วิเคราะห์เนื้อหารายการเล่าข่าวทางโทรทัศน์ภาคพื้นดินระบบดิจิทัล

Abstract

การศึกษาในครั้งนี้เป็นการศึกษาวิเคราะห์ผังรายการและเนื้อหาของรายการเล่าข่าว ทั้งในด้านการจัดผังรายการ เนื้อหาของข่าว ผู้ดำเนินรายการ และภาพข่าวที่นำเสนอ และทำการเปรียบเทียบเนื้อหาที่แต่ละช่องนำเสนอ พร้อมทั้งนำเสนอแนวทางในการกำกับดูแลกิจการโทรทัศน์ภาคพนดินระบบดิจิทัล โดยคณะที่ปรึกษาได้ดำเนินการรวบรวมข้อมูลเกี่ยวกับผังรายการเล่าข่าวที่มีการออกอากาศทางช่องโทรทัศน์ภาคพื้นดินในระบบดิจิทัล รวมทั้งหมด ๒๕ ช่อง ซึ่งแบ่งเป็นหมวดหมู่ ประกอบด้วย ๑) ประเภทรายการเด็ก เยาวชน และครอบครัว จำนวน ๒ ช่อง ๒) ประเภทรายการข่าวสาร และสาระ จำนวน ๖ ช่อง ๓) ประเภทรายการทั่วไป ภาพคมชัดปกติ (Standard Definition : SD) จำนวน ๘ ช่อง และ ๔) ประเภทรายการทั่วไป ภาพคมชัดสูง (High Definition: HD) จำนวน ๙ ช่อง และได้มีการศึกษาวิเคราะห์เนื้อหารายการจากรายการเล่าข่าวที่ออกอากาศทางช่องโทรทัศน์ภาคพื้นดินระบบดิจิทัลทุกช่อง และคัดเลือกรายการเล่าข่าวทุกรายการ จำนวน ๘ ประเภทข่าว ได้แก่ ข่าวการเมือง ข่าวเศรษฐกิจ ข่าวต่างประเทศ ข่าวอาชญากรรม ข่าวอุบัติเหตุ ข่าวบันเทิง และข่าวกีฬา มีการคัดเลือกข่าวที่เป็นประเด็นสำคัญในแต่ละสัปดาห์ต่อเนื่องกัน ๘ สัปดาห์ รวมทั้งหมด ๕๖ ข่าว โดยนำมาวิเคราะห์ในประเด็นด้านเนื้อหา ช่วงเวลา และผู้ดำเนินรายการ ตามหลักหลัก Do and Don’t ของการนำเสนอรายการข่าวพบว่าโดยส่วนใหญ่มีการนำเสนอข่าวด้วยข้อมูลที่ถูกต้อง ครบถ้วน ตรงไป ตรงมาตามข้อเท็จจริง และเป็นธรรมกับทุกฝ่าย มีเพียงบางช่อง หรือบางประเด็นที่มีการสอดแทรกความคิดเห็นส่วนตัว หรือนำเสนอภาพที่ไม่เหมาะสม อีกทั้งมีการสำรวจความคิดเห็นของประชาชน (Survey Research) ที่มีต่อการรับชมรายการเล่าข่าว และทัศนคติที่มีต่อเนื้อหารายการเล่าข่าว จำนวน ๗,๒๐๐ คน ครอบคลุม ๑๘ กลุ่มจังหวัด พบว่า กลุ่มตัวอย่างมีพฤติกรรมการรับชมรายการเล่าข่าวภาพรวมในระดับบ่อยครั้ง (x̄= ๓.๔๒, SD=.๗๒๘) ทัศนคติต่อการจัดผังรายการและเนื้อหารายการเล่าข่าวภาพรวมอยู่ในระดับมาก (x̄= ๔.๐๒, SD=.๔๗๒) และผลการเปรียบเทียบรายคู่ความคาดหวังและความพึงพอใจต่อในการรับชมรายการเล่าข่าว พบว่า ความคาดหวังและความพึงพอใจต่อในการรับชมรายการเล่าข่าวมีความแตกต่างกัน ทั้งนี้การศึกษานี้มีข้อเสนอแนะดังนี้ ดังนี้ การกำกับดูแลเนื้อหารายการเล่าข่าวทางโทรทัศน์ในปัจจุบันควรเป็นรูปแบบการดำเนินงานกำกับร่วมกันระหว่างทาง กสทช. สถานีโทรทัศน์ และภาคประชาชน เพื่อให้การกำกับดูแล ครอบคลุมทุกประเด็น และในการดำเนินรายการเล่าข่าวมีความรับผิดชอบทางสังคม (Social Responsibility) คำนึงถึงจริยธรรมสื่อ ทั้งเนื้อหาที่นำเสนอ และการแสดงความคิดเห็นของผู้ดำเนินรายการเล่าข่าว This study is an analysis of the program chart and the content of the news program, both in the program layout, the content of the news, the moderator and the news presented. The advisory group has compiled information about the news program schedule that is broadcast on terrestrial television channels in a total of 25 digital channels which are divided into categories including; 1) 2 channels of programs for children, youth and families 2) 6 channels for news programs and content 3) 8 channels for general programs with Standard Definition (SD) and 4) 9 channels for general programs with High Definition (HD). And has analyzed the content of the program from news programs broadcasted on all digital terrestrial television channels, and selected 7 news programs for every news items namely, political news, economic news, international news, crime news, accident news, entertainment news and sports news. By selected news that are important issues in each week for 9 consecutive weeks, a total of 56 news, which are analyzed in content issues, time periods and the moderator according to the principles of “Do and Don’t” of news programs presentation. From the analysis, it was found that most of the news was presented with accurate, complete, straightforward, factual and fair information to all parties, with only certain channels or issues with personal opinions or present an inappropriate image. In addition, a survey of public opinion (Survey Research) on the viewing of news programs and attitudes towards the news program content of 7,200 people, covering 18 provinces. It was found that the sample group had the behavior of watching the news program of the overall image at a frequent level (x̄= 3.42, SD = .728). = 4.02, SD = .472) and attitude towards program layout and content of news program was in the overall image at a high level (x̄=4.02, SD=.472). And the results of comparison of pair of expectation and satisfaction towards watching the news programs, found that the expectations and satisfaction towards watching the news program are different, and this study has recommended are as follows. Supervision of current television news content should be a form of joint operation between the NBTC, television stations and the public sector in order to cover all issues. And in the operation of the news program, there must be social responsibility, taking into consideration the ethics of the media, both the content presented and the opinions of the news moderators.
