ยุทธศาสตร์และแผนปฏิบัติการพัฒนาอุตสาหกรรมอาหารทะเลให้เป็นศูนย์กลางผลิตอาหารทะเลแห่งอนาคต ระยะ 3 ปี (พ.ศ.2564 – 2566)

Abstract

โครงการจัดทำยุทธศาสตร์และแผนปฏิบัติการพัฒนาอุตสาหกรรมอาหารทะเลให้เป็นศูนย์กลางผลิตอาหารทะเลแห่งอนาคต ระยะ 3 ปี (พ.ศ. 2564 – 2566) ภายใต้การดำเนินของ ศภ.8 มีวัตถุประสงค์ในการจัดทำยุทธศาสตร์ในการขับเคลื่อนอุตสาหกรรมเป้าหมายในระดับพื้นที่ของกลุ่มจังหวัดภาคกลางตอนล่าง 2 ให้สอดคล้องกับกรอบนโยบายและการพัฒนาประเทศในภาพรวมและเป็นไปตามภารกิจการดำเนินงานใหม่ของกรมส่งเสริมอุตสาหกรรม กระทรวงอุตสาหกรรม โดยเฉพาะภารกิจในการเป็นหน่วยงานวิชาการในการเสนอความเห็น และข้อเสนอแนะเกี่ยวกับการกำหนดนโยบาย ยุทธศาสตร์ เพื่อส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อมและวิสาหกิจชุมชนในระดับภูมิภาค การเป็นศูนย์กลางในการให้คำปรึกษาแนะนำ การบริการข้อมูลการออกแบบและพัฒนาเทคโนโลยีบ่มเพาะธุรกิจ และสร้างต้นแบบอุตสาหกรรมในระดับพื้นที่ที่เชื่อมโยงการดำเนินงานกับสำนักงานอุตสาหกรรมจังหวัดการจัดทำยุทธศาสตร์และแผนปฏิบัติการพัฒนาอุตสาหกรรมอาหารทะเลให้เป็นศูนย์กลางผลิตอาหารทะเลแห่งอนาคต ระยะ 3 ปี (พ.ศ. 2564 – 2566) ได้มีการศึกษานโยบายการดำเนินงานต่าง ๆ ของรัฐบาลที่เกี่ยวข้องกับการพัฒนาอุตสาหกรรมในระดับภูมิภาค และนโยบาย กฎระเบียบ มาตรการ มาตรฐาน และแนวโน้มที่มีผลต่อความสำเร็จของอุตสาหกรรมอาหารทะเลของไทยในตลาดโลก การวิเคราะห์บริบทและศักยภาพของภูมิภาค ร่วมกับการระดมความเห็นจากผู้มีส่วนได้ส่วนเสียทั้งหน่วยงานภาครัฐและเอกชน ผ่านการประชุมระดมความเห็นจำนวน 1 ครั้ง เมื่อวันที่ 11 สิงหาคม พ.ศ. 2563 มีผู้เข้าร่วม 18 คน และการประชุมนำเสนอยุทธศาสตร์ต่อผู้มีส่วนได้ส่วนเสียเมื่อวันที่ 14 กันยายน พ.ศ. 2563 มีผู้เข้าร่วม 18 คน เพื่อให้ได้ยุทธศาสตร์และแผนปฏิบัติการพัฒนาอุตสาหกรรมอาหารทะเลทสอดคล้องกับแนวทางการพัฒนาประเทศในระดับมหภาค ตอบรับกับทิศทางและแนวโน้มของอุตสาหกรรมในตลาดโลก และตรงตามความต้องการและศักยภาพของพื้นที่ The three year terms strategic planning project and action plan to develop the seafood industry to become the center of seafood production (2021 - 2023) under the implementation of Industrial Promotion Center Region 8 aim to drive the industry target at the local level of lower central provincial cluster 2 to comply with the policy and national development framework. Moreover, to accordance not only with the new operational mission of the Department of Industrial Promotion and Ministry of Industry but also the mission of being an academic unit in offering opinions and recommendations on the strategic policy formulation. This project is created to support SMEs and community enterprises and to be a center of advise, information, design and technology development and to be a model of local level industry which connected to provincial industry office. The planning process included gathering information from various government operational policies related to the development of regional industry, policies, regulations, measures, standards and trends affecting the success of the Thai seafood industry in world market. In order to achieve seafood industry development strategies and action plans in line with national development guidelines at the macro level, cooperate with industry trends in the world market and to meet the needs and potential of the area. Hence, there were 2 brainstorming sessions held on August 11, 2020 and September 14, 2020 with 18 participants which is including stakeholders from both public and private sectors.
