การวิจัยลักษณะการดำเนินงานและกิจกรรมของชมรมผู้สูงอายุ

Abstract

The survey research on “Operation and Activities of Elderly Clubs” aims to study the management, activities, problems and obstacles on the operation of elderly clubs and needs to develop elderly clubs. Both qualitative and quantitative data was collected, by questionnaire from 328 elderly clubs which were the networks of the Senior Citizens Council of Thailand (SCCT), and, by focus groups of management committees from 10 elderly clubs comprising strong clubs, clubs having problems or terminated clubs. The statistics for data analysis included percentage, mean and standard deviation. The qualitative analysis was the content analysis describing actual conditions. The followings were the study results. Most of the respondents were the elderly clubs established by health officers. Their objectives were to help the elderly in terms of healthcare, to be meeting or activity places, and to provide assistance between members. The elderly clubs were managed by management committees. The structures of management committees were divided into 5 models, provided that most of them managed their own clubs and their management was in compliance with standards. Most activities involved with health. The club obstacles covered a lack of budget, material, equipment and place. Their recommendations on the club development were that the elderly should provide collaboration in activities. Local organizations should provide assistance to the elderly clubs. The SCCT should set or allocate budgets to the elderly clubs directly. The National Commission on the Elderly should support activities and present outstanding performance of the elderly clubs. From the study, the recommendations are as follows. The elderly clubs should clarify their intentions, member roles and responsibilities to committees and members more clearly. Provincial branches of the SCCT should develop and update databases of the elderly clubs; and provide assistance to the clubs having problems. The SCCT should revise and increase its new roles to be a perfect representative of Thai elderly. The SCCT also should update data of the elderly clubs. Researches on developing the provincial branches of the SCCT and expectation of members on elderly clubs should be conducted.

การวิจัยเรื่อง “ลักษณะการดำเนินงานและกิจกรรมชองชมรมผู้สูงอายุ” เป็นวิจัยเชิงสำรวจมีวัตถุประสงค์เพื่อศึกษาการบริหารจัดการ ลักษณะกิจกรรม ปัญหาอุปสรรคในการดำเนินงานของชมรมผู้สูงอายุ และความต้องการเพื่อการพัฒนาชมรมผู้สูงอายุ เก็บข้อมูลเชิงปริมาณและคุณภาพกับชมรมผู้สูงอายุที่เป็นเครือข่ายสมาคมสภาผู้สูงอายุแห่งประเทศไทยฯ จำนวน 328 ชมรม โดยใช้แบบสอบถาม และสนทนากลุ่มกับคณะกรรมการบริหารชมรมผู้สูงอายุที่มีลักษณะเป็นชมรมเข้มแข็งและชมรมดำเนินการไม่ราบรื่น หรือยุติการดำเนินการ รวม 10 ชมรม การวิเคราะห์ข้อมูลใช้สถิติค่าร้อยละ ค่ามัชฌิมเลขคณิต และค่าเบี่ยงเบนมาตรฐาน การวิเคราะห์เชิงคุณภาพ วิเคราะห์ข้อมูลเชิงเนื้อหา บรรยายข้อมูลตามสภาพจริง ผลการศึกษามีดังนี้ ชมรมผู้สูงอายุที่ตอบแบบสอบถาม ส่วนใหญ่เป็นชมรมที่จัดตั้งขึ้นโดยเจ้าหน้าที่สาธารณสุข โดยมีวัตถุประสงค์เพื่อให้ผู้สูงอายุได้รับการช่วยเหลือดูแลด้านสุขภาพ เป็นแหล่งพบปะทำกิจกรรมร่วมกัน และให้ความช่วยเหลือซึ่งกันและกันระหว่างสมาชิก ชมรมผู้สูงอายุมีคณะกรรมการทำหน้าที่ในการบริหารและโครงสร้างคณะกรรมการแตกต่างกันเป็น 5 ลักษณะ แต่ส่วนใหญ่มีโครงสร้างการบริหารเฉพาะชมรมของตนเองเท่านั้น และมีการบริหารจัดการตามเกณฑ์มาตรฐานชมรมผู้สูงอายุฯ โดยส่วนใหญ่เป็นกิจกรรมด้านสุขภาพ ชมรมมีอุปสรรคด้านการขาดแคลนงบประมาณ ขาดวัสดุอุปกรณ์ และขาดสถานที่ดำเนินงาน โดยต่างให้เสนอแนะต่อการพัฒนาชมรมว่า ผู้สูงอายุควรให้ความร่วมมือในกิจกรรมผู้สูงอายุฯ ประจำจังหวัด ควรออกเยี่ยมและให้ความช่วยเหลือชมรม สมาคมสภาผู้สูงอายุแห่งประเทศไทยฯ ควรจัดตั้ง/สนับสนุนงบประมาณให้แก่ชมรมผู้สูงอายุโดยตรง และคณะกรรมการผู้สูงอายุแห่งชาติ (กผส.) ควรสนับสนุนการจัดกิจกรรมและนำเสนอผลงานดีเด่นของชมรม ข้อเสนอแนะจากการศึกษามีดังนี้ ชมรมผู้สูงอายุควรชี้แจงทำความเข้าใจเกี่ยวกับเจตนารมณ์ บทบาทหน้าที่ของสมาชิกชมรมแก่คณะกรรมการและสมาชิกชมรมอย่างชัดเจน สาขาสมาคมสภาผู้สูงอายุฯ ประจำจังหวัด ควรจัดทำระบบข้อมูลชมรมผู้สูงอายุให้เป็นปัจจุบัน และควรเข้าไปช่วยเหลือชมรมผู้สูงอายุที่มีปัญหา ส่วนข้อเสนอแนะต่อสมาคมสภาผู้สูงอายุแห่งประเทศไทยฯ ควรพิจารณาปรับบทบาทเพิ่มขึ้น เพื่อให้เป็นตัวแทนของผู้สูงอายุไทยได้อย่างสมบูรณ์ และมีการจัดทำระบบข้อมูลชมรมผู้สูงอายุให้เป็นปัจจุบัน และควรมีการทำวิจัยเกี่ยวกับการพัฒนาสาขาสมาคมสภาผู้สูงอายุฯ ประจำจังหวัด และความคาดหวังของสมาชิกต่อชมรมผู้สูงอายุต่อไป
