ขึ้นทะเบียน ฝึกอบรมและทดสอบความรู้ผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานตามกฎหมาย

Abstract

กรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน (พพ.) โดยสำนักกำกับและอนุรักษ์พลังงาน ดำเนินโครงการขึ้นทะเบียน ฝึกอบรมและทดสอบความรู้ผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานตามกฎหมาย โดยมีวัตถุประสงค์เพื่อบริหารจัดการงานขึ้นทะเบียนผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงาน บริหารจัดการฝึกอบรม และทดสอบความรู้สำหรับผู้จะทำหน้าที่ผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานเพื่อรองรับการบังคับใช้กฎกระทรวงกำหนดประเภท หรือขนาดของอาคาร และมาตรฐาน หลักเกณฑ์ และวิธีการในการออกแบบอาคารเพื่อการอนุรักษ์พลังงาน พ.ศ. 2552 ที่อยู่ระหว่างการแก้ไข ซึ่งจะกำหนดให้อาคารที่จะขออนุญาตก่อสร้างใหม่หรือดัดแปลง ต้องได้รับการตรวจรับรองแบบอาคารโดย “ผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงาน” ในการดำเนินโครงการได้พัฒนาและปรับปรุง กระบวนการขึ้นทะเบียน ข้อบังคับ และวิธีการปฏิบัติต่าง ๆ ที่เกี่ยวข้องกับการตรวจรับรองแบบอาคารอนุรักษ์พลังงานตามกฎหมาย พัฒนาปรับปรุงหลักสูตรฝึกอบรมสำหรับผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงาน แต่งตั้งคณะกรรมการขับเคลื่อนการพัฒนาวิชาชีพผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงาน โดยมีผู้แทนจากหน่วยงานที่เกี่ยวข้อง ประกอบด้วยกรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน สภาวิศวกร และสภาสถาปนิก และได้จัดประชุมคณะกรรมการฯ จำนวน 2 ครั้ง ผลการจัดฝึกอบรมและทดสอบความรู้หลักสูตรผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานสำหรับผู้เข้ารับการฝึกอบรมในปี 2561 จำนวน 10 รุ่น รวมจำนวน 499 คน พบว่าผ่านการทดสอบทั้งสองหมวดจำนวน 100 คน คิดเป็นร้อยละ 20 ของผู้มีสิทธิ์เข้ารับการทดสอบทั้งหมด ผลการจัดทดสอบซ่อมผู้ที่เคยเข้ารับการฝึกอบรมในปี 2560-2561 แต่ยังไม่ผ่านการทดสอบจำนวน 15 รุ่น รวมจำนวน 615 คน พบว่าผ่านการทดสอบทั้งสองหมวดจำนวน 174 คน คิดเป็นร้อยละ 28.3 ของผู้มีสิทธิ์เข้ารับการทดสอบ ดังนั้นมีผู้ผ่านการทดสอบทั้งสองหมวดในปี 2561 รวมทั้งสิ้น 274 คน Department of Alternative Energy Development and Efficiency (DEDE) by Bureau of Energy Regulation and Conservation organized and operated a project on registration, training and knowledge testing for building energy code auditors. The objective of this project is to manage registration, training and knowledge testing for people who will work as a building energy code auditors, which is prepared for an enforcement of ministerial regulation on defining type or size of building, standard, rule and method in designing building for energy efficient building B.E. 2552 (during editing of the ministerial regulation). The regulation define that new construction or modified building must received the inspection by “building energy code auditor”. In the implementation of the project, registration procedures, rules, other instructions and training module of the building energy code audit were developed and improved. A board of committee was appointed to proceed in the development of building energy code auditor professional. The board committees composed of a representative from related organization such as Department of Alternative Energy Development and Efficiency (DEDE), Council of Engineers and Council of Architectures, in which board meeting was held 2 times during the project implementation. In both part of examination test (theory and practical tests), 20% of people, who enrolled in the building energy code auditor module in B.E. 2561 and had the right to sit in the exam (10 classes, 499 people), passed the tests. For the remedial tests, 28.3% (174 people) of people, who had the right to sit in the exam but failed in the exams in B.E. 2560 – 2561 (15 classes, 615 people), passed the tests. Therefore, there are 274 people who passed both part of the exams in B.E. 2561.
