จัดทำแนวเส้นทางท่องเที่ยวเชิงอนุรักษ์ในพื้นที่แหล่งมรดกที่มีคุณค่าความโดดเด่นในระดับสากลสู่สังคมคาร์บอนต่ำ

Abstract

โครงการจัดทำแนวเส้นทางท่องเที่ยวเชิงอนุรักษ์ในพื้นที่แหล่งมรดกที่มีคุณค่าความโดดเด่นในระดับสากล สู่สังคมคาร์บอนต่ำ เป็นโครงการที่มีวัตถุประสงค์เพื่อจัดทำแนวเส้นทางท่องเที่ยวเชิงอนุรักษ์ในพื้นที่แหล่งมรดกที่มีคุณค่า เพื่อให้การคุ้มครอง และปกป้องแหล่งฯ ให้คงคุณค่าความโดดเด่นอันเป็นสากล (Outstanding Universal Value) นำไปสู่วิถีชุมชนสังคมคาร์บอนต่ำและเป็นมิตรกับสิ่งแวดล้อม และเพื่อจัดทำสื่อเผยแพร่ความสำคัญด้านคุณค่าโดดเด่นอันเป็นสากลของแหล่งมรดกที่เป็นพื้นที่นำร่อง ตลอดจนเพื่อเสริมสร้างความรู้ ความเข้าใจในคุณค่าความโดดเด่นอันเป็นสากล และการอนุรักษ์และคุ้มครองแหล่งและสภาพโดยรอบแหล่งมรดกที่มีคุณค่าในระดับสากล รวมถึงการตั้งรับและปรับตัวกับกาiเปลี่ยนแปลงสภาพภูมิอากาศที่จะส่งผลกระทบต่อสภาพโดยรอบของแหล่งมรดกที่มีคุณค่าในระดับสากล การดำเนินงานตามโครงการฯ มีพื้นที่เป้าหมายเป็นพื้นที่กลุ่มป่าแก่งกระจานที่ประกอบด้วย เขตรักษาพันธุ์สัตว์ป่าแม่น้ำภาชี อุทยานแห่งชาติแก่งกระจาน และอุทยานแห่งชาติกุยบุรี โดยศึกษาเส้นทางการท่องเที่ยวเชิงอนุรักษ์ในพื้นที่แล้วนำมาจัดทำแนวเส้นทางฯ ซึ่งประกอบด้วยข้อมูล อาทิ แผนที่ แนวเส้นทาง สัญลักษณ์ การสื่อความหมาย และคำอธิบายประกอบ จากนั้นจัดกิจกรรมเสริมสร้างศักยภาพในการอนุรักษ์ คุ้มครองแหล่งมรดกที่มีคุณค่าโดดเด่นอันเป็นสากล โดยจัดกิจกรรมเสริมสร้างความรู้ ความเข้าใจในการอนุรักษ์ คุ้มครองสภาพโดยรอบแหล่งมรดกโลก ทั้งการเผยแพร่ความรู้เบื้องต้นในเรื่องมรดกโลก การเปลี่ยนแปลงสภาพภูมิอากาศ รวมทั้งการตั้งรับและการปรับตัวต่อการเปลี่ยนแปลงสภาพภูมิอากาศที่จะส่งผลกระทบต่อแหล่งมรดกโลก และจัดกิจกรรมเสริมสร้างความรู้ ความเข้าใจ ในคุณค่าโดดเด่นอันเป็นสากล และการส่งเสริมเส้นทางท่องเที่ยวเชิงอนุรักษ์ในพื้นที่นำร่อง สู่สังคมคาร์บอนต่ำ ในท้ายที่สุดจึงรวบรวมข้อมูลทั้งหมดเพื่อจัดทำเอกสารเผยแพร่และสื่อประชาสัมพันธ์ของแหล่งมรดกที่มีคุณค่าความโดดเด่นในระดับสากล ผลการศึกษาพบว่า มีเส้นทางที่เหมาะสมแก่การใช้จักรยาน ซึ่งเป็นพาหนะที่เหมาะสมสำหรับสังคมคาร์บอนต่ำ จำนวน 5 เส้นทาง ได้แก่ เส้นทางแม่น้ำภาชี-ไทยประจัน ระยะทาง 31.8 กิโลเมตร เส้นทางแก่งกระจาน ระยะทาง 1.1 กิโลเมตร เส้นทางป่าละอู ระยะทาง 4 กิโลเมตร เส้นทางกุยบุรี ระยะทาง 4 กิโลเมตร และเส้นทางสำโหรง ระยะทาง 8.9 กิโลเมตร ทั้งนี้เส้นทางทั้งหมดได้มีการทดลองใช้จักรยาน และผ่านการประชุมเพื่อรับฟังความคิดเห็นจากผู้มีส่วนเกี่ยวข้องแล้ว จึงได้มีการจัดทำเอกสารเผยแพร่จำนวน 32 หน้าที่ประกอบด้วยความรู้ทั่วไป และความสำคัญของแหล่งมรดกกลุ่มป่าแก่งกระจาน ข้อควรรู้เกี่ยวกับการใช้จักรยาน และรายละเอียดของเส้นทางที่ประกอบไปด้วยภาพ และแผนที่ประกอบการใช้จักรยาน นอกจากนี้ยังได้มีการแปลเอกสารแปลเอกสารหมายเลข 37 ขององค์การยูเนสโก (no. 37 - May 2014 Climate Change Adaptation for Natural World Heritage Sites – A Practical Guide) เพื่อเป็นเอกสารเผยแพร่เกี่ยวกับการตั้งรับและปรับตัวกับการเปลี่ยนแปลงสภาพภูมิอากาศที่จะส่งผลกระทบต่อสภาพโดยรอบของแหล่งมรดกที่มีคุณค่าในระดับสากลด้วย

Project to Create Preservative Tourism Routes for Sites with Outstanding Universal Value Leading to Low-Carbon Society’s objectives are to create preservative tourism routes in world heritage sites to protect them to maintain outstanding universal value leading to low-carbon society, create media to disseminate information on importance of the outstanding universal value of the pilot heritage sites and to promote knowledge and understanding in the outstanding universal value and preservation and protection of and surroundings of the sites with outstanding universal value. The project also focuses on how to deal with and adaptation to climate change which will affect the surrounding areas of the sites with outstanding universal value.The project’s target area is Kang Krachan forest areas comprising Pachee River Wildlife Sanctuary, Kang Krachan National Park and Kui Buri National Park. The researcher has surveyed the preservative tourism routes and prepared the routes containing information such as maps, routes, symbols, legends and descriptions. Moreover, activities to strengthen potential in preserving and protecting the sites with outstanding universal value were held as activities to disseminate knowledge and understanding in preservation and protection of surrounding areas of the world heritage sites including disseminating basic knowledge of the world heritage sites, climate change, how to deal with and adjustment to climate change which would affect the world heritage site. The activities also included promotion of preservative tourism in the pilot areas leading to low-carbon society. Finally, all data was gathered to prepare public relation documents and media for the heritage sites with outstanding universal value. The study found 5 appropriate routes for riding a bicycle, a vehicle suitable for a low-carbon society as 31.8-kilometer Pachee River-Thai Prachan Route, 1.1-kilometer Kang Krachan Route, 4-kilometer Pa La Au Route, 4-kilometer Kui Buri Route and 8.9-kilometer Sam Rong Route. All the routes have been tried and granted approval from related parties. Therefore, a 32-page booklet was published to give general knowledge and importance of Kang Krachan Forest Heritage Areas, knowledge in riding a bicycle and details of the routes illustrated with photos and maps for riding. Moreover, UNESCO No. 37- May 2014 Climate Change Adaptation for Natural World Heritage Sites- A Practical Guide was translated into Thai to give knowledge on handling with and adaptation to the climate change which would affect the surrounding areas of the sites with outstanding universal value.
