การออกแบบระบบการประเมินผลลัพธ์ทางสังคม สำหรับโครงการนวัตกรรมด้านสังคม

Abstract

วัตถุประสงค์ของโครงการวิจัยครั้งนี้ ได้แก่ 1. เพื่อออกแบบระบบประเมินผลลัพธ์ทำงสังคม (social impact assessment: SIA) และดัชนีชี้วัดที่เหมาะสมสำหรับโครงการนวัตกรรม ด้านสังคม ที่ สนช. ให้การสนับสนุน ตามยุทธศาสตร์นวัตกรรมสังคมของ สนช. 2. เพื่อเผยแพร่ความรู้ ความเข้าใจด้านการประเมินผลลัพธ์ทางสังคม และวิธีการเก็บข้อมูลเพื่อระบุตัวชี้วัดของผลลัพธ์ทางสังคมแก่โครงการนวัตกรรม ด้านสังคม ที่ได้รับการสนับสนุนจาก สนช. และ 3. เพื่อเผยแพร่ความรู้ และนำการประเมินผลลัพธ์ทางสังคมแก่ทีมงานของสนช. และภาคีที่เกี่ยวข้อง เพื่อใช้ในการตัดสินใจสนับสนุนกิจการเพื่อสังคม การติดตามรายงานผลลัพธ์ทางสังคมของกิจการ การวางแผนและกลยุทธ์ และการรายงานผลลัพธ์ทางสังคมของโครงการนวัตกรรม ด้านสังคม คณะวิจัยนำผลการศึกษาข้อมูลจากแหล่งต่างๆ ข้างต้น มาประยุกต์ใช้หรือปรับปรุงให้เข้ากับโจทย์ทางสังคมทั้ง 9 กลุ่มของสนช. โดยคำนึงถึงความสอดคล้องระดับ โครงการในพื้นที่ โดยสามารถคัดเลือกและเสนอตัวชี้วัดที่ควรใช้พิจารณาการสนับสนุนกิจการเพื่อสังคมที่มีนวัตกรรม ครบทั้ง 9 กลุ่มดังนี้ 1) การอนุรักษ์สิ่งแวดล้อม 2) ความเชื่อมโยงระหว่าง อาหาร น้ำ และพลังงาน 3) การศึกษา 4) การเงิน การจ้างงาน และสวัสดิการสังคม 5) เกษตรกรรมยั่งยืน 6) ความเป็นเมือง 7) สุขภาพ 8) การท่องเที่ยวและวัฒนธรรม 9) การจัดการภัยพิบัติ ในบทสุดท้ายของรายงานฉบับนี้ คณะวิจัยเสนอวิธีบูรณาการตัวชี้วัดผลลัพธ์ทางสังคมที่เหมาะสม ในขั้นตอนการให้ทุนของ สนช. ตลอดจนนำเสนอข้อเสนอแนะเกี่ยวกับการประเมินตัวชี้วัดที่ต้องอาศัยความเชี่ยวชาญทางเทคนิค การหาข้อมูลฐาน และการสร้างเครื่องมือประเมินตนเอง (self assessment tool) ซึ่งจะเป็นประโยชน์ต่อทั้งผู้ดำเนินโครงการ ผู้ประกอบการและประชาชนโดยทั่วไป

The objectives of this study for National Innovation Agency (Public Organization) (NIA) are threefold: 1) To design an evaluation system of social impact assessment (SIA) system and indicators for innovation projects funded by NIA, 2) To disseminate knowledges and understandings of social impact assessment, and data collecting methods to identify indicators of social outcomes for social innovation projects supported by NIA, and 3) To provide social impact assessment concept to NIA staff and partners to apply in the process of funding, monitoring, improving, and reporting social impact from projects supported by NIA. The research team conducted review of indicators in previous research studies, including the following international and national standards that pertain to 9 social issues that NIA is supporting: Sustainable Development Goals (SDGs), Impact Reporting & Investment Standards (IRIS) database, National Economic and Social Development Plan, as well as pertinent industry standards such as organic certified standards and Community-Based Tourism (CBT) criteria. The research results from above sources have been selected and adapted to fit with project-level social impact assessment in 9 NIA-supported issues: 1) Environmental stewardship 2) Food, water, and energy nexus 3) Public service and education 4) Finance, employment, and social welfare 5) Sustainable agriculture 6) Urbanization 7) Health 8) Tourism & culture 9) Disaster preparedness In addition to social impact indicators for the above issues, the research team also suggested a list of project management indicators for NIA to better monitor and evaluate grantee’s performance, especially for projects from which social impact would naturally take a considerable time to emerge.
