ค่าสำรวจและประเมินสภาพโครงข่ายทางหลวงเพื่อเพิ่มประสิทธิผลการใช้จ่ายงบประมาณบำรุงรักษาทางหลวงในระยะยาว

Abstract

ในการสำรวจและวิเคราะห์สภาพทางทั้งชนิดผิวลาดยางและผิวคอนกรีตจำเป็นต้องใช้ข้อมูลความเสียหายของผิวทางเป็นข้อมูลตั้งต้นในการวิเคราะห์เพื่อนำมาจัดทำแผนงานบำรุงทางที่เหมาะสมและมีความถูกต้อง โดยการสำรวจจะมีการวางแผนงานให้เหมาะสม และเป็นไปตามเกณฑ์ที่ได้มาตรฐานสากล นอกจากนี้ที่ปรึกษาได้พิจารณาปัจจัยต่าง ๆ ที่มีผลต่อการจัดเก็บและสำรวจข้อมูลบนถนนผิวลาดยางและผิวคอนกรีตและเลือกใช้ยานพาหนะที่ติดตั้งอุปกรณ์เลเซอร์และกล้องถ่ายภาพที่มีความคมชัด ทำการบันทึกข้อมูลในสนามพร้อมทำการประมวลผลข้อมูลความเสียหายชนิดต่าง ๆ เพื่อนำข้อมูลที่ได้เข้าสู่ระบบฐานข้อมูลกลาง ซึ่งมีการสำรวจข้อมูลไม่น้อยกว่า 40,252.276 กิโลเมตรครอบคุมพื้นที่ความรับผิดชอบของสำนักงานทางหลวงทั้ง 18 สำนักงานทั่วประเทศ อนึ่งการสำรวจจะไม่รวมถึงพื้นที่ใน 3 จังหวัดชายแดนใต้ตาม พ.ร.บ. รักษาความมั่น คงภายในราชอาณาจักรได้แก่จังหวัดปัตตานี จังหวัดยะลา และจังหวัดนราธิวาส รวมถึง 4 อำเภอ ในจังหวัดสงขลา ได้แก่ อำเภอเทพา อำเภอนาทวี อำเภอจะนะ และอำเภอสะบ้าย้อย In the survey and analysis of the asphalt and concrete surface types, the pavement damage data is an important input that served as the main criteria to develop an appropriate and accurate routine road maintenance plan. The distress data are collected in accordance to an international standard and other standard set by the Department of Highways (DOH). Additional factors affecting the data collection are considered, and the suitable equipment is selected. The survey vehicle participated in this project is equipped with laser and high definition cameras to ensure the accurate of the obtained data. Then the analyzed data is transferred to the developed database. The total distance surveyed in this project is about 40,252.276 kilometers, and it does cover all highways under the responsibility of all 18 Highways Districts nationwide. However, the survey will not include areas in the 3 southern border provinces under the Internal Security Act, namely Pattani, Yala and Narathiwat Province, including 4 districts in Songkhla Province, namely Thepha, Nathawi, Jana and Sabayoi districts.
