ส่งเสริมและสนับสนุนการเพิ่มประสิทธิภาพพลังงานกลุ่มโรงเรียนในพระราชูปถัมภ์ฯ เฉลิมพระเกียรติ ปีงบประมาณ พ.ศ. 2563

Abstract

เนื่องในโอกาสมหามงคลพระราชพิธีบรมราชาภิเษก ในปี 2562 กรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน (พพ.) กระทรวงพลังงาน ได้ริเริ่มดำเนินโครงการเฉลิมพระเกียรติ ภายใต้ "โครงการส่งเสริมและสนับสนุนการเพิ่มประสิทธิภาพพลังงาน ในโรงเรียนทีปังกรวิทยาพัฒนา ในพระราชูปถัมภ์ฯ เนื่องในโอกาสมหามงคลพระราชพิธีบรมราชาภิเษก" ในการเพิ่มประสิทธิภาพพลังงานในอาคารของกลุ่มโรงเรียนในพระราชูปถัมภ์ฯ จำนวน 6 แห่ง ซึ่งมีผลประหยัดเป็นจำนวน 456,000 กิโลวัตต์-ชั่วโมงต่อปี เทียบเท่า 1,915,000 บาทต่อปี และเพื่อเป็นการดำเนินการอย่างต่อเนื่อง กระทรวงพลังงานจึงมอบหมายให้ พพ. มีการดำเนินกิจกรรมเฉลิมพระเกียรติ ในปี 2563 ภายใต้ "โครงการส่งเสริมและสนับสนุนการเพิ่มประสิทธิภาพพลังงาน กลุ่มโรงเรียนในพระราชูปถัมภ์ฯ เฉลิมพระเกียรติ" โรงเรียนที่เหลืออีกจำนวน 9 แห่ง ประกอบด้วย โรงเรียนราชปิโยรสา ยุพราชานุสรณ์, โรงเรียนมกุฎเมืองราชวิทยาลัย, โรงเรียนอนุราชประสิทธิ์, โรงเรียนมัธยมพัชรกิติยาภา 1 นครพนม, โรงเรียนมัธยมพัชรกิติยาภา 2 กำแพงเพชร, โรงเรียนมัธยมพัชรกิติยาภา 3 สุราษฎร์ธานี, โรงเรียนมัธยมสิริวัณวรี 1 อุดรธานี, โรงเรียนมัธยมสิริวัณวรี 2 สงขลา และโรงเรียนมัธยมสิริวัณวรี 3 ฉะเชิงเทรา จากข้อมูลการสำรวจรายละเอียดอุปกรณ์ในโรงเรียน พบว่าอุปกรณ์ที่มีผลต่อการใช้พลังงานอย่างมีนัยสำคัญ ได้แก่ ระบบไฟฟ้าแสงสว่างและระบบปรับอากาศ อีกทั้งยังขาดระบบบริการจัดการพลังงานอย่างมีประสิทธิภาพ เป็นต้น ทั้งนี้หากมีการดำเนินการส่งเสริมและสนับสนุนการเพิ่มประสิทธิภาพพลังงานแล้ว จะทำให้เกิดการใช้พลังงานอย่างมีประสิทธิภาพในอาคาร และสอดคล้องกับการดำเนินการตามนโยบายด้านการอนุรักษ์พลังงานของประเทศอีกด้วย โดยดำเนินการติดตั้งระบบผลิตไฟฟ้าจากเซลล์แสงอาทิตย์บนหลังคา จำนวน 444.16 กิโลวัตต์, ปรับเปลี่ยนระบบแสงสว่าง LED จำนวน 12,191 หลอด ปรับเปลี่ยนระบบปรับอากาศแบบแยกส่วน (Spilt type) จำนวน 6,378,000 BTU/hr ระบบปรับอากาศแบบแปรผันตามน้ำยา 3,834,000 BTU/hr และติดตั้งระบบบริหารจัดการพลังงาน จำนวน 9 ระบบ จากการวิเคราะห์ข้อมูลด้านไฟฟ้าและพลังงานของแต่ละระบบจะพบว่าผลประหยัดรวมทุกระบบ เท่ากับ 1,112,188.01 กิโลวัตต์-ชั่วโมง/ปี คิดเป็นเงิน 4,671,189.62 บาทต่อปี

To energy efficiency in the buildings of 6 schools under the Royal Patronage, which are representatives of the schools under the Royal Patronage and to be continued. Therefore, the Ministry of Energy has assigned the Department of Alternative Energy Development and Efficiency Ministry of Energy to expand the operating results to the remaining 9 schools, consisting of Rajapiyorasa yupparachanusorn School, Makudmuang Rajchawitthayalai School, Anurajaprasit School, Matthayom Bajrakitiyabha ๑ Nakhon Phanom School, Matthayom Bhatcharakitiyabha 2 kamphaeng Phet School, Mattayompatcharakitiyapha 3 suratthani School, Mathayomsiriwanwari 1 udonthani School, Matthayomsiriwanwair 2 Songkhool School and Matthayomsiriwanwaree 3 Chachoengsao School According to the school equipment details survey data, it showed that the devices that had a significant effect on energy consumption were the lighting system and air conditioning system and also the school still lack of efficient energy management services, etc. However, if there is a promotion and a support to increase energy efficiency, it will cause energy efficiency in the building according to the implementation of the country's energy conservation policy. The description of this project consists of the installation Solar cells on the rooftop 444.16 kilowatts, the replacing of the lamp to LED technology amount 12,191units, the replacing of air conditioner to inverter (split type) amount 6,378,000 BTU/Hr, the replacing of Air Cooled (Variable Refrigerant Flow) 3,834,000 BTU/Hr and the installation of 9 Building energy management system. From the data analytic of the electricity and energy, shown the total energy saving of 772,827.80 kWh/year and save money around 3,245,876.74 Baht/year.
