การจัดทำแผนยุทธศาสตร์ของสำนักงานเลขาธิการวุฒิสภา ฉบับที่ 4 (พ.ศ.2560-2564) และแผนปฏิบัติราชการ 4 ปี (พ.ศ.2561-2564)

Abstract

การศึกษาวิจัยนี้ มีวัตถุประสงค์เพื่อจัดทำแผนยุทธศาสตร์ของสำนักงานเลขาธิการวุฒิสภา ฉบับที่ 4 (พ.ศ. 2560 – 2564) และแผนปฏิบัติราชการ 4 ปี (พ.ศ. 2561 – 2564) โดยได้ทำการศึกษาทบทวนยุทธศาสตร์ของสำนักงานเลขาธิการวุฒิสภาในปัจจุบัน วิเคราะห์ข้อมูลแนวโน้มและทิศทางของสำนักงานเลขาธิการวุฒิสภาจากเอกสารข้อมูลที่มีอยู่จากสำนักงานเลขาธิการวุฒิสภาและจากแบบเก็บข้อมูลผลประมวลแบบสอบถามจากบุคลากรทั้งหมด ผลจากการประชุมกลุ่มย่อยกับผู้บริหารระดับสูง การประชุมระดมสมองร่วมกับผู้บังคับบัญชากลุ่มงาน และผลการประชุมรับฟังความคิดเห็นจากผู้บริหารระดับสูงและผู้มีส่วนได้ส่วนเสียต่อร่างแผนยุทธศาสตร์ของสำนักงานเลขาธิการวุฒิสภา ในห้วงเวลาระหว่างเดือนกุมภาพันธ์ ถึง เดือนพฤษภาคม 2559 เพื่อให้ได้แผนยุทธศาสตร์สำนักงานเลขาธิการวุฒิสภา ฉบับที่ 4 (พ.ศ. 2560 – 2564) และแผนปฏิบัติราชการ 4 ปี (พ.ศ. 2561 – 2564) ที่สมบูรณ์และได้รับการยอมรับจากทุกฝ่ายทั้งในองค์การและนอกองค์การ และที่สำคัญคือสามารถนำไปใช้ประโยชน์ในทางปฏิบัติต่อไปในอนาคต

The main purpose of this study is to formulate the 4th Strategic Plan (2017-2021) and the Four-Year Action Plan (2018-2021) for the Secretariat of the Senate Office. Various methods were applied to collect data and information from all personnel in the office. Through rigorous process of numerous brainstorming and focus group meetings with the executive, middle-line managers, and office-wide survey, the author was able to gather information, ideas, and suggestions from all parties in the office. Using different analytical techniques of SWOT/TOWS analysis, stakeholder analysis, imaginization of organizational culture, etc., the five-year strategic plan and four-year action plan were drafted and presented to all personnel for their opinion prior to the finalization the plans. This way the plans would be legitimately approved, accepted, and implemented by the all in the future.
