โครงการ “ส่งเสริมการมีส่วนร่วมของภาคประชาชน เป็นโครงการที่จัดทำขึ้นภายใต้แผนยุทธศาสตร์การพัฒนาระบบราชการไทย (พ.ศ. ๒๕๕๕ – ๒๕๕๘) ที่ได้ให้คุณค่าความสำคัญและยึดมั่นในปรัชญา หลักการ และแนวทางของการให้ประชาชนเป็น “ศูนย์กลาง” ในการทำงาน ปรับเปลี่ยนบทบาทของราชการให้เป็นผู้สนับสนุนและอำนวยความสะดวก ประสานการทำงานกับผู้บริหารราชการแผ่นดินฝ่ายการเมือง เพื่อให้เกิดประโยชน์สูงสุดต่อประเทศรวมทั้งมีความพร้อมและทัศนคติในการทำงานเป็นเครือข่ายร่วมมือกับภาคอื่นๆ ในสังคม มุ่งสู่ความเป็นเลิศทำงานเชิงรุก มองไปข้างหน้า สามารถคิดริเริ่มและสร้างนวัตกรรม ทั้งนี้การทำงานของภาครัฐต้องมีเป้าหมายในการทำงานที่ชัดเจน สามารถตรวจสอบวัดผลสัมฤทธิ์ได้ มีระบบกำกับดูแลตนเองที่ดี และตั้งมั่นอยู่ในศักดิ์ศรีและความดีงาม การดำเนินโครงการฯ ดังกล่าวเพื่อวางยุทธศาสตร์ในการพัฒนาระบบราชการของสำนักงานปลัดกระทรวงอุตสาหกรรม สู่การบริหารราชการแบบมีส่วนร่วม และจัดทำคู่มือส่งเสริมการมีส่วนร่วมของประชาชน ให้สำนักงานอุตสาหกรรมจังหวัด ๒๕ จังหวัด นำไปใช้เป็นมาตรฐานเดียวกัน รวมทั้ง ต้องการกระตุ้นและผลักดันให้เกิดต้นแบบที่ดี (Best Practice) ในการเปิดโอกาสให้ประชาชน เข้ามามีส่วนร่วมในการบริหารงานของสำนักงานปลัดกระทรวงอุตสาหกรรม และเพื่อสำรวจความคิดเห็นของประชาชนและผู้ประกอบการต่อการดำเนินงานของกระทรวงอุตสาหกรรมโดยเฉพาะในการส่งเสริมให้ประชาชนและผู้ประกอบการสามารถดำเนินธุรกิจได้อย่างมีประสิทธิภาพยิ่งขึ้น
