Abstract

การศึกษาวิเคราะห์ความเหมาะสมเพื่อกำหนดรูปแบบลักษณะการลงทุนและกรอบการอุดหนุน โครงการด้านโครงสร้างพื้นฐานและบริการระบบขนส่ง สำหรับส่วนราชการ รัฐวิสาหกิจ และองค์กรปกครองส่วนท้องถิ่น พบว่า การลงทุนโครงการด้านโครงสร้างพื้นฐานและบริการระบบขนส่งมี 3 รูปแบบ คือ รัฐดำเนินการเอง รัฐร่วมลงทุนกับเอกชน และองค์กรปกครองส่วนท้องถิ่นเป็นผู้ดำเนินการเอง การวิเคราะห์เริ่มจาก 1. ศึกษาและวิเคราะห์อำนาจหน้าที่ตามกฎหมายของหน่วยงานต่างๆในภาครัฐ 2. การพัฒนาหลักเกณฑ์และรูปแบบการลงทุน โดยวิเคราะห์ความเป็นสาธารณะและวิเคราะห์ความเหมาะสมในการลงทุน 4 ขั้นตอน คือ ความจำเป็นของโครงการ ศักยภาพทางการเงิน การอุดหนุนทางการเงิน และการวิเคราะห์เพิ่มเติม 3.วิเคราะห์ความเสี่ยงตาม COSO (Committee of Sponsoring Organizations) ตั้งแต่การศึกษาความเป็นไปได้โครงการ การก่อสร้างและการบริหารโครงการ รวมถึงวิเคราะห์ความอ่อนไหว (Sensitivity Analysis) ผลการศึกษานำมาจัดทำคู่มือพิจารณาการลงทุนและการอุดหนุนโครงสร้างพื้นฐานและบริการระบบขนส่ง รวมถึงตัวอย่างโครงการลงทุนตามคู่มือเพื่อสร้างความเข้าใจยิ่งขึ้น

The Study of Subsidization Guidelines for Infrastructure and Transportation Investment by Government, State Enterprise Organization and Local Administration Organization found that there are three forms of infrastructure and public transportation investments; Government investment, Co-investment between public and private sector (Public-Private Partnership: PPP) and Local Administrative Organizations investment. The analysis begins with 1. Statutory authority analysis of various organizations 2. Development of criteria and determination of investment forms by public benefit criteria and appropriateness of investment criteria in 4 steps; necessity of the project, financial and fiscal viability, forms of financial support by government and additional criteria analysis 3. Risk analysis according to COSO (Committee of Sponsoring Organizations) from feasibility study, construction to project management including sensitivity analysis. Infrastructure and transportation investment guideline and case study examples for considering investment types and subsidy framework, which is easily to understand, are created to help government, State Enterprise Organizations and Local Administration Organizations evaluate projects step by step.
