ขับเคลื่อนยุทธศาสตร์การสร้างความเข้มแข็งและยั่งยืนให้กับเศรษฐกิจภายในประเทศผ่านจังหวัดและกลุ่มจังหวัด กิจกรรมที่ 3 การดำเนินการขับเคลื่อนยุทธศาสตร์การสร้างความเข้มแข็งและยั่งยืนให้กับเศรษฐกิจภายในประเทศ : จัดทำห้องปฏิบัติการนวัตกรรมภาครัฐ (Government Innovation Lab) ในระดับพื้นที่

Abstract

การจัดทำห้องปฏิบัติการนวัตกรรมภาครัฐในระดับพื้นที่นำร่อง 4 จังหวัดอันได้แก่ 1) อำเภอตะพานหิน จังหวัดพิจิตร ในประเด็นสังคมผู้สูงอายุ 2) อำเภอบ้านแหลม จังหวัดเพชรบุรี ในประเด็นการท่องเที่ยวชุมชน 3) อำเภอ เลิงนกทา จังหวัดยโสธร ในประเด็นเกษตรอินทรีย์ และ 4) อำเภอควนขนุน จังหวัดพัทลุง ในประเด็นวิสาหกิจชุมชน โดยได้ใช้เครื่องมือในกระบวนการคิดเชิงออกแบบเข้าไปสร้างให้เกิดการระดมความคิดเพื่อสร้างสรรค์นวัตกรรมทางสังคมเพื่อแก้ไขปัญหา ผลลัพธ์จากการดำเนินโครงการตลอดระยะเวลาการดำเนินงาน 5 เดือนที่ผ่านมาเกิดขึ้นใน 2 ระดับ ทั้งในระดับ ผลลัพธ์ในเชิงกระบวนการ และผลลัพธ์ที่เกิดจากการดำเนินกิจกรรม ในระดับผลลัพธ์ในเชิงกระบวนการ คณะที่ปรึกษาได้สร้างต้นแบบทีมนวัตกรที่ปรึกษาที่ผ่านการอบรมกระบวนการคิดเชิงออกแบบเพื่อนำเครื่องมือไปใช้ในการแก้ไขปัญหาสังคม ส่วนในระดับผลลัพธ์ที่เกิดจากการดำเนินกิจกรรม เกิดนวัตกรรมทางสังคมในลักษณะของโครงการ ซึ่งได้รับการออกแบบมาเพื่อแก้ไขปัญหาอย่างสอดคล้องกับบริบทภายในพื้นที่ ได้แก่ โครงการผู้สูงอายุ “พาซ่าส์” จังหวัดพิจิตร โครงการ “ท่องเที่ยวชุมชนบางขุนไทร” จังหวัดเพชรบุรี โครงการ “เครือข่ายวิสาหกิจชุมชนกระจูดพัทลุง” จังหวัดพัทลุง และโครงการสร้างหลักสูตร “ยโสธรโมเดล” จังหวัดยโสธร

Using design thinking process as a tool to develop innovation in government sector, the Government Innovation Lab (Gov Lab) has been piloted in 4 provinces, namely Pichit, Petchburi, Yasothon and Phatthalung. By participation of local communities and representatives from government agencies, each piloted area identified pressing issues for Gov Lab team to implement Design Thinking and come up with social innovations, as follows: aging society at Tapanhin- Pichit, community-based tourism at Banlame-Petchburi, organic farming at Loeng Nok Tha-Yasothon and community-based enterprise at Khuan Khanun-Phatthalung. The outcomes from this 5-month project can be described in terms of 2-level results. Firstly, Gov Lab team members, comprising of both central and local government officers from various departments, learned and applied the concept of design thinking to develop social innovations in the piloted areas. The second level is the actual social innovations in each piloted area. By taking local context into account, the social innovations resulted from the program which came from participatory process and were, as a result, highly relevant to the local communities. These social innovation projects are: Old Age Plaza Project in Pichit, Bang Khunsai Nai Fun (Bang Khunsai as You Imagin) in Petchburi, Krajood Network of Community-Based Entrepreneurs in Patthalung and Yasothon Organic Farming Model in Yasothon.
