Abstract

โครงการความโปร่งใสในการก่อสร้างภาครัฐ (Construction Sector Transparency : CoST) เป็นโครงการที่ริเริ่มโดย Department for International Development ของประเทศอังกฤษ ภายใต้ การสนับสนุนจากธนาคารโลกในปี พ.ศ. 2550 ปัจจุบันมีสมาชิก 15 ประเทศ ได้แก่ อัฟกานิสถาน เอลซัลวาดอร์ เอธิโอเปีย กัวเตมาลา ฮอนดูรัส มาลาวี บอตสวานา ฟิลิปปินส์ แทนซาเนีย ยูกันดา ยูเครน เวียดนาม แซมเบีย อังกฤษ และประเทศไทย ทั้งนี้ หลักการสร้างความโปร่งใสในโครงการก่อสร้างภาครัฐ ได้รับการวางระบบให้มีการเปิดเผยข้อมูลเกี่ยวกับโครงการก่อสร้างสู่สาธารณชนในทุกระยะที่ดำเนินการ พร้อมทั้งมีกระบวนการตรวจสอบความครบถ้วนและถูกต้องของข้อมูลที่เปิดเผย โดยคณะทำงานตรวจสอบความถูกต้องของข้อมูล (Assurance Team) เพื่อให้ผู้มีส่วนได้ส่วนเสียทุกกลุ่มที่มีความสนใจสามารถเข้าถึงข้อมูลได้สะดวกรวดเร็วมากขึ้น และในกรณีพบสิ่งผิดปกติในโครงการก่อสร้างสามารถนำข้อมูลไปประกอบการเรียกร้องความถูกต้องตามกระบวนการทางกฎหมายกับผู้รับผิดชอบที่เกี่ยวข้องได้ และเพื่อให้การจัดสรรงบประมาณภาครัฐเป็นไปอย่างมีประสิทธิภาพ เกิดคุ้มค่ากับเงินภาษีของประชาชน และเกิดประโยชน์สูงสุดกลับสู่สังคม ประเทศไทยนำแนวคิดโครงการความโปร่งใสในการก่อสร้างภาครัฐมาใช้ โดยเริ่มจากสานักงานคณะกรรมการนโยบายรัฐวิสาหกิจ (สคร.) ได้ดำเนินการเข้าร่วมเป็นสมาชิกโครงการ CoST และ CoST International มีมติอนุมัติให้ประเทศไทยเข้าร่วมเป็นสมาชิกเมื่อวันที่ 22 กันยายน พ.ศ. 2557 และได้แต่งตั้งคณะกรรมการเพื่อส่งเสริมความโปร่งใสในการก่อสร้างภาครัฐ (CoST Committee) ให้ทำหน้าที่เป็นกลุ่มผู้มีส่วนได้ ส่วนเสียของประเทศไทย โดยมีปลัดกระทรวงการคลังเป็นประธานกรรมการ และกรมบัญชีกลาง เป็นกรรมการและเลขานุการ มีอำนาจหน้าที่กำกับดูแลการดำเนินการโครงการ CoST ของหน่วยงานของรัฐ โครงการนี้เป็นการจ้างที่ปรึกษาเพื่อเป็นคณะทำงานตรวจสอบความถูกต้องของข้อมูล โดยทดลองกับโครงการตัวอย่าง โครงการบรรเทาอุทกภัย อ.หาดใหญ่ (ระยะที่ 2) จังหวัดสงขลา ของกรมชลประทาน กระทรวงเกษตรและสหกรณ์ โครงการก่อสร้างทางวิ่งทางขับท่าอากาศยานเบตง ของกรมท่าอากาศยาน กระทรวงคมนาคม โครงการก่อสร้างอาคารสถาบันโรคผิวหนังพร้อมรื้อถอน ของกรมการแพทย์ กระทรวงสาธารณสุข และโครงการทางพิเศษสายพระราม 3 - ดาวคะนอง – วงแหวนรอบนอก กรุงเทพมหานครด้านตะวันตก ของการทางพิเศษแห่งประเทศไทย โดยคณะทำงานตรวจสอบความถูกต้องของข้อมูลได้ตรวจสอบทุกรายการมาตรฐานตาม CoST และยังได้เสนอรายการเพิ่มเติมเฉพาะสำหรับประเทศไทยคือ การจัดการข้อร้องเรียน ผลการตรวจสอบอยู่ในเกณฑ์ที่น่าพึงพอใจและสามารถนำไปขยายผลเพื่อใช้กับโครงการอื่นๆ ของภาครัฐได้อีก และท้ายที่สุดรายงานฉบับประชาชนก็ได้ถูกพัฒนาขึ้นด้วยคำแนะนำและช่วยเหลือของ CoST ประเทศอังกฤษ

Construction Sector Transparency (CoST) is a project initiated by UK Department for International Development with the support of the World Bank in 2007. Currently, there are 15 members: Afghanistan, El Salvador, Ethiopia, Guatemala, Honduras, Malawi, Botswana, Philippines, Tanzania, Uganda, Ukraine, Vietnam, Zambia, England and Thailand. Assurance Team has checked all items based on Cost program and also proposed one additional item as compliant management for Thailand. The results were satisfied and the general report for people has been successfully developed with the help of Cost UK.
