ส่งเสริมการบริหารจัดการขยะโดยชุมชนจังหวัดปทุมธานี ประจำปีงบประมาณ พ.ศ. 2559

Abstract

ปัจจุบันปัญหาขยะมูลฝอยเป็นปัญหาสำคัญระดับประเทศที่แก้ไขยากมาก โดยเฉพาะหากแก้ไขโดยวิธีการก่อสร้างระบบกำจัดขยะขนาดใหญ่ก็จะถูกคัดค้านต่อต้านค่อนข้างรุนแรงจากประชาชน ซึ่งสาเหตุหลักของปัญหาขยะมูลฝอยมาจากประชาชนส่วนใหญ่ยังไม่มีส่วนร่วมในการจัดการขยะที่เกิดขึ้นจากชุมชนของตน และพบว่า การสนับสนุนส่งเสริมให้ประชาชนคัดแยกขยะจากครัวเรือน เป็นรูปแบบที่ไม่ก่อให้เกิดผลกระทบ ประชาชนให้การยอมรับเนื่องจากได้ประโยชน์จากการขายขยะและใช้ประโยชน์อย่างอื่น เช่น ทำปุ๋ยน้ำหมัก ปุ๋ยอินทรีย์ เป็นต้น ขณะเดียวกันก็ส่งผลให้ปริมาณขยะที่องค์กรปกครองส่วนท้องถิ่นต้องจัดเก็บมีจำนวนลดน้อยลงมาก การดำเนินงานในรูปแบบนี้เป็นวิธีการที่สามารถแก้ไขปัญหาที่ยากมาก ให้กลับมาเป็นผลประโยชน์แก่ทุกฝ่ายอย่างลงตัว รวมทั้งส่งผลดีต่อสภาพแวดล้อม แต่ด้วยทางจังหวัดปทุมธานีไม่สามารถจัดสรรงบประมาณให้กับชุมชน โรงเรียน และวัดหรือศาสนสถานต่างๆ ได้ทั่วถึง โครงการฯ นี้จึงจำเป็นต้องมีการสำรวจและศึกษาสภาพปัญหาของการจัดการขยะ สำรวจความคิดเห็นและความต้องการของชุมชน โรงเรียน และวัดหรือศาสนสถานที่จะเข้าร่วมดำเนินการจัดการขยะในพื้นที่ของตนเอง แล้วนำมาจัดลำดับและคัดเลือก โดยให้ครอบคลุมองค์กรปกครองส่วนท้องถิ่นทุกแห่งในจังหวัดปทุมธานี (อย่างน้อย 65 ชุมชน 65 โรงเรียน และ 65 วัด/ศาสนสถาน) แล้วจัดประชุมชี้แจงแก่ชุมชนและโรงเรียนที่ผ่านการคัดเลือก และส่งเสริมสนับสนุนวัสดุอุปกรณ์การจัดการขยะ ประกอบด้วย ตะแกรงเหล็กคัดแยกขยะ ถังหมัก กากน้ำตาล และตาชั่ง ทั้งนี้ เพื่อให้โครงการฯ เกิดประโยชน์และมีความยั่งยืนเกิดสูงสุดต่อทุกภาคส่วน รวมถึงมีการติดตามประเมินผลการดำเนินงานของชุมชนและโรงเรียน และจัดกิจกรรมประกวดผลการดำเนินงานของชุมชนที่ได้ดำเนินการในปีงบประมาณ 2554 2555 และ 2558 โดยมีชุมชนและโรงเรียนที่ได้รับรางวัล จำนวน 27 ชุมชน และ 19 โรงเรียน ตามลำดับ

Nowadays, solid wastes are receiving attention as the major problems at country level. Variety of solid wastes management tools have been applied in order to reduce this kind of waste products and also reduce impacts on the environment and human health. However, launching solid waste management facility to the community will mostly receive the opposition from local residence. The major reasons come from lack of the local involvement at the community level. Encouraging the local people to separate, reduce waste production can provide not only money saving but also the in house benefit etc., fertilizer and manure products. This practice can also provide the in turn beneficial to the local government on time reduction of solid waste collection. Knowledge management as well as tools distribution to every single local community including temple and school are believed to be budget and time consuming. Therefore, Pathumthani province’s governor has released the campaign on local community declaration for municipal solid waste management participation. The expectation outcome will be a number of organizations including of 65 communities, 65 schools, and 65 temples (or other religious places) joining this campaign. All participants will get all supporting materials, for instance, waste separating sieve, fermentation tank, molasses, and weight balance. This campaign has been carried out for three fiscal years; 2011, 2012, and 2015. The total numbers of 27 communities and 19 schools, respectively achieved award after fulfil this campaign.
