พัฒนามาตรฐานเพื่อยกระดับผลิตภัณฑ์อุตสาหกรรม กิจกรรมที่ 1 พัฒนามาตรฐานในกลุ่มอุตสาหกรรมยุทธศาสตร์ สาขาอุตสาหกรรมผลิตภัณฑ์ยาง ประจำปีงบประมาณ พ.ศ.2558

Abstract

เนื่องจากความก้าวหน้าทางเทคโนโลยีที่มีการเปลี่ยนแปลงตลอดเวลา และเพื่อให้มีมาตรฐานทันต่อความต้องการ จึงจำเป็นต้องพัฒนามาตรฐานที่สามารถตอบสนองความต้องการของทุกภาคส่วน และได้รับ การยอมรับ การกำหนดมาตรฐานจำเป็นต้องมีข้อมูลทางด้านข้อกำหนดคุณลักษณะ (specification) เกณฑ์คุณภาพ วิธีทดสอบคุณภาพผลิตภัณฑ์ ที่ทำให้มาตรฐานมีความเหมาะสมกับสภาพเทคโนโลยีของประเทศ และเป็นที่ยอมรับของทุกภาคส่วน ตอบสนองความต้องการและสร้างความเข้าใจของภาคอุตสาหกรรมที่มีต่อการมาตรฐาน ซึ่งการดำเนินการดังกล่าวต้องใช้ผู้เชี่ยวชาญที่มีความรู้ ความสามารถ และความเชี่ยวชาญ ในสาขาอุตสาหกรรมต่างๆ เพื่อให้ได้ร่างมาตรฐานที่มีข้อมูลถูกต้องตามหลักวิชาการและสามารถดำเนินการให้เป็นไปตามมาตรฐานที่กำหนด ดังนั้นเพื่อพัฒนามาตรฐานสาขาอุตสาหกรรมผลิตภัณฑ์ยางให้สอดคล้องกับความต้องการของผู้ใช้ จำเป็นต้องใช้ผู้เชี่ยวชาญเฉพาะสาขา มาดำเนินการกำหนดมาตรฐาน โดยใช้หลักวิชาการทั้งจากคุณสมบัติ ทางทฤษฎีและจากผลทดสอบมาประกอบการจัดทำร่างมาตรฐาน สำนักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม (สมอ.) จึงได้จัดทำโครงการพัฒนามาตรฐานเพื่อยกระดับผลิตภัณฑ์อุตสาหกรรมยางขึ้น ร่างมาตรฐานผลิตภัณฑ์อุตสาหกรรมที่ได้จัดทำขึ้นภายใต้โครงการพัฒนามาตรฐานเพื่อยกระดับผลิตภัณฑ์อุตสาหกรรม กิจกรรมที่ 1 พัฒนามาตรฐานในกลุ่มอุตสาหกรรมยุทธศาสตร์ สาขาผลิตภัณฑ์อุตสาหกรรมยาง ประจำปีงบประมาณ 2558 มีจำนวน 6 เรื่อง ดังนี้ 1. ถุงนิ้วยาง (rubber finger cot) 2. ยางชะลอความเร็ว (rubber speed hump) 3. ยางปูพื้นรถยนต์ (automotive rubber mats) ปรับปรุงและแก้ไข มอก. 947-2533 4. ยางปัดน้ำฝน (rubber wiper blade) 5. ยางรัดของ (rubber bands) ปรับปรุงและแก้ไข มอก. 886-2555 6. ยางโอริง (rubber o-ring) ขั้นแรกเป็นการจัดทำร่างมาตรฐานสำหรับเสนอคณะผู้จัดทำร่าง (Committee Draft, CD) จากนั้นได้จัดประชุมคณะผู้จัดทำร่างมาตรฐาน เพื่อพิจารณา CD และหาข้อยุติเพื่อจัดทำร่างมาตรฐานสำหรับเวียนขอข้อคิดเห็นจากหน่วยงานต่างๆ ที่เกี่ยวข้อง (Committee Draft for Vote, CDV) หลังจากที่คณะผู้จัดทำได้แก้ไขปรับปรุง CDV ตามมติคณะผู้จัดทำร่างฯ และข้อคิดเห็นจากการเวียนร่างแล้วจะได้ Final Draft National Standard (FDN) สำหรับเสนอคณะกรรมการพิจารณาร่างมาตรฐานผลิตภัณฑ์อุตสาหกรรมของ สมอ. ต่อไป

Due to the technological advances that are changing all the time and to keep up with the demand, we need to develop standards that can meet the needs of all sectors and recognized by industrials. The standard shell have the information about specifications and test methods for certifying product qualities. The standards are appropriate to the technology of the country and acceptable to all parties. Meet the needs and understanding of the industry toward standards, such action requires professionals with knowledge, skills and expertise in various industries. Thus, the standard developed will follow the correct theoretical knowledge and can be performed according to the standards set. Therefore; in order to develop standards for industrial rubber products to meet the needs of users, the rubber specialists are require to implement the standards. The main technical features of both theoretical and experimental results are needed for drafting the standards. Thai Industrial Standards Institute (TISI) has established a program to improve the standard in industrial rubber products. The draft standard has been prepared under the project to develop standard products leverage industry standard development activities in Strategy Activity 1. There are 6 industrial rubber product standard will be developed in the fiscal year of 2558 as follows. 1. Rubber finger cot 2. Rubber speed hump 3. Automotive rubber mats (revise TIS. 947-1990) 4. Rubber wiper blade 5. Rubber bands (revise TIS. 886-2012) 6. Rubber o-ring The first step is to prepare a draft standard (Committee Draft, CD). Then, the CD drafts were presented in the committee meeting for considerations. Next, the CD drafts were modified according to the committee’s comments and developed to Committee Draft for Vote ZCDV) that were circulation to publics. After getting feedback and responses from various agencies, the CDV drafts were improved to be Final Draft National Standard (FDN) and sent to TISI for consideration.
