พัฒนามาตรฐานผู้ตรวจสอบความปลอดภัยงานทางสำหรับกรมทางหลวงชนบท

Abstract

ท่ามกลางสถานการณ์ปัจจุบันปัญหาที่สำคัญปัญหาหนึ่งของประเทศไทยที่ต้องป้องกันอย่างเร่งด่วนและอย่างเป็นระบบ คือ อุบัติเหตุทางถนน เนื่องจากอุบัติเหตุทางถนนเกิดขึ้นได้จากหลายสาเหตุปัจจัยและสามารถเกิดขึ้นได้ตลอดเวลา ซึ่งความเสียหายที่เกิดขึ้นทำให้สูญเสียทรัพย์สินและทรัพยากรบุคคลเป็นจำนวนมาก อุบัติเหตุบนท้องถนนในเมืองไทยนับว่ามีความรุนแรงเป็นอย่างมาก จากสถิติขององค์การอนามัยโลกได้ออกรายงาน Global Status Report on Road Safety 2015 เกี่ยวกับผู้เสียชีวิตจากการเกิดอุบัติเหตุของประเทศไทยเป็นอันดับ 2 ของโลกโดยมีอัตราการเสียชีวิต 36.2 คนต่อประชากรหนึ่งแสนคน ด้วยเหตุผลดังกล่าว กรมทางหลวงชนบทได้ตระหนักถึงความสำคัญของปัญหาจากการสูญเสียชีวิตและทรัพย์สินอันเนื่องมาจากอุบัติเหตุทางถนน จึงเสนอให้ดำเนินการแก้ไขปัญหาอุบัติเหตุทางถนนอย่างเป็นระบบ และยกระดับมาตรฐานความปลอดภัยของถนนอย่างยั่งยืน ดังนั้นกรมทางหลวงชนบทจึงได้มีความร่วมมือกับผู้เชี่ยวชาญด้านความปลอดภัยจากมหาวิทยาลัย 9 มหาวิทยาลัย ซึ่งประกอบด้วย มหาวิทยาลัยเชียงใหม่ มหาวิทยาลัยเทคโนโลยีสุรนารี มหาวิทยาลัยขอนแก่น มหาวิทยาลัยนเรศวร จุฬาลงกรณ์มหาวิทยาลัย มหาวิทยาลัยธรรมศาสตร์ มหาวิทยาลัยบูรพา มหาวิทยาลัยสงขลานครินทร์ และมหาวิทยาลัยวลัยลักษณ์ ในการดำเนินการพัฒนาผู้เชี่ยวชาญด้านการตรวจสอบความปลอดภัยงานทาง และจัดทำคู่มือการตรวจสอบและยกระดับความปลอดภัยงานทางสำหรับกรมทางหลวงชนบทตามหลักวิชาการ ตลอดจนถ่ายทอดความรู้แนวทางการตรวจสอบความปลอดภัยงานทางที่เหมาะสมให้แก่ผู้ตรวจสอบความปลอดภัยงานทางในหน่วยงานส่วนกลางและส่วนภูมิภาคของกรมทางหลวงชนบท เพื่อพัฒนาความรู้และความเข้าใจในแนวทางการป้องกันและแก้ไขปัญหาอุบัติเหตุที่สามารถนำไปสู่การใช้งานอย่างแท้จริงคู่มือการตรวจสอบและยกระดับความปลอดภัยงานทางสำหรับกรมทางหลวงชนบท (Road Safety Audit and Improvement Manual for Department of Rural Roads) นี้ประกอบด้วยคู่มือความปลอดภัยงานทางทั้งสิ้น 4 เล่ม ได้แก่ • เล่มที่ 1 คู่มือหลักการด้านความปลอดภัยงานทาง (Road Safety Principle Manual) • เล่มที่ 2 คู่มือการตรวจสอบและยกระดับความปลอดภัยงานทางสำหรับขั้นตอนการออกแบบ (Road Safety Audit and Improvement Manual for Design Stage) • เล่มที่ 3 คู่มือการตรวจสอบและยกระดับความปลอดภัยงานทางสำหรับขั้นตอนการก่อสร้าง (Road Safety Audit and Improvement Manual for Construction Stage) • เล่มที่ 4 คู่มือการตรวจสอบและยกระดับความปลอดภัยงานทางสำหรับถนนที่เปิดให้บริการแล้ว (Road Safety Audit and Improvement Manual for Existing Roads) ซึ่งคู่มือเล่มนี้เป็น เล่มที่ 1 คู่มือหลักการด้านความปลอดภัยงานทาง โดยมีเนื้อหาครอบคลุมเรื่องความปลอดภัยงานทาง แนวทางการยกระดับความปลอดภัยงานทาง ระบบถนนที่ปลอดภัย หลักการวิเคราะห์อุบัติเหตุ หลักการจัดการและออกแบบถนนที่ปลอดภัย แนวคิดและวิธีการตรวจสอบความปลอดภัยงานทาง ประกอบกับการเขียนรายงานตรวจสอบความปลอดภัยงานทาง และแนวคิดและวิธีการจัดการและแก้ไขจุดเสี่ยงอันตรายสำหรับกรมทางหลวงชนบท คณะผู้จัดทำจึงได้จัดทำคู่มือฉบับนี้ขึ้นเพื่อให้เจ้าหน้าที่ที่เกี่ยวข้องสามารถนำไปดำเนินการป้องกันและแก้ไขปัญหาอุบัติเหตุทางถนนของกรมทางหลวงชนบท เพื่อยกระดับความปลอดภัยงานทางได้อย่างเป็นระบบและยั่งยืน

It is proposed to proceed to solve the road accident systematically.
