ติดตามประเมินผลการดำเนินการศูนย์การเรียนรู้ของกรมส่งเสริมคุณภาพสิ่งแวดล้อม (การประเมินผลสัมฤทธิ์ตามแผนปฏิบัติราชการ และแผนกลยุทธ์/ยุทธศาสตร์)

Abstract

กรมส่งเสริมคุณภาพสิ่งแวดล้อมได้ดำเนินการพัฒนาศูนย์การเรียนรู้ พื้นที่เรียนรู้หรือแหล่งเรียนรู้ให้เกิดขึ้นในพื้นที่ต่างๆ หลายรูปแบบตั้งแต่ปี พ.ศ. 2555-2558 รวม 66 ศูนย์ โดยกำหนดให้มีการติดตามประเมินผลการดำเนินงานศูนย์การเรียนรู้ที่เป็นตัวอย่างศึกษา 18 ศูนย์ ที่เป็นตัวแทนของ 8 ประเภท ศูนย์การเรียนรู้ เพื่อให้ทราบสถานภาพปัจจุบัน ผลผลิตและผลลัพธ์ที่เกิดขึ้น ศึกษากระบวนการดำเนินงาน ปัญหา-อุปสรรค ปัจจัยที่มีผลต่อความสำเร็จ รวมทั้งบทเรียนและข้อเสนอแนะแนวทางการดำเนินงานเพื่อสร้างการเรียนรู้ที่เหมาะสม ผลการประเมินศูนย์การเรียนรู้พบว่าศูนย์การเรียนรู้ที่ได้รับการประเมินอยู่ในระดับดีมาก 3 ศูนย์ ได้แก่ ศูนย์การเรียนรู้ด้านชุมชนปลอดการเผาบ้านสามขา ศูนย์การเรียนรู้เมืองต้นแบบสิ่งแวดล้อมยั่งยืนอาเซียนเทศบาลนครเชียงราย และพื้นที่เรียนรู้ ทสม. บ้านหนองบัวสร้าง ศูนย์การเรียนรู้ระดับดี 10 ศูนย์ และศูนย์การเรียนรู้ในระดับพอใช้ 5 ศูนย์ สำหรับเงื่อนไขความสำเร็จของศูนย์การเรียนรู้ ประกอบด้วย ผู้นำ การดำเนินงานที่มีความสอดคล้องกับบริบทของชุมชน กิจกรรมของศูนย์กระจายผลประโยชน์ไปยังสมาชิกในชุมชนอย่างทั่วถึง มีการขยายผลสร้างเครือข่ายในกิจกรรมสิ่งแวดล้อม และชุมชนได้รับประโยชน์จากการดำเนินการของศูนย์การเรียนรู้

Department of Environmental Quality Promotion has operated and developed the learning centers, learning venues and learning places in several areas and in various patterns between 2012-2015, totally 66 centers. The Department has set up the monitoring and evaluation of the operation in 18 learning centers, with an aim to learn the present status, outcomes and output; to study the process of the operation, problems-obstacles, factors to the success as well as lesson learned and suggestion for appropriate operation guidelines. The outcome of the evaluation has found that 3 learning centers receive very good level of performance namely Zero-burning Ban Sam Kha Community Learning Center, the environmental sustainable model city of Chiangrai municipality and Ban Nong Bua Sang Learning Center under the Natural Resources and Environment Protection Volunteer. 10 learning centers receive good level of performance and 5 leaning centers are at average level. Factors to the success are leaders who have directed the work; operation is base on the local context of the communities; activities of the centers have produced benefits to members thoroughly; the results have been extended to build network in environmental activities and the communities are benefitted from the learning center activities.
