การจัดทำแผนยุทธศาสตร์ของกรมการข้าว พ.ศ.2558-2562

Abstract

กรมการข้าว กระทรวงเกษตรและสหกรณ์ ได้ร่วมมือกับสถาบันวิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ (TU-RAC) จัดทำแผนยุทธศาสตร์ของกรมการข้าว พ.ศ. 2558-2562 เพื่อใช้เป็นทิศทางในการทำงานและเป็นกรอบการปฏิบัติงานของกรมการข้าว การจัดทำแผนยุทธศาสตร์ดังกล่าว ประกอบด้วยรายละเอียดที่สำคัญ คือ การกำหนดวิสัยทัศน์ (Vision) ประเด็นยุทธศาสตร์ (Strategic Issues) เป้าประสงค์ (Goals) การวิเคราะห์จุดอ่อน จุดแข็ง โอกาส และภัยคุกคามขององค์กรโดยใช้เทคนิค SWOT Analysis การวิเคราะห์สถานการณ์การตลาดผลิตภัณฑ์ ข้าวไทยโดยใช้เทคนิค BCG Matrix และกำหนดกลยุทธ์โครงการและตัวชี้วัดที่นำไปสู่ความสำเร็จตามเป้าประสงค์ที่ต้องการ ในด้านวิสัยทัศน์ ได้กำหนดวิสัยทัศน์ คือ “เป็นองค์กรชั้นนำในการวิจัยและพัฒนาข้าว เสริมสร้างประสิทธิภาพการผลิตและสร้างความเข้มแข็งให้แก่ชาวนาอย่างยั่งยืน” โดยมีการนำประเด็นยุทธศาสตร์ที่สำคัญ 4 ประเด็น คือ “R-I-C-E” ได้แก่ 1) การวิจัยและพัฒนาข้างที่เป็นเลิศ (R&D Excellence) 2) การเสริมสร้างประสิทธิภาพการผลิตข้าว (Improving Productivity) 3) การสร้างความเข้มแข็งแก่ชาวนาที่ยั่งยืน (Competent Farmers) และ 4) การพัฒนาศักยภาพให้เป็นองค์กรชั้นนำ (Efficient Organization) ผลการวิเคราะห์ SWOT พบว่า สถานะของกรมการข้าวในปัจจุบันอยู่ในสถานการณ์ที่มีความได้เปรียบ คือ อยู่ในสถานะ SO (Strength/Opportunity) โดยมีจุดแข็งเหนือกว่าจุดอ่อนและมีโอกาสมากกว่าภัยคุกคาม จึงสามารถกำหนดกลยุทธ์ในเชิงรุก คือ การใช้จุดแข็งช่วงชิงโอกาส โดยเน้นการขยายกิจกรรมในส่วนที่เป็นจุดแข็งขององค์กร โดยอาศัยความร่วมมือจากปัจจัยภายนอกต่างๆ ที่เป็นส่วนสนับสนุนการทำงาน โดยมีกลยุทธ์และโครงการที่ต้องดำเนินการตามกลยุทธ์ต่างๆ รวม 19 กลยุทธ์ รวม 64 โครงการ และกำหนดตัวชี้วัดความสำเร็จ รวม 18 ตัวชี้วัด ในด้านแผนปฏิบัติการ ได้มีการคัดเลือกโครงการสำคัญ (Flagship) คือ โครงการที่ตอบโจทย์การเปลี่ยนแปลงทางยุทธศาสตร์ และโครงการประเภทสำเร็จแล้ว (Quick win) คือ โครงการที่มีโอกาสได้รับการสนับสนุนให้เกิดความสำเร็จ รวมจำนวน 30 โครงการ และกำหนดกรอบงบประมาณในการดำเนินการ ข้อเสนอแนะที่สำคัญ คือ กรมการข้าวจำเป็นต้องให้ความสำคัญต่อการเร่งรัดผลิตนักวิจัยรุ่นใหม่ การเป็นแกนหลักในการพัฒนาศูนย์ข้าวชุมชนให้มีความเข้มแข็ง การปรับโครงสร้างกรมการข้าวให้มีสำนักงานข้าวเขตและข้าวจังหวัด และการเป็นองค์กรนำในความร่วมมือด้านการผลิตข้าวในระดับประเทศและพัฒนาองค์ความรู้เกี่ยวกับข้าวและผลิตภัณฑ์อย่างต่อเนื่อง โดยให้มีคณะกรรมการขับเคลื่อนยุทธศาสตร์ของกรมการข้าวและคณะกรรมการติดตามและประเมินผลการดำเนินงานตามยุทธศาสตร์ เพื่อทำหน้าที่ในการกำกับให้เกิดความสำเร็จตามวิสัยทัศน์ที่กำหนดในแผน

Rice Department of Ministry of Agriculture and Cooperatives has collaborated with Thammasat University Research and Consultancy Institute (TU-RAC) to develop Strategic Plan of Rice Department 2015-2019 to be a road map and framework for its operation.To make such a strategic plan, following key information details shall be included; vision, strategic issues, goals, analysis of strengths, weaknesses, opportunities, and threats of organization by using SWOT technique, analysis of market situation of Thai rice products by using BCG Matrix technique, and determination of strategies of projects and key performance indicators of success of goals. Rice Department has a vision to be amongst others, “the leading organization in rice research and development in order to improve productivity as well as to sustainably strengthen competence of farmers.” “R-I-C-E” is the strategic issues which include 1) R&D Excellence, 2) Improving Productivity, 3) Competent Farmers, and 4) Efficient Organization. The result of SWOT Analysis indicated that the current situation of Rice Department has been at an advantage: SO (Strength/Opportunity) situation by which strengths are more than weaknesses and opportunities are more than threats. An aggressive strategy is therefore recommended for Rice Department by focusing on expanding its activities, which are strengths of the organization, and seeking external collaboration to support its operation. There have been totally 19 strategies, 64 projects, and 18 key performance indicators. In light of action plan, not only Flagship Projects corresponding to strategic change but also Quick win Projects possible to be supported for success are selected totally 30 projects. Then, an appropriation for managing the projects is determined. The key suggestions for Rice Department are; to give priority in urging production of new researchers, to act as main point in developing and strengthening community rice centers, to be reorganized to have district rice office and provincial rice office, to be the leading national organization of collaborative rice production, to consecutively develop knowledge about rice and its products, and Rice Department Strategic Steering Committee including the Follow-up and Evaluation of Strategic Operation Committee should be established to assist and provide guidance to management in fulfilling vision.
