| dc.description.abstract | จังหวัดปทุมธานีเป็นพื้นที่ปริมณฑลที่มีบทบาทสำคัญในการเป็นเมืองมหาวิทยาลัย เมืองของการอยู่อาศัย และเป็นศูนย์กลางของการเปลี่ยนถ่ายระบบคมนาคมขนส่งในระดับภูมิภาค ตลอดจนมีแผนพัฒนาโครงข่ายระบบคมนาคมขนส่งมวลชนทางรางเชื่อมต่อศูนย์กลางธุรกิจของเมืองกับชุมชนชานเมืองให้เกิดประสิทธิภาพในการเดินทางในอนาคต ทำให้เกิดแรงดึงดูดให้เกิดความต้องการด้านการเดินทางของประชาชนไปยังพื้นที่ต่าง ๆ ของเขตเมือง ส่งผลต่อรูปแบบการลงทุนทั้งด้านโครงสร้างพื้นฐานและสิ่งอำนวยความสะดวกต่าง ๆ ของภาครัฐ ในการรองรับความต้องการของประชาชนและแนวทางในการส่งเสริมคุณภาพชีวิตที่ดีเพื่อประชาชน ตลอดจนรองรับการลงทุนทางด้านอสังหาริมทรัพย์ที่เกี่ยวข้องการสร้างศูนย์การค้าและพาณิชยกรรมขนาดใหญ่ นอกจากนี้ ยังมีปัญหาการจราจรติดขัด ปัญหาด้านสภาพแวดล้อม ปัญหาความปลอดภัยในชีวิตและทรัพย์สิน และปัญหาความปลอดภัยทางถนน ซึ่งเป็นปัญหาที่เกิดขึ้นจากการพัฒนาเมืองอย่างรวดเร็วที่ยังคงเป็นปัญหาเรื้องรังที่ต้องเร่งแก้ไข ดังนั้น ด้วยวิธีการแก้ไขปัญหาจำเป็นต้องข้ามเพื่อยกระดับคุณภาพชีวิตของประชาชน การพัฒนาเมืองอัจฉริยะ (Smart City) จึงเป็นแนวคิดที่ตอบโจทย์ต่อการพัฒนาเมืองในยุคปัจจุบัน อย่างไรก็ตาม ในการนำแนวคิดดังกล่าวมาใช้จำเป็นต้องกำหนดกรอบแนวทางของการพัฒนาเมืองอัจฉริยะ เพื่อใช้เป็นกรอบสำหรับการกำหนดนโยบาย ยุทธศาสตร์สำหรับการพัฒนาเมือง และหน่วยงานที่เกี่ยวข้องรับรู้เกี่ยวกับแนวทางที่เกิดขึ้นอนึ่ง โครงการกรอบแนวทางการพัฒนาเมืองอัจฉริยะ กรณีศึกษาจังหวัดปทุมธานี (Pathumthani Smart City Roadmap) จึงรวบรวมกรณีศึกษาของเมืองอัจฉริยะ และทำการสังเคราะห์เปรียบเทียบวิธีการดำเนินงานเพื่อให้เห็นประสบความสำเร็จของการพัฒนาเมือง ซึ่งสามารถสรุปประเด็นสำคัญของการพัฒนาทั้งหมด 5 ประเด็น ได้แก่ 1) จุดเริ่มต้นและเป้าหมายของการพัฒนาเมืองอัจฉริยะ 2) แผนยุทธศาสตร์ของการพัฒนาเมืองอัจฉริยะ 3) คณะกรรมการหรือมูลนิธิเพื่อการพัฒนาเมืองอัจฉริยะ 4) การสร้างความร่วมมือเพื่อการพัฒนาเมืองอัจฉริยะ และ 5) กฎหมายเพื่อความปลอดภัยของการพัฒนาเมืองอัจฉริยะ โดยจากการถอดบทเรียน และการสังเคราะห์ข้อมูลสามารถพิจารณาได้ว่า ประเทศไทยมีองค์ประกอบที่จำเป็นต่อการพัฒนาเมืองอัจฉริยะครอบคลุมทั้งหมด แต่ยังขาดการบูรณาการฐานข้อมูลและวิธีการทำงานร่วมกันที่ยังไม่มีเอกภาพ ตลอดจนประชาชนในพื้นที่จังหวัดปทุมธานีกว่าร้อยละ 67.5 ไม่ทราบถึงการพัฒนาเมืองอัจฉริยะมาก่อน จึงทำให้การผลักดันของการพัฒนาเมืองอัจฉริยะยังไม่มีประสิทธิผล นอกจากนี้จากการสังเคราะห์ผลการดำเนินงาน ยังพบว่า ภาพรวมประชาชนในจังหวัดปทุมธานีมีความเข้าใจอยู่ระดับ 2.74 หมายความว่า ประชาชนมีระดับความเข้าใจอยู่ในระดับน้อยถึงระดับปานกลาง จึงทำให้ขาดการยอมรับจากภาคประชาชนอย่างชัดเจน ดังนั้น เพื่อสร้างกรอบแนวทางการพัฒนาเมืองอัจฉริยะของจังหวัดปทุมธานีให้เกิดความชัดเจนและมีทิศทางที่มุ่งเป้าต่อการสร้างคุณภาพชีวิตที่ดีของประชาชน จึงต้องสร้างการบูรณาการร่วมกันของทำงาน โดยพื้นที่มหาวิทยาลัยจะต้องถูกกำหนดให้เป็นพื้นที่ฐานสำหรับการสนับสนุนข้อมูลเพื่อช่วยภาครัฐในการตัดสินใจบนฐานของข้อมูลเชิงวิชาการและเชิงวิจัย เพื่อสร้างสรรค์นวัตกรรมและส่งเสริมให้เกิดการต่อยอดเชิงธุรกิจจากนักศึกษาและบุคคลทั่วไปที่ต้องการแก้ไขปัญหาของเมือง โดยภาครัฐ ทำหน้าที่ในการกำหนดนโยบาย กรอบยุทธศาสตร์ และส่งเสริมการลงทุนโครงสร้างพื้นฐานด้วยการกำหนดให้พื้นที่จังหวัดเป็นพื้นที่ต้นแบบเมืองอัจฉริยะของประเทศไทย เพื่อเป็นการเปิดพื้นที่ให้ภาคการศึกษาและภาคเอกชนสร้างการมีส่วนร่วมของการพัฒนาเมือง ภาคการศึกษาทำหน้าที่ในการสร้างสรรค์ทรัพยากรคนและนวัตกรรมเมืองเพื่อให้ตอบโจทย์ต่อการแก้ไขปัญหาพื้นที่ โดยกำหนดให้พื้นที่มหาวิทยาลัยเป็นพื้นที่เริ่มต้นของการพัฒนาเมืองอัจฉริยะ (Prototype) หลังจากนั้น ขยายพื้นที่ไปยังพื้นที่โดยรอบ เพื่อให้ครอบคลุมพื้นที่จังหวัดปทุมธานี ภาคเอกชน เตรียมพร้อมสำหรับการลงทุนนวัตกรรมและเทคโนโลยีที่ช่วยตอบโจทย์กับการแก้ไขปัญหาเมือง ซึ่งจะสามารถเห็นได้ว่า การแก้ไขปัญหาและพัฒนาเมือง จำเป็นต้องสร้างการมีส่วนร่วมและเห็นส่วนได้ส่วนเสียของการดำเนินงานชัดเจน ทั้งเป้าหมาย วิธีการ รูปแบบการดำเนินงาน ถือเป็นองค์ประกอบที่สำคัญที่จะขับเคลื่อนจังหวัดปทุมธานีให้เป็นเมืองอัจฉริยะของประเทศไทย Pathum Thani Province is a metropolitan area that plays an important role as a university city.
