Abstract

Educational Center-- Office of non-formal and informal education under supervision of Ministry of Education – by the Educational Television (ETV), has developed and manage the website www.etvthai.tv – which aims to be an additional channel to access lessons covering basic education, vocational, career and profession education. Using the Internet to transfer knowledge from the center to the students in all areas across the country to gain knowledge equally. These valuable lessons have been produced and broadcast via radio and television stations named ETV station, while the website “www.etvthai.tv.” provide additional channel to access the lesson via internet both live-broadcast and on-demand. “Educational Television broadcasting over the Internet via website www.etvthai.tv System Design and Development Project” is an outsourcing projects to maintenance and development of website “www.etvthai.tv.” according to any requirement occur during the year 2014. The project objectives were to design, maintain, and develop additional function to the site www.etvthai.tv that online via internet through any web browser on computer or a smart phone. Three main scopes of the restructuring of the website are as follows: (1) E-Tutoring filling knowledge [http://www.etvthai.tv/home/home.aspx] (2) Program for School system [http://www.etvthai.tv/home/home_Internal.aspx] (3) Program for the formal education. [http://www.etvthai.tv/home/home_external.aspx] “Educational Television broadcasting over the Internet via website www.etvthai.tv System Design and Development” is an outsourcing project to maintain and develop additional function of the website “www.etvthai.tv.” according to users’ requirement. The additional module consist of Executive report module, Administration module, Member management module, and Visitor Statistics module in which each part is sharing between four groups of user – executives at the central office, information technology center's staffs, system administrators, visitors and member of the site.

ศูนย์เทคโนโลยีสารสนเทศทางการศึกษาสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย กระทรวงศึกษาธิการ โดยสถานีวิทยุโทรทัศน์เพื่อการศึกษา (ETV) ได้มีการพัฒนาระบบเทคโนโลยีสารสนเทศเพื่อการศึกษา การใช้ระบบอินเทอร์เน็ต และโทรทัศน์ผ่านดาวเทียมในการถ่ายทอดวิชาความรู้จากส่วนกลางไปสู่นักเรียนนักศึกษาที่อยู่ในทุกพื้นที่ทั่วประเทศให้ได้รับความรู้อย่างเท่าเทียมกัน โดยศูนย์ฯ เริ่มพัฒนาเว็บไซต์ www.etvthai.tv ตั้งแต่ พ.ศ.2554 โดยมีวัตถุประสงค์เพื่อเป็นช่องทางเพิ่มเติมในการเข้าถึงบทเรียนที่ครอบคลุมเนื้อหาการศึกษาขั้นพื้นฐานอาชีวศึกษาและการศึกษาอาชีพ ซึ่งเป็นบทเรียนที่มีคุณค่าที่ผลิตและเผยแพร่ผ่านสถานีวิทยุโทรทัศน์เพื่อการศึกษา ระบบ www.etvthai.tv สามารถถ่ายทอดสดผ่านเครือข่ายอินเตอร์เน็ต หรือ นำบทเรียนที่ออกอากาศแล้วบันทึกให้สามารถเรียกดูได้เมื่อต้องการ (Video on-demand) โครงการจ้างบำรุงรักษาและพัฒนาระบบการแพร่ภาพรายการโทรทัศน์เพื่อการศึกษาผ่านทางอินเตอร์เน็ต เว็บไซต์ www.etvthai.tv ของศูนย์เทคโนโลยีสารสนเทศทางการศึกษาสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย กระทรวงศึกษาธิการ มีจุดประสงค์เพื่อบำรุงรักษาและพัฒนาส่วนต่อยอดของระบบการแพร่ภาพรายการโทรทัศน์เพื่อการศึกษาผ่านทางอินเตอร์เน็ตเว็บไซต์ www.etvthai.tv และผ่านทางเว็บเบราเซอร์บนโทรศัพท์สมาร์ทโฟน โดยมีขอบเขตในการปรับโครงสร้างของเว็บไซต์ www.etvthai.tv หลักให้มีโมดูลเพิ่มเติม 3 ส่วน ประกอบด้วย (1) เว็บไซต์ติวเข้มเติมเต็มความรู้ [http://www.etvthai.tv/home/home.aspx] (2) เว็บไซต์รายการโทรทัศน์เพื่อการศึกษาในระบบโรงเรียน [http://www.etvthai.tv/home/home_Internal.aspx] (3) เว็บไซต์รายการโทรทัศน์เพื่อการศึกษานอกระบบโรงเรียน[http://www.etvthai.tv/home/home_external.aspx] การพัฒนาส่วนต่อยอดของระบบประกอบด้วยฟังก์ชั่นงานหลัก ๆ ได้แก่ การรายงานผู้บริหาร (Report) สำหรับผู้บริหารส่วนกลาง การดูแลระบบ (Administrator) สำหรับเจ้าหน้าที่ของศูนย์เทคโนโลยีสารสนเทศฯ ใช้ในการนำเข้าข้อมูลเพื่อเผยแพร่ผ่านทางเว็บไซต์ ระบบสมาชิกของเว็บไซต์ (Member) เป็นที่รับชมข้อมูลที่ทางศูนย์ฯ บริการให้ และเป็นผู้ที่แจ้งปัญหา คำติชม และสอบถามข้อมูลผ่านทางระบบฯ และระบบจัดเก็บและแสดงการเก็บสถิติผู้รับชมข้อมูลต่างๆ ของทางเว็บไซต์ (Visitor) โดยในแต่ละส่วนมีผู้ใช้งานร่วมกัน 4 กลุ่ม ได้แก่ ผู้บริหารส่วนกลาง เจ้าหน้าที่ของศูนย์เทคโนโลยีสารสนเทศฯ ผู้ดูแลระบบ สมาชิกของเว็บไซต์ และ บุคคลทั่วไปผู้รับชมข้อมูลของทางเว็บไซต์
