ประเมินการดำเนินงานตามแผนพัฒนาการเมือง ฉบับที่ 1

Abstract

There are two objectives in the project of an evaluation of the implementation of the political development plan No. 1 (2008-2013): first of all to evaluate performance resulting from an implementation of the plan; secondly, to offer recommendations and guidance for the political development plan No. 2. To evaluate the plan, researchers employ an evaluation research framework by using both quantitative and qualitative method. It founds that an implementation of the plan has both strengths and weaknesses. For strengths, for example, an extensive detailed plan so that all steps needed to take to develop Thai political system were laid out including all parties-involved in carry out the task described in the plan. However, for its weaknesses, there are two dimensions: (1) the plan does not have binding force. Therefore, it lacks support and encouragement from organizations involved in the plan; (2) limitations in implementing the plan into action, such as the lack of understanding in the plan of organization involved, the limit in budget, and a redundant in the structure of political development council and its office. As a result, the recommendations are that; firstly it is necessary to review and adjust mechanisms and implementing scheme so that the plan will be implemented effectively. The most important point is that the binding force of the plan that has on all organizations designated as partner in the implementation scheme. Without the binding force provided to the plan and the council, it is difficult to see a success of the plan. Moreover, the restructure of the political development council and its office is required attention in order to increase effectiveness, for example the proportion of members of the political development, and amendments to the authority of the Political Development Council to be more clear. Lastly, it is necessary to build a bridge between the political development plan No. 2 with the plans provided by the National Reform Council in all aspects in order to set the same direction and priorities to fulfill the goals of elevating the quality of Thai democracy.

โครงการประเมินผลการดำเนินงานตามแผนพัฒนาการเมืองฉบับที่ 1 เป็นโครงการที่มีวัตถุประสงค์เพื่อต้องการศึกษาวิเคราะห์ผลการปฏิบัติงานตามแผนพัฒนาการเมืองฉบับที่ 1 พร้อมทั้งสภาพปัญหา อุปสรรคต่างๆ ของการปฏิบัติงานระหว่าง พ.ศ. 2551-2556 ที่ผ่านมาและนำไปสู่ข้อเสนอแนะเพื่อเป็นแนวทางสำหรับการจัดแผนพัฒนาการเมืองฉบับที่ 2 ต่อไป ซึ่งทางคณะผู้วิจัยใช้การวิจัยประเมินผล (Evaluation research) เพื่อกำหนดกรอบในการวิจัย โดยใช้ระเบียบวิธีวิจัยเชิงปริมาณ (Quantitative methods) และเชิงคุณภาพ (Qualitative research) ประกอบกัน จากการศึกษาการดำเนินงานตามแผนพัฒนาการเมืองฉบับที่ 1 ในระหว่าง พ.ศ. 2551-2556 ที่ผ่านมาค้นพบว่ามีทั้งข้อจุดแข็งและจุดด้อย กล่าวคือ สำหรับจุดแข็งพบว่าแผนพัฒนาการเมืองฉบับที่ 1 มีเนื้อหารายละเอียดที่กว้างขวาง ครอบคลุมถึงแนวทางที่เป็นรากฐานสำคัญของการพัฒนาการเมืองในระบอบประชาธิปไตยอันมีพระมหากษัตริย์ทรงเป็นประมุขผนวกกับการกำหนดให้ภาคส่วนต่างๆ ได้เข้ามามีบทบาทในการขับเคลื่อนยุทธศาสตร์ร่วมกัน เป็นต้น ในขณะที่จุดด้อยของแผนพัฒนาการเมืองฉบับที่ 1 พบว่าประกอบด้วย 2 มิติที่สำคัญคือ (1) โดยสภาพข้อเท็จจริงแล้วแผนพัฒนาการเมืองฉบับที่ 1 ไม่ได้มีสภาพบังคับจึงส่งผลให้ขาดการสนับสนุนและส่งเสริมจากรัฐบาลอย่างเป็นรูปธรรม พร้อมทั้งการละเลยเพิกเฉยจากหน่วยงาน องค์กรต่างๆ ที่เกี่ยวข้อง และ (2) ข้อจำกัดของการนำแผนฯ ไปสู่การปฏิบัติ อาทิเช่น ความรู้ความเข้าใจเกี่ยวกับแผนฯ ของหน่วยงาน องค์กรที่เกี่ยวข้อง ข้อจำกัดด้านงบประมาณ โครงสร้างของสภาพัฒนาการเมืองที่มีลักษณะที่ซ้ำซ้อนในการบริหารและวัฒนธรรมขององค์กร เป็นต้น ดังนั้น เพื่อประสิทธิภาพในการขับเคลื่อนแผนพัฒนาการเมืองในอนาคต ทางคณะผู้วิจัยจึงมีความเห็นว่าจำเป็นต้องปรับเปลี่ยนระบบและกลไกต่างๆ ของแผนพัฒนาการเมืองทั้งเนื้อหาสาระของแผนฯ และการนำนโยบายไปสู่การปฏิบัติ สิ่งที่มีความสำคัญเป็นอย่างยิ่งคือต้องผลักดันให้แผนฯ มีสภาพบังคับและผูกพันต่อองค์กรอื่นๆ ที่มีส่วนได้ส่วนเสียเพื่อให้เกิดการขับเคลื่อนอย่างเป็นรูปธรรม นอกจากนี้ ประเด็นเรื่องโครงสร้างของสภาพัฒนาการเมืองก็มีความจำเป็นต้องปรับเปลี่ยนเพื่อประสิทธิภาพของการปฏิบัติงาน เช่น สัดส่วนของสมาชิกสภาพัฒนาการเมือง การแก้ไขอำนาจหน้าที่ของสภาพัฒนาการเมืองให้มีความชัดเจนมากยิ่งขึ้น สำหรับข้อเสนอแนะต่อแผนพัฒนาการเมืองฉบับที่ 2 หรือฉบับปรับปรุง ทางคณะผู้วิจัยมีความเห็นว่าจะต้องสร้างความเชื่อมโยงระหว่างแผนพัฒนาการเมืองกับประเด็นของการปฏิรูปประเทศและต้องจัดลำดับความสำคัญของยุทธศาสตร์ให้เหมาะสมและสอดคล้องกับสภาพปัญหาและทิศทางของการพัฒนาการเมือง
