จ้างที่ปรึกษาเพื่อการจัดทำแผนพัฒนาของเทศบาล ประจำปีงบประมาณ พ.ศ. ๒๕๕๗ (แผนยุทธศาสตร์การพัฒนาเทศบาลเมืองปู่เจ้าสมิงพราย)

Abstract

Poochaosamingprai Strategic Development Plan has been prepared in compliance with the National Economic and Social Development Plan. However, due to the dynamic change of urban environment, the direction of development plan could not meet the needs of local people. Furthermore, the continuing and emerging environment problems in the municipality area required a public mobilization in a sense of great urgency. On the other hand, with low public’s awareness and lack of sense of ownership, it cannot succeed in putting several concerns of the environmental issues on the public agenda. As a result, this is the major reasons behind failure by local authorities to successfully implement strategic plan. Thus, to ensure efficient and effective in executing of strategic plan and consistence with people needs, local administrative organization shall formulate their own strategic plan and adopt as a guideline by follow the “Determinism plans and process of decentralization to local government organization Act, B.E. 2542 (1999)”. This would help in linking projects and programs with area plan and priorities to the budget by considering the issue of availability of resources. Though, the local authority has a strategic plan in place, there are a number of impediments to implementation. This is due to the reason that the decentralization of local authorities has been curtailed by the heavy presence of the government’ hierarchical structure. Thus, the challenge faced in implementation of strategies is to achieve the strategic management practices by top management and other members of the local authorities. Furthermore, the local authority’s needs to link the financial plan and all stakeholders must be involved throughout the process to ensure successful implementation. To ensure the vision, mission, strategy and strategic objectives of Poochaosamingprai municipality, the strategy implementation must be an integral component of the strategic management process which is guided by the Ministry of the interior on the development plan of local government since 2005 (B.E.2548). With regarding to this, the legal requires that local government need to establish a corporate development plan by complying with the action plan defines the process of empowering local government organization. The preparation process should not only response to people needs but also should bring about the consistency of the existing condition of the municipality area together with future development, and determining what destinations is the most desirable for achieving the municipality’s mission and vision. In the project, to enable operations of local administrative organizations achieving the goal of Poochaosamingprai municipality, the vision is “Promote education achievement, encourage public participation in view of good governance principal, supporting country’s logistics and enhance livable society towards ASEAN community”. This vision comprises of five strategic issues which are explained as follows: 1. Strategic Issue 1: Urban planning and infrastructure system 2. Strategic Issue 2: Welfare system and quality of lift of people 3. Strategic Issue 3: Natural resources and environmental management 4. Strategic Issue 4: Economic and tourism development 5. Strategic Issue 5: Public administration and public participation Thus, strategic development plan of Poochaosamingprai municipality (B.E.2558-2562) will be used to precede missions relating in the provision of effective problem solving and responding the actual needs of people towards livable society development by considering integration of all sectors which are vital to move forward to ASEAN community.

ในการจัดทำแผนพัฒนาของเทศบาลเมืองปู่เจ้าสมิงพรายที่ผ่านมา ได้มีแนวทางตามแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติมาโดยตลอด อย่างไรก็ตาม จากการที่เมืองมีการพัฒนาอย่างเป็นพลวัตรได้ก่อให้เกิดปัญหาการกำหนดแผนพัฒนาที่ยังคงไม่สอดคล้องต่อความต้องการของประชาชนในพื้นที่ และนอกจากนี้ยังพบปัญหาด้านมลพิษและความเสื่อมโทรมด้านสิ่งแวดล้อม ประกอบกับประชาชนบางกลุ่มยังขาดการมีส่วนร่วมและขาดความรู้สึกเป็นเจ้าของพื้นที่ ซึ่งส่งผลให้ท้องถิ่นเกิดความไม่คล่องตัว ในการมีส่วนร่วมเพื่อกำหนดทิศทางการพัฒนาสู่วิสัยทัศน์ที่กำหนดไว้ ดังนั้น เพื่อให้การพัฒนาท้องถิ่นเป็นไปอย่างมีประสิทธิภาพและมีประสิทธิผลของการปฏิบัติเกิดศักยภาพในการพัฒนา และเป็นไปตามความต้องการของประชาชนนั้น ตามพระราชบัญญัติกำหนดแผนและขั้นตอนการกระจายอำนาจให้แก่องค์กรปกครองส่วนท้องถิ่น พ.ศ.๒๕๔๒ จึงได้มอบหมายภารกิจในการพัฒนาเพื่อให้ตอบสนองต่อปัญหาและความต้องการของประชาชนภายในเขตองค์กรปกครองส่วนท้องถิ่น และทำให้งบประมาณและทรัพยากรในการพัฒนาประเทศลงไปสู่ระดับท้องถิ่นมากขึ้น อนึ่งในการพัฒนาดังกล่าวยังคงพบจุดด้อย เนื่องจากกฎหมายมอบอำนาจให้องค์กรปกครองส่วนท้องถิ่นแต่ละแห่งมีอิสระมีการตัดสินใจที่จะดำเนินการพัฒนาท้องถิ่น โดยมีบทบาทหลักในการประสานงานเพื่อแก้ไขปัญหากับหน่วยงานที่เกี่ยวข้องในระดับพื้นที่ ระดับจังหวัด และระดับอื่นๆ ที่สูงขึ้นไป ในการแก้ปัญหาจึงต้องมีการเชื่อมโยงการพัฒนาของแต่ละองค์กรปกครองส่วนท้องถิ่นให้สอดคล้องและสนับสนุนการพัฒนาซึ่งกันและกัน โดยอิงตามระเบียบกระทรวงมหาดไทย ว่าด้วยการจัดทำแผนพัฒนาขององค์กรปกครองส่วนท้องถิ่น พ.ศ.๒๕๔๘ ซึ่งเป็นการกำหนดให้องค์กรปกครองส่วนท้องถิ่นจัดทำแผนยุทธศาสตร์การพัฒนา เพื่อแสดงถึงวิสัยทัศน์ พันธกิจ และจุดมุ่งหมายเพื่อการพัฒนาในอนาคต โดยมีวัตถุประสงค์ให้มีการจัดทำแผนพัฒนาขององค์กรปกครองส่วนท้องถิ่น ที่นอกจากจะต้องสอดคล้องกับปัญหาและความต้องการของประชาชนและนโยบายของผู้บริหารท้องถิ่นแล้ว ยังต้องสอดคล้องกับทิศทางการพัฒนาประเทศตามแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ยุทธศาสตร์การพัฒนาจังหวัด และยุทธศาสตร์การพัฒนาอำเภอด้วย ดังนั้น ในโครงการจัดทำแผนยุทธศาสตร์การพัฒนาของเทศบาลเมืองปู่เจ้าสมิงพราย นี้จึงได้มีการรวบรวมข้อมูลพื้นฐาน ร่วมกับการลงสำรวจภาคสนาม ตลอดจนการวิเคราะห์เชิงนโยบายตามข้อมูลที่มีอยู่ ประกอบกับการรวบรวมความคิดเห็นที่ได้รับจากภาคส่วนต่างๆ จากการจัดประชุมประชาพิจารรับฟังความคิดเห็น อันนำมาสู่การสรุปผลข้อมูลเพื่อกำหนดยุทธศาสตร์การพัฒนาท้องถิ่นที่เป็นไปได้ในทางปฏิบัติจริง โดยกำหนดให้วิสัยทัศน์ของเทศบาล คือ “การศึกษาก้าวไกล ใส่ใจธรรมาภิบาล ประสานใจชาวประชา โลจิสติกส์ก้าวหน้า นำพาเมืองน่าอยู่ มุ่งสู่ประชาคมอาเซียน” และประกอบด้วย ๕ ยุทธศาสตร์ ดังนี้

ประเด็นยุทธศาสตร์ที่ ๑ ยุทธศาสตร์ด้านโครงสร้างพื้นฐานและการผังเมือง ประเด็นยุทธศาสตร์ที่ ๒ ยุทธศาสตร์ด้านสังคม คุณภาพชีวิต ภูมิปัญญา ความมั่นคงและความปลอดภัยในชีวิตและทรัพย์สินของประชาชน ประเด็นยุทธศาสตร์ที่ ๓ ยุทธศาสตร์ด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม ประเด็นยุทธศาสตร์ที่ ๔ ยุทธศาสตร์ด้านการบริหารและการมีส่วนร่วมของประชาชน ดังนั้น “แผนยุทธศาสตร์การพัฒนาของเทศบาลเมืองปู่เข้าสมิงพราย (พ.ศ.๒๕๕๘-๒๕๖๒)” จึงเป็นเครื่องมือที่สำคัญประการหนึ่งที่จะทำให้เทศบาลเมืองปู่เจ้าสมิงพราย สามารถดำเนินงานได้ตามเป้าหมายที่วางไว้
