ศึกษาและติดตามตรวจสอบผลกระทบสิ่งแวดล้อมของทางพิเศษในเขตกรุงเทพมหานครและปริมณฑล ปีงบประมาณ 2558

Abstract

The on Environmental Monitoring Program of Express Ways in Bangkok and Vicinity in Fiscal Year 2015 was the program provided by the Expressway Authority of Thailand (EXAT). The objectives of the program were to follow up the mitigations to reduce the environmental impacts and do the environment monitoring program as proposed in the Environmental Impacts Assessment (EIA) report of the project. The program monitored the quality of the environment, air quality, noise and vibration levels, for receptors along the express ways in Bangkok and vicinity. The express ways in this program were Chalerm MahaNakhon Expressway, Chalong Rat Expressway, Burapha Withi Expressway, Bang Na - At Narong Expressway and Bang Phli - Suk Sawat Expressway. The objectives also included design and development of an environmental quality data base on EXAT’s website. The environmental quality monitoring program was conducted during 12 February to 12 April 2558 and the results were concluded. For air quality, result from 13 stations, the air quality at all stations and all parameters were found below the Thai Ambient Air Quality Standard. For noise levels monitored at 18 stations, almost noise levels at the stations were found below the Thai General Ambient Noise Standard which limits the Leq 24 hr to not over 70 dBA. excepted for the Leq 24 hr monitored at Bangna 1 Hospital and Bangna 2 Hospital which locate along Burapha Withi Expressway. The leq 24 hr at the locations were found 71.1 and 75.8 dBA respectively. For the vibration levels monitored at 9 stations, comparing to Thai Vibration to Protect Building Standard, the monitored levels at all stations were found in the level of no impact to any kind of building.

โครงการศึกษาและติดตามตรวจสอบผลกระทบสิ่งแวดล้อมของทางพิเศษในเขตกรุงเทพมหานครและปริมณฑลปี งบประมาณ 2558 เป็นโครงการที่จัดขึ้นโดยการทางพิเศษแห่งประเทศไทย ซึ่งมีวัตถุประสงค์เพื่อติดตามตรวจสอบการปฏิบัติตามมาตรการป้องกันและลดผลกระทบสิ่งแวดล้อม และการติดตามตรวจสอบคุณภาพสิ่งแวดล้อมทางกายภาพ ได้แก่ คุณภาพอากาศ ระดับเสียง และความสั่นสะเทือน ตามแนวสายทางของทางพิเศษเฉลิมมหานครทางพิเศษฉลองรัช ทางพิเศษบูรพาวิถี ทางพิเศษสายบางนา-อาจณรงค์ และทางพิเศษกาญจนาภิเษก (บางพลี - สุขสวัสดิ์) ภายหลังเปิดดำเนินโครงการ ตามที่ระบุไว้ในรายงานการวิเคราะห์ผลกระทบสิ่งแวดล้อม และเสนอมาตรการป้องกันและแก้ไขผลกระทบสิ่งแวดล้อมอันเกิดจากทางพิเศษหากผลการตรวจสอบคุณภาพสิ่งแวดล้อมมีค่าเกินกว่ามาตรฐาน รวมถึงออกแบบและจัดทำระบบฐานข้อมูลคุณภาพสิ่งแวดล้อมของทางพิเศษบนเว็บไซด์ Intranet ของการทางพิเศษฯ ผลการดำเนินการติดตามตรวจสอบคุณภาพสิ่งแวดล้อมระหว่างวันที่ 12 กุมภาพันธ์ – 12 เมษายน 2558 ทั้งสิ้น 13 สถานี พบว่า ด้านคุณภาพอากาศ มีค่าผลการตรวจวัดในทุกพารามิเตอร์ อยู่ในเกณฑ์มาตรฐานทุกสถานีตรวจวัด ส่วนคุณภาพสิ่งแวดล้อมในด้านระดับเสียงมีการตรวจวัดทั้งสิ้น 18 สถานี พบว่า ในภาพรวมแล้วผลการตรวจวัดตามแนวสายทางต่างๆ มีค่าอยู่ในเกณฑ์มาตรฐาน ซึ่งกำหนดให้ค่า Leq 24 hr จะต้องไม่เกินกว่า 70 dBA ยกเว้นเพียงค่าระดับเสียงเฉลี่ย 24 ชั่วโมง (Leq 24 hr) บริเวณโรงพยาบาลบางนา 1 และโรงพยาบาลบางนา 2 ซึ่งตั้งอยู่ในแนวสายทางบูรพาวิถี ซึ่งมีค่าเกินกว่าเกณฑ์มาตรฐานระดับเสียงโดยทั่วไป โดยมีค่าระดับเสียงเฉลี่ย24 ชั่วโมง (Leq 24 hr) 71.1 และ 75.8 เดซิเบลเอ ตามลำดับ และในด้านความสั่นสะเทือนซึ่งมีการตรวจวัดทั้งสิ้น 9 สถานี พบว่า มีค่าผลการตรวจวัดอยู่ในระดับที่ไม่มีผลต่อโครงสร้างอาคารใดๆ ตามมาตรฐานความสั่นสะเทือนเพื่อป้องกันผลกระทบต่ออาคารในทุกสถานีตรวจวัด
