ขับเคลื่อนการจัดตั้งศูนย์ประสานงานการเสริมสร้างความสามัคคีปรองดองและความสมานฉันท์

Abstract

การจัดตั้งศูนย์ประสานงานการเสริมสร้างความสามัคคีปรองดองและlมานฉันท์เป็นโครงการของกระทรวงยุติธรรมโดยสำนักงานคณะกรรมการเสริมสร้างความสมานฉันท์แห่งชาติซึ่งเป็นการขับเคลื่อนนโยบายการสร้างความสามัคคีปรองดองและความสมานฉันท์ตามกรอบยุทธศาสตร์20 ปี กระทรวงยุติธรรม ที่กำหนดให้มีหน่วยงานประสานงานระดับพื้นที่กับส่วนกลางเป็นศูนย์ประสานงานในการประสานความร่วมมือในการแก้ไขปัญหาความขัดแย้งในพื้นที่ต่างๆ และส่งเสริมกระบวนการยุติธรรมเชิงสมานฉันท์และสันติ วัฒนธรรม การศึกษาวิจัยครั้งนี้ได้ทดลองวางระบบในการจัดการความขัดแย้งให้กับสำนักงานคณะกรรมการเสริมสร้างความสมานฉันท์แห่งชาติร่วมกับสถาบันการศึกษา 5 แห่ง อันได้แก่ วิทยาลัยสหวิทยาการ มหาวิทยาลัยธรรมศาสตร์ สถาบันอาชญาวิทยาและการบริหารงานยุติธรรม มหาวิทยาลัยรังสิต คณะนิติศาสตร์ มหาวิทยาลัยเชียงใหม่ คณะนิติศาสตร์ มหาวิทยาลัยขอนแก่น และคณะนิติศาสตร์ มหาวิทยาลัยสงขลา นครินทร์ ผลการศึกษาได้ออกแบบระบบการประสานงานการจัดการความขัดแย้งทั้งระดับพื้นที่ ระดับกลางและระดับชาติและทดลองนำกลไกในระบบทดลองมาแก้ไขปัญหาความขัดแย้งที่สำคัญ ในพื้นที่ซึ่งการดำเนินโครงการในครั้งนี้สามารถนำตัวอย่างบทเรียนการแก้ไขปัญหาความขัดแย้งหลายกรณีมาสู่กระบวนการขับเคลื่อนการแก้ปัญหาความขัดแย้งในระดับนโยบายได้ด้วย แม้จะมีข้อจำกัดของระยะเวลาการดำเนินโครงการที่ยังไม่สามารถนำปัญหาความขัดแย้งทุกเรื่องมาแก้ปัญหาจนได้ข้อยุติแต่ศูนย์ประสานงานฯ ต้นแบบก็ได้แสดงให้เห็นถึงบทบาทความร่วมมือที่ดีในการเชื่อมโยงกลไกการแก้ปัญหาจากภาคราชการ ภาควิชาการ และเครือข่ายประชาชนซึ่งสามารถนำไปต่อยอดการพัฒนาระบบการเสริมสร้างความสามัคคี ปรองดองและการจัดการความจัดแย้งของประเทศไทยที่มีประสิทธิภาพมากขึ้นต่อไป

The implementation of the Coordination Centre for National Unity and Harmony Enhancement is a project from the Office of National Board for Social Harmony and Conflict Resolution. This project is conducted under the 20 years Strategic Plan of the Ministry of Justice. The objective of the project is to establish the coordination unit in order to bring about coordination within local community, provincial area and central authorities in the field of conflict resolution and peace enhancement. In the implementation of the coordination centre, this project carried out a trail in the main five regions in collaboration with the five academic institutions as; the College of Interdisciplinary Studies, Thammasat University (Bangkok Metropolitan); the Institution of Criminology and Criminal Justice, Rangsit University (Central Research); the Law School, Chiang Mai University (Northern Region); the Law School, Khonkaen University (North-Eastern Regions); and the Law School, Prince of Songkla University (Southern Region). This research designed and tested coordination system in the five abovementioned pilots. The results from this study suggest the success of conflict resolution mechanism within the coordination centre and how to bring about coordination from the local area to the provincial authorities and the central authorities as well as the coordination when the conflict resolution practice requires integration from different government agencies. In this research, many real community conflicts were brought into discussion through the coordination centre. Some could be addressed but the limit of time frame in this project caused the project could not come through all cases to the end result. Nevertheless, lessons from the five pilots.
