Abstract

การประเมินผลแผนงานบูรณาการพัฒนาพื้นที่เขตเศรษฐกิจพิเศษ และแผนงานบูรณาการพัฒนาอุตสาหกรรมศักยภาพ ประจำปีงบประมาณ พ.ศ. ๒๕๖๐ มีวัตถุประสงค์ในการติดตามประเมินผลเชิงลึกเพื่อให้ได้ข้อเสนอแนะ เพื่อนำไปปรับปรุงกระบวนการดำเนินงานและการจัดสรรงบประมาณในปีต่อไป โดยเน้นข้อเสนอแนะเกี่ยวกับแนวทางการประเมินผลก่อนเริ่มดำเนินการ รวมทั้งเพื่อพัฒนาขีดความสามารถบุคลากรของสำนักงบประมาณในการติดตาม และประเมินผลให้มีประสิทธิภาพเพิ่มขึ้น ซึ่งการรวบรวมข้อมูลเพื่องานวิจัยได้จากการจัดประชุมสัมมนาเก็บข้อมูลจากผู้เกี่ยวข้องในการจัดทำแผนงานบูรณาการทั้ง ๒ แผนงาน และจากการดำเนินการลงพื้นที่เก็บข้อมูล โดยในส่วนของแผนงานบูรณาการพัฒนาพื้นที่เขตเศรษฐกิจพิเศษนั้น ที่ปรึกษาลงพื้นที่เก็บข้อมูลใน ๖ พื้นที่เขตเศรษฐกิจพิเศษ ได้แก่ จังหวัดมุกดาหาร จังหวัดสระแก้ว จังหวัดสงขลา จังหวัดหนองคาย จังหวัดเชียงราย และจังหวัดนครพนม และในส่วนของแผนงานบูรณาการพัฒนาอุตสาหกรรมศักยภาพ ที่ปรึกษาลงพื้นที่เก็บข้อมูลจากผู้ประกอบการในจังหวัดสมุทรปราการ จังหวัดเชียงใหม่ จังหวัดชลบุรีและจังหวัดพิษณุโลก นอกจากนี้ยังร่วมกับสำนักงบประมาณในการสอบทานประเด็นสำคัญ เพื่อนำประเด็นสำคัญและข้อมูลที่ได้รับมาประมวล สังเคราะห์ และประเมินผลสัมฤทธิ์ และจากนั้นจึงจัดประชุมสัมมนาชี้แจงผลที่ได้จากการติดตามประเมินผลให้กับผู้เกี่ยวข้องในการจัดทำแผนงานบูรณาการทั้ง ๒ แผนงาน เพื่อนำความคิดเห็นและข้อเสนอแนะที่ได้จากการประชุมสัมมนามาวิเคราะห์ ปรับปรุงและจัดทำรายงานติดตามประเมินผลเชิงลึก ที่สะท้อนผลการดำเนินงานและการใช้จ่ายงบประมาณของทั้งแผนงานบูรณาการพัฒนาพื้นที่เขตเศรษฐกิจพิเศษและแผนงานบูรณาการพัฒนาอุตสาหกรรมศักยภาพ นอกจากนี้ที่ปรึกษายังจัดให้มีการถ่ายทอดความรู้และประสบการณ์ในการติดตามประเมินผลให้แก่บุคลากรของสำนักงบประมาณในส่วนของรายงานสรุปผลการปฏิบัติงานและการใช้จ่ายงบประมาณแผนงานบูรณาการ ประจำปีงบประมาณ พ.ศ. ๒๕๖๑ มีวัตถุประสงค์ เพื่อติดตามผลการปฏิบัติงานและการใช้จ่ายงบประมาณของแผนงานบูรณาการ ประจำปีงบประมาณ พ.ศ. ๒๕๖๑ ทุกแผนงาน และระบุปัญหาอุปสรรคที่เกิดขึ้น รวมทั้งจัดทำข้อเสนอแนะเชิงนโยบายเพื่อนำไปปรับปรุงการจัดสรรงบประมาณในปีต่อไป โดยได้ดำเนินการนำข้อมูลจากระบบที่เกี่ยวข้องกับการติดตามผลการปฏิบัติงานและการใช้จ่ายงบประมาณที่มีอยู่ของสำนักงบประมาณมาใช้ในการศึกษา รวมทั้งได้ขอข้อมูลเกี่ยวกับผลการดำเนินงาน ปัญหาอุปสรรค และข้อเสนอแนะจากหน่วยงานเจ้าภาพของแผนงานบูรณาการทุกแผนงานเพื่อใช้ประกอบในการศึกษา วิเคราะห์ และสรุปผล The objective for an evaluation of the integrative plan for the development of special economic zones and the integrative plan for the potential industry development of the fiscal year B.E. 2560 is to conduct a monitoring and in-depth evaluation in order to determine suggestions for the improvement of operational process and budget allocation in the subsequent fiscal years. The emphasis is on the recommendations regarding the evaluation guidelines prior to the operation commencement as well as the competency strengthening of the Bureau of Budget personnel concerning an efficient project monitoring and evaluation. The data for the study were collected through the seminars and meeting with the parties involved in formulating and implementing both integrative plans and the field visit & interview. The field visit of the integrative plan for the development of special economic zones was conducted in 6 special economic zones i.e. Mukdahan province, Sakaeo province, Songkhla province, Nongkhai province, Chiangrai province, Nakhonphanom province whereas the integrative plan for the potential industry development conducted filed interview with entrepreneurs in Samutprakan province, Chiangmai province, Chonburi province, and Phitsanulok province. In addition, the researchers jointly verified the significant issues with the Bureau of Budget and afterward process, synthesise, and analyse the significant issues and data to evaluate the achievement of integrative plans. Subsequently, the seminar was organised to clarify the results of the monitoring and evaluation to parties involved in formulating and implementing the two integrative plans. The opinions and suggestions from the seminar were analysed and utilised to improve and formulate the monitoring and in-depth evaluation reports which expose the achievement and budget disbursement of both integrative plan for the development of special economic zones and the integrative plan for the potential industry development. Furthermore, the researchers organised a knowledge transfer and experience sharing on monitoring and evaluation to personnel of the Bureau of Budget. The objectives of the summary of performance and budget disbursement report of the integrative plans of the fiscal year B.E. 2561 are to monitor performance and budget disbursement of all the integrative plans in the fiscal year B.E. 2561 as well as to identify problems and impediments, including to propose policy recommendations for an improvement of budget allocation in the subsequent fiscal year. The data utilised in the study were retrieved from the available system relating to the performance monitoring and budget disbursement of the Bureau of Budget. In addition, the researchers requested data regarding performance, problems, impediments, and recommendations from the host units of every integrative plan for utilization in the study, analysis, and conclusion.
