Abstract

การเพิ่มบทบาทไทยในการมาตรฐานระหว่างประเทศโดยการนำเสนอ มอก. 9999 เล่ม 1-2556 เป็นมาตรฐาน ISO เป็นโครงการโดยความร่วมมือระหว่างสำนักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม (สมอ.) และสำนักงานศูนย์วิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ มีวัตถุประสงค์เพื่อศึกษาความเป็นไปได้ในการนำเสนอ มอก. 9999 เล่ม 1-2556 แนวทางเศรษฐกิจพอเพียงภาคอุตสาหกรรม ให้เป็นมาตรฐานระหว่างประเทศ (International Standard - IS) ขององค์การระหว่างประเทศว่าด้วยการมาตรฐาน (International Organization for Standardization -ISO) โดย มอก. 9999 เล่ม 1-2556 เป็นมาตรฐานผลิตภัณฑ์อุตสาหกรรมที่กระทรวงอุตสาหกรรมโดย สมอ. ได้น้อมนำหลักปรัชญาเศรษฐกิจพอเพียงของพระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดชมาเป็นหลักการสำคัญสำหรับการพัฒนาองค์กรภาคอุตสาหกรรมให้มีความสมดุล มั่นคง ยั่งยืน และมีความสุข จากการทบทวนวรรณกรรมที่เกี่ยวข้องกับการพัฒนาอย่างยั่งยืน การวิเคราะห์/ประเมินความสอดคล้องและความแตกต่างของมาตรฐานหรือเอกสารทางวิชาการอื่นๆ ที่เกี่ยวข้องกับการพัฒนาอย่างยั่งยืน การสัมภาษณ์ผู้ประกอบการที่นำ มอก.9999 เล่ม 1-2556 ไปประยุกต์ใช้ การขอเสียงสนับสนุนและการถอดบทเรียนจากสถาบันมาตรฐานที่มีประสบการณ์ในการนำเสนอมาตรฐานแห่งชาติเป็นมาตรฐาน ISO ที่ปรึกษาพิจารณาแล้วมีความเห็นว่า มอก.9999 เล่ม1-2556 เป็นมาตรฐานที่เหมาะสมและสอดคล้องกับแนวทางการพัฒนาประเทศ เศรษฐกิจ สังคม สิ่งแวดล้อม องค์กร และบุคคล ซึ่งสอดคล้องกับแนวทางการดำเนินงานขององค์การสหประชาชาติ (United Nations - UN) รวมทั้งองค์การระหว่างประเทศว่าด้วยการมาตรฐาน (ISO) จึงมีความเป็นไปได้ที่ สมอ. จะนำเสนอมาตรฐาน มอก.9999 เล่ม1-2556 เป็นมาตรฐาน ISO ในช่วงเดือนตุลาคม 2560 โดยสมควรยื่นข้อเสนอในขั้นตอน Preliminary Work Item (PWI) ไปยังคณะกรรมการวิชาการ ISO/TC 292 Security and resilience เพื่อพิจารณาขอจัดตั้ง Adhoc Group และประเมินว่าจะมีผู้เชี่ยวชาญ (Experts) สนใจเข้าร่วมกำหนดมาตรฐานที่ สมอ. นำเสนอมากน้อยเพียงใด การดำเนินงานจะเป็นไปตามข้อกำหนดใน ISO/IEC Directives, Part1 Procedures for technical work ฉบับปี ค.ศ. 2014

The project of enhancement of Thailand’s role on international standardization: proposing TIS 9999: Part1-2556 (2013) is the cooperation between the Thai Industrial Standards Institute (TISI) and Thammasat University Research and Consultancy Institute. The project objective is to conduct a feasibility study on proposing TIS 9999: Part 1-2556 (2013) as an ISO standard. TIS 9999: Part 1-2556 (2013) is developed by TISI, a department under the Ministry of Industry. This standard is adopted His Majesty King Bhumibol’s Sufficiency Economy Philosophy as major principles to develop the industries to achieve the balance, stability, sustainability and happiness. From literature review on sustainable development frameworks, analysis/evaluation on relevance and discrepancy on standards and other technical documents related to sustainable development, in-depth interview of the entrepreneurs applying TIS 9999: Part 1-2556 (2013), results of calling for vote support on proposing TIS 9999 as an ISO standard as well as lesson learned from the national standards bodies who have experiences to propose their national standards as ISO standards, the consulting team can conclude that TIS 9999: Part1-2556 (2013) can serve the national development plans, economy, society, environment, organizations, and individuals in line with the operational guidelines of the United Nations - UN and the International Organization for Standardization - ISO. Therefore, it is feasible for TISI to propose TIS 9999 as an ISO standard in October 2017. It is more appropriate to submit at the stage of Preliminary Work Item (PWI) to ISO/TC 292 Security and resilience in order to ask for an adhoc group establishment and to assess the interest of international experts. The detailed procedure will conform to the requirements of ISO/IEC Directives, Part 1 Procedures for technical work, 2014 edition.
