัติภัย ยุทธศาสตร์ที่ 2 ขยายเครือข่ายความร่วมมือด้านธรณีพิบัติภัยเพื่อการขับเคลื่อนการลดความเสี่ยงจากภัยพิบัติ และยุทธศาสตร์ที่ 3 สนับสนุนและส่งเสริมบทบาทนำในการบริหารจัดการธรณีพิบัติภัยและสาธารณภัยของประเทศ

The Department of Mineral Resources' 5-year Geological Disaster Management Action Plan (2023 - 2027) has been prepared as a policy framework and guideline for disaster management under the primary responsibility of the Department of Mineral Resources Ministry of Natural Resources and Environment, in addition, in order to adjust the strategy of driving disaster risk reduction in the field of disasters in accordance with the development goals at various levels, namely: 1. Sustainable Development Goals (SDGs) 2. Action framework Sendai event to reduce the risk of Disasters 2015-2030 3. ASEAN Agreement on Disaster Management and Emergency Response 4. The 20-Year National Strategy 2018-2037 5. The 13th National Economic and Social Development Plan (2023 - 2027) 6. National Disaster Prevention and Mitigation Plan 2021 - 2027 7. Strategy of the Ministry of Natural Resources and Environment for a period of 20 years (2017 - 2036) and 8. Strategic Plan of the Department of Mineral Resources The 5-year Geological Disaster Management Action Plan (2023 - 2027) also aims to proactively drive disaster risk reduction. to be consistent with the changing context of society, culture, and climate in a timely manner By operating under the vision “Intelligent geohazards risk reduction on a broad and constructively open space of cooperation to drive participative, credible and professional disaster risk reduction”, which consists of 3 strategies: Manage risk information and disaster knowledge management. Strategy 2: Expanding the network of cooperation on disasters for disaster risk reduction drive and Strategy 3 supports and promotes the leading role in disaster and disaster management of the country.
