ศึกษารวบรวมประเด็นทางสังคมและวัฒนธรรมของประเทศในภูมิภาคอาเซียน

Abstract

ในฐานะที่กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ได้รับมอบให้เป็นผู้ประสานงานหลักของเสาหลักประชาคมสังคมและวัฒนธรรมอาเซียน ทางกระทรวงจึงได้เตรียมพร้อมทั้งนโยบายและยุทธศาสตร์ การประสาน และเสริมสร้างความรู้แก่ประชาชน บุคลากรในองค์กร อย่างไรก็ตามพบว่ายังไม่มีการเก็บรวบรวมข้อมูลและเรียบเรียงความรู้ในประเด็นสังคมและวัฒนธรรมของประเทศสมาชิกอาเซียน ที่ปัจจุบัน มีประเด็นปัญหาทางสังคมที่เกิดขึ้นจำนวนมากและหลายปัญหานั้นมีความสลับซับซ้อน เช่น ปัญหาการค้ามนุษย์ การกดขี่แรงงาน การพนัน การตั้งครรภ์ในวัยรุ่น ปัญหายาเสพติด การแต่งงานข้ามชาติ นอกจากนี้ ยังมีประเด็นทางวัฒนธรรมในแง่มุมต่างๆ เช่น อาหาร ที่อยู่อาศัย ศิลปะการแสดง ขนบธรรมเนียมประเพณี ฯลฯ ประเด็นแสดงให้เห็นถึงความเชื่อมโยงทางวัฒนธรรมและเป็นประโยชน์ต่อการศึกษาเปรียบเทียบ (Comparative Studies) และนำไปสู่การหามาตรการและแนวทางป้องกันรวมไปถึงการแก้ไขปัญหาอย่างยั่งยืน โดยบางปัญหานั้น ถือเป็นปัญหาร่วมระดับภูมิภาคที่ต้องอาศัยความร่วมมือข้ามพรมแดนและความร่วมมือทั้งภาครัฐและประชาชนของประเทศสมาชิก โครงการนี้จะเป็นประโยชน์ในการประชาสัมพันธ์ให้กับบุคลากรของรัฐและเอกชน ตลอดจนประชาชนทั่วไปที่สนใจได้ เพื่อการประชาคมอาเซียน เป็นประชาคมที่ประชาชนเป็นศูนย์กลางอย่างแท้จริง

As the Ministry of Social Development and Human Security is appointed to be the coordinator for ASEAN Socio-cultural Community, the ministry, therefore, has been preparing in policy and strategic planning, coordination and building consciousness to ministry’s officers, private organizations and public at large. However, the compilation of essential issues about society and culture about ASEAN member countries has not found, particularly many critical issues consist of the complex social problems i.e., human trafficking, labor abuse, gambling, unintended teenage pregnancy, drugs, and transnational marriage. In addition, the cultural issues including cuisine, architecture, performing arts and customs are able to show the cultural connectivity, which is benefit to comparative studies among ASEAN member countries. This will also lead to preventive measures in sustainable solutions. Some issues can be considered as common problems in the region which are necessary to cooperate between ASEAN nations both in governmental level and people level. This project will contribute to promote ASEAN social and cultural issue to governmental officers, private sectors and public in order to strengthen ASEAN Community that truly center to all ASEAN people.
