โครงการบูรณาการข้อมูลเพื่อการบริหารจัดการ (Data Consolidation) ระยะที่ 1

Abstract

The Inter-City Motorway Division, Department of Highways have been continuously developing information systems for their mission-critical operations. These systems store a large amount of organizational data involving toll incomes, traffic data, pavement conditions, roadway incidents, and administrative data related to budgets, finances, and human resources. These data keep growing in size as time passes and the organization expands. However, they are currently stored in separate systems or platforms. The data warehouse has not been created, nor have the data been interrelated across the platforms to allow for multi-dimensional classification and analysis of business data. Therefore, it is difficult for the manager to get a comprehensive view of the organization from a single window, perform predictive modeling, and make informed-decisions. There is a need for consolidating such organizational data and storing them in a single data warehouse. To address this need and pursue their IT goal of becoming a SMART organization, the Inter-City Motorway Division has awarded the contract to Thammasat University Research and Consultancy Institute (TU-RAC) to execute a data consolidation project. This project involves performing data integration and developing a report generating system that provides corporate insights for the managers and enables better-informed decision making. It commenced on June 13, 2014 and was completed on January 13, 2015, with the total duration of 7 months.

กองทางหลวงพิเศษระหว่างเมือง กรมทางหลวง ได้พัฒนาระบบสารสนเทศต่าง ๆ เพื่อใช้ในการดำเนินงานตามภารกิจต่าง ๆ อย่างต่อเนื่อง โดยระบบเหล่านี้ได้จัดเก็บข้อมูลที่สำคัญขององค์กรตั้งแต่ข้อมูลรายได้ค่าผ่านทาง ข้อมูลการจราจร ข้อมูลสภาพผิวทาง ข้อมูลอุบัติเหตุและการอำนวยความปลอดภัยและจราจร ไปจนถึงข้อมูลเพื่อสนับสนุนการบริหารงานทั้งในด้านงบประมาณและบุคลากร ข้อมูลต่าง ๆ เหล่านี้มีปริมาณเพิ่มขึ้นทุกวัน แต่ยังถูกจัดเก็บแยกอยู่ในระบบงานแต่ละระบบ ไม่ได้มีการจัดทำคลังข้อมูล หรือเชื่อมโยงข้อมูลเพื่อให้สามารถนำมาจำแนกและวิเคราะห์ได้ในหลากหลายมิติ ทำให้ผู้บริหารไม่สามารถเรียกดูข้อมูลจากจุดเดียว และการนำข้อมูลต่าง ๆ เหล่านี้มาหาความสัมพันธ์ เพื่อใช้วิเคราะห์แนวโน้ม และคาดคะเนอนาคตทำได้ยาก ในการนี้ กองทางหลวงพิเศษระหว่างเมือง จึงได้ว่าจ้าง มหาวิทยาลัยธรรมศาสตร์ โดยสถาบันวิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ เพื่อดำเนินโครงการบูรณาการข้อมูลฐานข้อมูลต่าง ๆ ของกองฯ และพัฒนารายงานข้อมูลสำหรับให้ผู้บริหารนำข้อมูลที่หลากหลาย ไปใช้ประโยชน์ในการตัดสินใจจากจุดเดียว อันเป็นการขับเคลื่อนองค์กรไปสู่ความเป็นองค์กรอัจฉริยะ ตามแผนแม่บททางด้านเทคโนโลยีสารสนเทศของประเทศและของกรมทางหลวง โดยมีระยะเวลาดำเนินการ 7 เดือน ตั้งแต่วันที่ 13 มิถุนายน 2557 – 13 มกราคม 2558
