The Study and Knowledge Codification on Participatory Governance Project aims at achieving the goal of bureaucratic system development for the benefit of people. It is achieved by promoting and supporting the public agencies to be aware and focus on participatory governance. In this regard, the guidelines, measures, and mechanisms
to support people’s participation in public administration are developed. This way, the public administration with the cooperation between public agencies and people will be created. In addition to that, it will lead to the cooperation among parties within the integrated framework and strong network. This will help to push forward public administration process and make it to be more effective and has the highest benefits for the people.
The output from this project is the document on "Participatory Governance (the technique for participation process development and good case studies)", which include guidelines or theories on participatory governance and people’s participation, the technique for participation process development, and the method to turn participatory governance into practice. The method covers defining public issues, law and regulations; strategy formulation; resource allocation for identifying the direction of agency, and the model for applying participation technique in the programs/ projects by using participatory governance.
On top of that, the document contains various good case studies, which are the innovative results from applying the participatory governance. They help to guarantee that participatory governance still remains active/ is driven by actors in bureaucratic system and it will be applied in different parts and levels of Thai bureaucratic system. The good case studies from foreign countries include France (participatory governance in environmental resource allocation, and urban planning), the United Kingdom (participatory governance of people’s health centre), and commonwealth of Australia (participatory governance in hazardous waste management). In addition, the good case studies in Thailand include Nan (a good case study at the provincial level), Royal Irrigation Department and Department of Livestock Development (a good case study at the department level), and Koh Kha Municipality, Koh Kha District, Lampang (a good case study at the local administration level). |
