สำรวจความพึงพอใจของชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรม ประจำปี 2558

Abstract

โครงการสำรวจความพึงพอใจของชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรม ประจำปี 2558 มีวัตถุประสงค์ 1) เพื่อสำรวจและศึกษาความพึงพอใจของชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรม ในการสร้างคุณภาพชีวิตสังคมต่อชุมชนโดยรอบนิคมอุตสาหกรรม และท่าเรืออุตสาหกรรม ในระดับ Corporate CSR และ Community CSR รวมทั้งนำข้อเสนอแนะของชุมชนมาวิเคราะห์/ประเมินและนำเสนอแนวทางพร้อมแผนงานในการปรับปรุงการดำเนินงานของ กนอ. 2) เพื่อสำรวจและศึกษาความคิดเห็น ข้อเสนอแนะของชุมชนโดยรอบนิคมอุตสาหกรรม และท่าเรืออุตสาหกรรม ต่อผลกระทบจากการดำเนินงานของ กนอ. ในการบริหารจัดการนิคมอุตสาหกรรม ตามโครงการที่สำคัญ ได้แก่ การกำกับดูแลด้านสิ่งแวดล้อมและความปลอดภัย เป็นต้น ในการสำรวจความพึงพอใจของชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรม ใช้วิธีการสุ่มตัวอย่าง 4 ขั้นตอน เพื่อให้ได้คนในชุมชนโดยรอบนิคมอุตสาหกรรมที่เป็นตัวแทน โดยอาศัยขนาดตัวอย่างที่คำนวณตามแนวคิดทางสถิติ จำนวน 11,260 ราย จากจำนวนครัวเรือนในชุมชนทั้งหมด 106,018 ครัวเรือน โดยอาศัยแบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ผลการสำรวจพบว่า คะแนนความพึงพอใจของชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรมในส่วนของ Community CSR โดยรวมเท่ากับ 4.47 คะแนน จากคะแนนเต็ม 5 คะแนน ซึ่งอยู่ในระดับที่กล่าวได้ว่า ชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรมมีความพึงพอใจต่อการดำเนินงานของ กนอ. ในระดับมาก เมื่อพิจารณารายด้านยังพบอีกว่า ด้านการสนับสนุนการจัดกิจกรรมของชุมชน ชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรมมีความพึงพอใจสูงสุด (4.61 คะแนน) รองลงมาเป็น ด้านโครงการในการพัฒนาคุณภาพชีวิตสังคมต่อชุมชนโดยรอบนิคมอุตสาหกรรมในพื้นที่ ชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรม (4.50 คะแนน) ด้านการจัดกิจกรรมสร้างความสัมพันธ์/กิจกรรมส่งเสริมการมีส่วนร่วมกับชุมชน (4.46 คะแนน) และการสื่อสารระหว่างนิคมอุตสาหกรรมกับชุมชน (4.31 คะแนน) คะแนนความคิดเห็นที่มีต่อการดำเนินโครงการ/กิจกรรม CSR ของ กนอ. ในส่วนของ Corporate CSR ชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรม มีความคิดเห็นโดยรวมเท่ากับ 3.87 คะแนน จากคะแนนเต็ม 5 คะแนน ซึ่งอยู่ในระดับที่กล่าวได้ว่า ชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรมมีความคิดเห็นที่ดีต่อการดำเนินโครงการ/กิจกรรม CSR ของ กนอ. เมื่อพิจารณารายด้านยังพบอีกว่า ด้านผลลัพธ์ที่ได้จากการดำเนินโครงการเป็นด้านที่ชุมชนโดยรอบนิคมอุตสาหกรรมและท่าเรืออุตสาหกรรมมีความคิดเห็นที่ดีมากที่สุด (3.94 คะแนน) และในด้านการสื่อสารประชาสัมพันธ์และรูปแบบการจัดกิจกรรม (3.80 คะแนน) ในด้านทัศนคติของชุมชนต่อการดำเนินงานของ กนอ. โดยรวมเท่ากับ 3.31 คะแนน จากคะแนนเต็ม 5 คะแนน ซึ่งอยู่ในระดับที่กล่าวได้ว่า ทัศนคติของชุมชนต่อการดำเนินงานของ กนอ. มีการปรับปรุงไปในทิศทางบวกค่อนข้างพอใช้ โดยเฉพาะทัศนคติต่อการจัดการของนิคมอุตสาหกรรม /ท่าเรืออุตสาหกรรม (3.12 คะแนน) ในขณะที่ทัศนคติต่อผลกระทบในด้านต่าง ๆ มีการปรับปรุงไปในทิศทางบวกค่อนข้างมาก (3.50 คะแนน)

The purpose of the surveying satisfactions of the communities surrounding the industrial estates and the industrial ports in Thailand. (Year 2015) 1) To survey and study the satisfactions of the neighboring communities of operations for living a quality of neighboring communities in term of the Corporate CSR and Community CSR and analyze the recommendation of the neighboring communities/estimate and propose a plan to improve the I-EA-T’s operations. 2) To survey and study the comments and the recommendation of the neighboring communities about the impact of the execution of the I-EA-T. To manage the industrial estate, especially the overseeing environmental and safety project. The surveying methodology of 4-stage samplings has been utilizes in this study. Sample size of 11,260 has been calculated to statistically represent the entire population of 106,018 households in neighboring communities around industrial estates and industrial ports. Gatherings of data have been accomplished by using a questionnaire. The satisfaction study found that neighboring communities had the satisfaction score of 4.47 out of 5.00 on average, implying “High” level of satisfactions toward I-EA-T’s CSR program. The resulting scores in each surveying category in descending order are enhancement of general CSR activities (4.61), living quality of neighboring communities (4.50), community relations/community involvement activities and supporting activities of community (4.46) and communications between industrial estates and neighboring communities (4.31). The opinion study found neighboring communities had the opinions score of 3.87 out of 5.00 on average, implying “High” level of favorable opinions toward Corporate CSR program/I-EA-T’s CSR activities. The resulting scores in each surveying category in descending order are enhancement of the resulting of operations (3.94) and in terms of communications and the type of activities (3.80). This attitudes study found that, neighboring communities have the attitudes score of 3.31 out of 5.00 on average, implying “Positive” attitudes, especially for communities’ attitudes toward the operations of industrial estates with regard to neighboring communities (3.12). The other scores are, in descending order, attitudes toward the operations of industrial estates’s affective to neighboring communities (3.50).
