รัฐศาสตร์กับวิกฤตการเมืองไทย

Abstract

โครงการรัฐศาสตร์กับวิกฤตการเมืองไทย แบ่งการดำเนินงานออกเป็น 2 ส่วนหลัก คือ ส่วนแรก เป็นการผลิตผลงานวิชาการที่ครอบคลุมประเด็นปัญหาที่สำคัญและถือเป็นข้อท้าทายในแง่มุมทางรัฐศาสตร์ จำนวน 3 เรื่อง ได้แก่ เรื่องวิกฤตประชาธิปไตยโลก วิกฤตประชาธิปไตยไทย: องค์ความรู้และบทเรียนจากการศึกษาประชาธิปไตยเชิงเปรียบเทียบ เรื่องความเป็นพลเมืองในระบอบประชาธิปไตย และเรื่องการสร้างความเป็นสถาบันขององค์กรอิสระ: ศึกษาคณะกรรมการการเลือกตั้ง โดยมีวัตถุประสงค์สำคัญเพื่อศึกษาถึงสภาพปัญหาความขัดแย้งทางการเมืองไทยที่ดำเนินมาอย่างยืดเยื้อต่อเนื่องตลอดระยะเวลาหลายปีที่ผ่านมาดังที่ปรากฏในสื่อต่างๆ ซึ่งเป็นการเผชิญหน้ากันของขบวนการเคลื่อนไหวทางการเมืองกลุ่มต่างๆ โดยการดำเนินการศึกษาวิจัยได้อาศัยกรอบมุมมองทางรัฐศาสตร์ในการอธิบายสภาพปัญหา พร้อมกับเสนอแนวทางและข้อเสนอแนะต่อแวดวงวิชาการและสังคมไทย ในการรับมือกับปัญหาหรืออยู่ร่วมกับวิกฤตทางการเมืองที่เกิดขึ้น ส่วนที่สอง เป็นการจัดกิจกรรมเพื่อกำหนดประเด็นวิจัยในอนาคต โดยกำหนดเป็น 2 รูปแบบ คือรูปแบบแรก เป็นการจัดเวทีสัมมนาวิชาการเพื่อนำเสนอผลการศึกษาวิจัยและร่วมอภิปรายผลงาน จำนวน 3 เรื่องดังกล่าว โดยมีผู้เข้าร่วมเวทีสัมมนาประกอบด้วย นักวิชาการ นักวิจัย สื่อสารมวลชน และผู้ที่สนใจทั่วไปได้เข้าร่วมรับฟังและแลกเปลี่ยนข้อคิดเห็น รูปแบบที่สอง เป็นการจัดกิจกรรมประชุมเชิงปฏิบัติการ (Workshop) ในหัวข้อ “Reshaping academic landscape on political science and setting new research agenda” ประกอบด้วย นักวิชาการและนักวิจัยรุ่นใหม่ทางด้านรัฐศาสตร์ นิติศาสตร์ เศรษฐศาสตร์ และสังคมวิทยาและมนุษยวิทยา จำนวนทั้งสิ้น 20 คน มาร่วมกันอภิปราย แลกเปลี่ยนมุมมอง ความคิดความเห็น ทั้งนี้โดยมีวิทยากรผู้ทรงคุณวุฒิในแขนงวิชาการต่างๆ มาร่วมถ่ายทอดความรู้และประสบการณ์ในการทำงานวิจัย และผลผลิตที่ได้คือโจทย์ประเด็นการวิจัยที่เกี่ยวข้องกับวิกฤตการเมืองไทย จำนวนทั้งสิ้น 8 หัวข้อเรื่อง ที่จะสามารถตอบสนองต่อการศึกษาและทำความเข้าใจสภาพปัญหาวิกฤตการเมืองไทยได้อย่างลึกซึ้งและกว้างขวางยิ่งขึ้นได้ในอนาคต

The “Political Science and Thai Political Crisis” Research Project comprises two main parts. The first one concerns the production of three academic works examining the problematic issues that are both critical and challenging in the political science perspective, namely, the research articles titled “The Crisis of World Democracy, the Crisis of Thai Democracy: the Body of Knowledge and the Lessons from the Comparative Study of Democracy”, “Citizenship in Democracy”, and “The Institutionalization of the Independent Entities: the Study of the Election Commission.” Their primary objective is to study political conflicts in Thailand that have continued for many years, representing the confrontations between different political movements in the country, as reported in different types of mass media. These studies adopt a political scientific conceptual framework to explain the problems as well as recommend some guidelines and give some advice to academic circle and Thai society, on how to cope with these problems or how to live alongside the ongoing political crisis. The second part is an academic event that hosts a discussion to determine the research issues in the future. The event has two parts. The first one is in organized in the form of an academic seminar hosting the presentations and discussions of the three above–mentioned articles, attended by academicians, researchers, mass media representatives, as well as laypersons who are interested in attending and exchanging their opinions with the people concerned. The second one is a workshop on the topic titled “Reshaping Academic Landscape on Political Science and Setting New Research Agenda”, attended by 20 new generation academicians and researchers from the fields of political science, law, economics, sociology, and anthropology, who come to debate and exchange their opinions. In addition, the experts in different disciplines are invited to share their knowledge and researching experience. The result of the whole research project is presented in the eight research monographs on different issues related to Thai political crisis, which will enable deeper and broader understanding of this crisis in the future.
