กลไกการขับเคลื่อนชมรมผู้สูงอายุในการส่งเสริมสถานภาพและบทบาทของผู้สูงอายุ

Abstract

การวิจัยเรื่อง “กลไกการขับเคลื่อนชมรมผู้สูงอายุในการส่งเสริมสถานภาพและบทบาทของผู้สูงอายุ” เป็นการวิจัยเชิงพรรณนา เพื่อศึกษาการบริหารจัดการ และการดำเนินงานของชมรมผู้สูงอายุ บทบาทการสนับสนุนและส่งเสริมสถานภาพผู้สูงอายุในสังคม และกลไกการเชื่อมประสานระหว่างสมาคมสภาผู้สูงอายุแห่งประเทศไทยฯ สาขาสมาคมสภาผู้สูงอายุฯ และชมรมผู้สูงอายุ โดยศึกษาจากเอกสาร การศึกษาเชิงปริมาณใช้แบบสอบถามเป็นเครื่องมือ โดยสุ่มตัวอย่างแบบเป็นระบบ จากกลุ่มตัวอย่าง 394 ชมรม ได้แบบสอบถามกลับคืนมา ร้อยละ 78.4 และวิเคราะห์ข้อมูลโดยใช้สถิติค่าความถี่ ร้อยละ ค่าเฉลี่ย สำหรับวิธีการเชิงคุณภาพ ใช้การสัมภาษณ์เจาะลึก กลุ่มเป้าหมาย 6 กลุ่ม ได้แก่ คณะกรรมการบริหารสมาคมสภาผู้สูงอายุฯ (คณะกรรมการกลาง และตัวแทนภาค) คณะกรรมการชมรมผู้สูงอายุ เครือข่ายในการดำเนินของชมรม จำนวน 20 พื้นที่/จังหวัด รวมผู้ที่มีส่วนร่วมในการวิจัย รวม 56 คน วิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงเนื้อหาผลการศึกษาพบว่า ชมรมผู้สูงอายุบริหารจัดการในรูปแบบคณะกรรมการ มีการประสานงานกับสาขาสมาคมสภาผู้สูงอายุฯ ร้อยละ 70.2 และมีชมรมผู้สูงอายุไม่ถึงครึ่งที่เชื่อมประสานกับสมาคมสภาผู้สูงอายุแห่งประเทศไทยฯ ทั้งนี้ ชมรมผู้สูงอายุใช้กลไกการเชื่อมประสานระหว่างสมาคมสภาผู้สูงอายุแห่งประเทศไทยฯ สาขาสมาคมสภาผู้สูงอายุฯ และชมรมผู้สูงอายุอื่นๆ ในลักษณะเครือข่าย โดยเครือข่ายภายในประกอบด้วย สมาคมสภาผู้สูงอายุแห่งประเทศไทยฯ สาขาสมาคมสภาผู้สูงอายุฯ และชมรมผู้สูงอายุซึ่งมีข้อจำกัดอันเนื่องมาจากการมีรูปแบบการเชื่อมประสานแบบสั่งการตามสายบังคับบัญชา ซึ่งทำให้กลไกการเชื่อมประสานไม่สามารถขับเคลื่อนการพัฒนาชมรมผู้สูงอายุได้อย่างมีประสิทธิภาพและประสิทธิผล จนนำไปสู่การเชื่อมประสานเครือข่ายภายนอก ประกอบด้วย องค์กรปกครองส่วนท้องถิ่น โรงพยาบาลส่งเสริมสุขภาพตำบล สถาบันการศึกษา วัด และสำนักงานพัฒนาสังคมและความมั่นคงของมนุษย์จังหวัด ซึ่งเป็นการเชื่อมประสานแนวราบ อาศัยความร่วมมือ การส่งเสริม สนับสนุนการบริหารจัดการและการดำเนินงานของชมรมผู้สูงอายุ ถือเป็นการหนุนเสริมให้การขับเคลื่อนชมรมผู้สูงอายุมีประสิทธิภาพมากขึ้นข้อเสนอแนะในการศึกษา ระดับนโยบาย กระตุ้นให้กระทรวง/หน่วยงานตามพระราชบัญญัติผู้สูงอายุฯ รับผิดชอบในการส่งเสริมและสนับสนุนชมรมผู้สูงอายุทั้งในมิติการบริหารจัดการและการดำเนินงาน ระดับบริหาร ส่งเสริมให้สมาคมสภาผู้สูงอายุแห่งประเทศไทยฯ ปรับองค์กรเพื่อสร้างกลไกการเชื่อมประสานชมรมผู้สูงอายุในลักษณะเครือข่ายอย่างมีประสิทธิภาพ ระดับปฏิบัติการ ควรส่งเสริมให้ชมรมเข้าใจบทบาทของตัวเองและมีแนวทางจัดการตนเองให้เข้มแข็งในฐานะแกนนำส่งเสริมสถานภาพและบทบาทของผู้สูงอายุ

The research on ‘Mechanism to drive the Elder Clubs to Promote Statuses and Roles of the Elder’ is a descriptive research work the objective of which is to study on administration, management and operations of the elder clubs and their roles in supporting and promoting statuses of the elder in the society, as well as the mechanisms for the coordination among Senior Citizens Council of Thailand (SCCT), branches of SCCT and the elder clubs. The study includes documentary research. As for the qualitative research method, the tool is a questionnaire. The samples are 394 clubs which are chosen with the systematic random sampling technique. From all the 394 distributed questionnaires, 78.4 percent are returned. Data are analyzed for statistics values such as frequencies and means. As for the qualitative research method, the in-depth interview technique to 6 groups of respondents, namely, members of SCCT (board members and regional representatives), committees of the elder clubs, and network members in 20 areas/provinces. The total number of the participants in the research is 56. The attained data are analyzed with content analysis technique. The findings from the study point out that the management of most elder clubs is the management through boards or committee, and 70.2 percent of all coordinate with the branches of Senior Citizens Council of Thailand (SCCT), and no more than a half coordinate with SCCT. The mechanism that elder clubs use for coordinating with SCCT, branches of SCCT and other elder clubs is networking. Internal network consists of SCCT, SCCT branch offices and elder clubs, and is limited with the administrative nature that is like a chain of command which hinders the coordinating mechanism from working efficiently and effectively. Finally, internal network leads to the formation of external network that consists of local administrative organizations, sub-district health promoting centers, educational institutes, temples and provincial social security and human security offices, which has the horizontal operations that focus on collaborations, promotions and supports for administration and operations of elder clubs. Such networking drives elder clubs to be more efficient. As for the suggestions from the study, at the policy level, ministries/agencies prescribed in the Senior Citizen Act must be urged to be responsible for promoting and supporting the elder clubs in the dimensions of administration and operations. As for the administrative level, SCCT should be encouraged to adjust its organization in order to build a mechanism for coordinating with all elder clubs through effective networking. Concerning the operation level, elder clubs should be encouraged to understand their roles and to set direction to manage themselves in order to work as the key agencies to promote the statuses and roles of the elder.
