Abstract

โครงการส่งเสริมการมีส่วนร่วมในการอนุรักษ์สิ่งแวดล้อมแหล่งมรดกโลกและแหล่งที่มีคุณค่าความโดดเด่นในระดับสากลอย่างยั่งยืน: แผนจัดการการอนุรักษ์และคุ้มครองแหล่งมรดกทางวัฒนธรรม วัดพระมหาธาตุวรมหาวิหาร จังหวัดนครศรีธรรมราช มีวัตถุประสงค์เพื่อจัดทำแผนจัดการการอนุรักษ์ และคุ้มครองแหล่งมรดกทางวัฒนธรรม วัดพระมหาธาตุวรมหาวิหาร จังหวัดนครศรีธรรมราช พร้อมกำหนดแนวทางและมาตรการในการดูแล ตลอดจนส่งเสริมความรู้ ความเข้าใจในคุณค่าและความสำคัญของแหล่งมรดกทางวัฒนธรรมที่อยู่ระหว่างเตรียมการนำเสนอเป็นแหล่งมรดกโลกให้กับชุมชนและหน่วยงานโดยรอบแหล่งมรดก ผ่านกระบวนการมีส่วนร่วมของชุมชนและหน่วยงานส่วนท้องถิ่น การดำเนินศึกษาได้มีการรวบรวมข้อมูลปฐมภูมิ โดยมีเนื้อหาครอบคลุมประเด็นด้านกายภาพ เศรษฐกิจ สังคม วัฒนธรรมประเพณี การมีส่วนร่วมของชุมชน ปัญหาอุปสรรค โอกาสและข้อจำกัดในการอนุรักษ์และพัฒนาพื้นที่ ตลอดจนจัดประชุมระดมความคิดเห็นร่วมกันเพื่อจัดทำแผนจัดการการอนุรักษ์คุ้มครองและปรับปรุงสภาพแวดล้อมแบบองค์รวม และร่วมกันกำหนดแนวทางและมาตรการในการอนุรักษ์พื้นที่ โดยใช้กระบวนการ AIC (Appreciation Influence Control) ซึ่งผลการดำเนินงานได้มีการจัดทำแผนจัดการการอนุรักษ์และคุ้มครองแหล่งมรดกทางวัฒนธรรม วัดพระมหาธาตุวรมหาวิหาร จังหวัดนครศรีธรรมราชที่ประกอบด้วย แผนงานด้านสิ่งแวดล้อมทางกายภาพ แผนงานด้านสังคม แผนงานด้านเศรษฐกิจและการท่องเที่ยว แผนงานด้านการมีส่วนร่วม และแผนงานด้านการสืบสานวัฒนธรรมประเพณี ซึ่งในแต่ละแผนงานประกอบด้วยโครงการซึ่งในพื้นที่หลักจะต้องใช้งบประมาณเฉพาะโครงการที่ระบุงบประมาณได้อย่างแน่นอนจำนวน 24,405,000 บาท (ยี่สิบสี่ล้านสี่แสนห้าพันบาทถ้วน) และในพื้นที่แนวกันชนจะต้องใช้งบประมาณเพื่อดำเนินโครงการจำนวน 28,072,000 บาท (ยี่สิบแปดล้านเจ็ดหมื่นสองพันบาทถ้วน) นอกจากนี้ผลการศึกษายังได้มีการวางแนวทางในการตรวจวัดปัจจัยสำคัญต่างๆ ในแหล่งมรดกเป็นประจำด้วย

Project for Participation Promotion for Sustainable Environment Preservation for World Heritage Site and Site with Outstanding Universal Value: Cultural Heritage Site Protection and Conservation Plan for Mahatat Woramahavihara Temple, Nakorn Sri Thammarat’s objectives are to create conservation and protection plan for cultural heritage site at Mahatat Woramahavihara Temple, Nakorn Sri Thammarat and define guidelines and measurements in taking care of and promoting knowledge and understanding in values and importance of the cultural heritage site which is in the process of nomination as the World Heritage Site for nearby community and local authority with their participation. The project implementation included gathering of primary data covering physical, economic, social, cultural and traditional data, community participation, problems and obstacles, opportunity and limitation in preservation and development of the area. The project also covered brainstorming meetings to prepare holistic preservation and improvement of environment plan and define direction and measurement for preservation of the area using Appreciation Influence Control (AIC) process. The project came out with the preservation and protection plan for cultural heritage site for Mahatat Woramahavihara Temple, Nakorn Sri Thammarat comprising physical environment, social, economic and tourism, participation promotion, and tradition observation plans. Each plan had project which must spend its specifically granted budget of 24,405,000 Baht (Twenty-four Million Four Hundred and Five Thousand Baht Only) in main area and 28,072,000 Baht (Twenty-eight Million Seventy-two Thousand Baht Only) for buffer area. Moreover, the study came out with guidelines in regularly measuring key factors of the cultural heritage sites.
