การติดตามประเมินผลและขับเคลื่อนการดำเนินงานตามมติสมัชชาผู้สูงอายุระดับชาติ

Abstract

การวิจัย “การติดตามประเมินผล และขับเคลื่อนการดำเนินงานตามมติสมัชชาผู้สูงอายุระดับชาติ” มีวัตถุประสงค์ 3 ด้าน ได้แก่ 1. เพื่อติดตามประเมินผลการดำเนินงานมติสมัชชาผู้สูงอายุระดับชาติ ตามข้อเสนอนโยบายสมัชชาผู้สูงอายุระดับชาติ ระหว่างปี 2551-2558 2. เพื่อสร้างกระบวนการติดตามประเมินผลขับเคลื่อน และดำเนินการอย่างมีส่วนร่วมต่อกิจกรรมหรือนโยบายจากมติการประชุมผู้สูงอายุระดับชาติ และ 3. เพื่อรับฟังข้อเสนอนโยบายด้านผู้สูงอายุ จากภาคีเครือข่ายและกำหนดเป็นมติสมัชชาผู้สูงอายุระดับชาติ ปี 2560 กระบวนการวิเคราะห์ข้อมูลและประเมินผลการดำเนินงาน 3 ขั้นตอนหลักๆ ได้แก่ 1. การทบทวนมติสมัชชาผู้สูงอายุระดับชาติที่ผ่านมาด้วยหลักคุณภาพชีวิตผู้สูงอายุ 4 ประแก่ ได้แก่ สุขภาพ เศรษฐกิจ สังคม สภาพแวดล้อม รวมทั้งด้านอื่น ๆ 2. จากการทบทวนและจำแนกนโยบายตามหลักคุณภาพชีวิต จึงนำมาสร้างเครื่องมือในการวิ เคราะห์ และประเมินผลต่อไป ซึ่งมีทั้งหมด 3 เครื่องมือ ได้แก่ แบบสอบถามโดยมีผู้ตอบ 2 กลุ่ม คือ กลุ่มผู้สูงอายุ 221 คน และผู้ที่ทำงานเกี่ยวข้อง 180 คน จากการสนทนากลุ่ม จำนวน 92 คน และการสัมภาษณ์ผู้สูงอายุ โดยมีการกระจายผู้ตอบและผู้ร่วมกิจกรรมไปทั่วประเทศไทย 3. การสรุปและวิเคราะห์ผลการสำรวจ รวมถึงผลจากเวทีรับฟังข้อคิดเห็น เพื่อเสนอต่อการประชุ มสมัชชาผู้สูงอายุ ระดับชาติ ปี 2560 ต่อไป ผลการวิจัยเป็นดังนี้ จากการทบทวนและวิ เคราะห์มติสมัชชาผู้สูงอายุระดับชาติที่ผ่านมา พบว่า มติสมัชชาผู้สูงอายุระดับชาติ ปี 2551 -2558 มีจำนวนมติ ทั้งหมด 106 มติ พบว่า มติสมัชชาที่มีประเด็นด้านสังคมมี จำนวนมากที่สุด 36 ประเด็น คิดเป็นร้อยละ 33.64 ของจำนวนมติสมัชชาผู้สูงอายุระดับชาติ ที่ผ่านมาทั้งหมด รองลงมาเป็นมติสมัชชาที่มีประเด็นด้านเศรษฐกิจมีจำนวน 33 ประเด็น คิดเป็นร้อยละ 30.84 ตามลำดับจากแบบสอบถาม พบว่า ระดับการรับรู้ด้านการดำเนินงานตามมติสมัชชาผู้สูงอายุแห่งชาติ ปี 2551 -2556 ในภาพรวมของกลุ่มสูงอายุอยู่ในระดับน้อยถึงปานกลาง ขณะที่ กลุ่มผู้ที่ทำงานเกี่ยวข้องกับผู้สูงอายุ รับรู้อยู่ในระดับปานกลาง และระดับการรับรู้ด้านการดำเนินงานตามมติสมัชชาผู้สูงอายุแห่งชาติ ปี 2558 ในภาพรวมของทั้ง 2 กลุ่มอยู่ในระดับน้อย และจากการสนทนากลุ่ม พบว่า ผู้สูงอายุที่เข้าร่วมกิจกรรมให้ความสำคัญกับนโยบายด้านสุขภาพเป็นอันดับแรก รองลงมาเป็นด้านเศรษฐกิจ อีกทั้งยังต้องการให้รัฐดำเนินนโยบายด้านสังคมและเศรษฐกิจให้ต่อเนื่อง และข้อเสนอต่อมติสมัชชาผู้สูงอายุระดับชาติ ปี 2560 ส่วนใหญ่ผู้ร่วมกิจกรรมเสนอกิจกรรมด้านสังคม มากที่สุด รองลงมาเป็นกิจกรรมด้านเศรษฐกิจในการกำหนดประเด็นสมัชชาผู้สูงอายุระดับชาติปี 2560 จำเป็นต้องมีคณะทำงานด้านวิชาการที่ดำเนินการเชื่อมโยงข้อมูลการติดตามประเมินผล และขับเคลื่อนการดำเนินงานตามมติสมัชชาผู้สูงอายุระดับชาติ จากการวิจัยครั้งนี้กับประเด็น หรือมิติอื่นๆ ที่เกี่ยวข้อง เช่น แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 12 และมติสมัชชาสุขภาพแห่งชาติ เป็นต้น ทั้งนี้ มติสมัชชาควรมีทิศทางของเนื้อหาให้มุ่งไปตอบรับกับหลักคุณภาพชีวิตของผู้สูงอายุหลักใดหลักหนึ่ง และไม่เน้นปริมาณข้อเสนอมากจนเกินไป จะทำให้การทำงานของเจ้าหน้าหรือผู้เกี่ยวข้องเป็นไปอย่างมีแนวทางที่ชัดเจน This research “the monitoring, evaluation and actuation for the resolution of the national assembly for older people” aim to: 1) to monitor and evaluate performances of the resolution of the national assembly for older people during 2008 – 2015, 2) to create the participatory process of monitoring, evaluation and actuation for activities or policies of the resolution of the national assembly for older people, 3) to hear the opinions and suggestions from older people’s network and then, to purpose the resolution of the national assembly for older people in 2017. These analysis and evaluation include three main stages: 1) to review and classify “the resolution of the national assembly for older people during 2008 – 2015” by the concept of the quality of life for the older people such as health, economic, social, environment and etc, 2) bring the classified data to create three tools, the first tool as a questionnaire for 221 elders and 180 officers who working with the elders, the second tool as a focus group, 92 participants, and the last tool as an interview. The sampling and the participants have been collected from nationwide, 3) to analyze and conclude the result from the tools and submitted to the conference of the national assembly for older people in 2017. The results revealed that: 1) There were 106 resolutions of the national assembly for older people during 2008 – 2015, the social issues were mostly mentioned (33.64% of all resolutions) and minor as the economic issues (30.84%). 2) The results of questionnaire were the elders perceived low to medium level for the actuation in 2008 – 2013 while the officers perceived a medium level. And, the elders perceived low level for the actuation in 2015 as well as the officers. 3) In the focus group, the participants to focus on the health issues and economic issues, respectively, and they also suggest the state to continuously provide and implement the social issues and economic issues, more over the proposal of the resolutions of the national assembly for older people in 2017 as the social issues and economic issues, respectively. However, the issues or the proposal of resolution of the national assembly for older people in 2017 need the academic committee, who can correlate the data of this research to the other dimensions such as the twelfth national economic and social development plan and the resolution of the national health assembly, etc. And, the resolution of the national assembly for older people should pertinent contents with obvious direction, the officers will be clear to implementation.
