| dc.description.abstract | จากสถานการณ์ปัญหาสิ่งแวดล้อมทั่วโลกในปัจจุบัน ไม่ว่าจะเป็นการเปลี่ยนแปลงสภาพภูมิอากาศ การขาดแคลนน้ำ การลดลงของทรัพยากรธรรมชาติ และการทำลายสิ่งแวดล้อม ล้วนมีผลมาจากการเติบโตของเศรษฐกิจและการพัฒนาอุตสาหกรรม เพราะฉะนั้นจึงเกิดแนวคิดการพัฒนาอย่างยั่งยืน ผนวกกับการพัฒนาอุตสาหกรรมเพื่อการเติบโตของเศรษฐกิจ ซึ่งจำเป็นสำหรับการพัฒนาประเทศ พร้อมทั้งดูแลและรักษาสิ่งแวดล้อมไปพร้อมกัน เพื่อสร้างสมดุลระหว่าง 2 ด้านนี้ จึงเกิดเป็นหลักการการประเมินประสิทธิภาพเชิงนิเวศเศรษฐกิจ (Eco-efficiency) ด้วยเหตุนี้ การยางแห่งประเทศไทย จึงต้องการศึกษาการพัฒนาที่ยั่งยืนโดยใช้หลักการการประเมินประสิทธิภาพเชิงนิเวศเศรษฐกิจ เพื่อให้ครอบคลุมการพัฒนาด้านเศรษฐกิจและด้านสิ่งแวดล้อมควบคู่กันอย่างสมดุล โดยการประเมินประสิทธิภาพเชิงนิเวศเศรษฐกิจสอดคล้องกับแนวทางการพัฒนาอย่างยั่งยืนในแผนยุทธศาสตร์ชาติ 20 ปี (พ.ศ. 2560-2579) และแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 12 (พ.ศ. 2560-2564) ซึ่งกรอบยุทธศาสตร์ชาติระยะ 20 ปี ระบุวิสัยทัศน์ “ประเทศไทยมีความมั่นคง มั่งคั่ง ยั่งยืน เป็นประเทศพัฒนาแล้ว ด้วยการพัฒนาตามหลักปรัชญาของเศรษฐกิจพอเพียง” และเป็นการขับเคลื่อนการสนับสนุนเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals : SDGs) การลดผลกระทบสิ่งแวดล้อม การลดก๊าซเรือนกระจก การใช้ทรัพยากรอย่างคุ้มค่า การลดการใช้น้ำและส่งเสริมการผลิตและการบริโภคอย่างยั่งยืน เพื่อการพัฒนาองค์ความรู้และพัฒนาองค์กรในการประเมินประสิทธิภาพเชิงนิเวศเศรษฐกิจให้มีประสิทธิภาพและมีแนวทางในการดำเนินงานที่ถูกต้อง มีการกำหนดตัวชี้วัดที่เหมาะสม ตรงประเด็นกับยุทธศาสตร์ของการยางแห่งประเทศไทย (ยุทธศาสตร์ที่ 1 การสร้างรายได้จากการบริการและดำเนินธุรกิจ ยุทธศาสตร์ที่ 2 การพัฒนายางพาราตลอดห่วงโซ่อุปทานและห่วงโซ่คุณค่า ยุทธศาสตร์ที่ 3 การวิจัยและพัฒนาเพื่ออนาคต และยุทธศาสตร์ที่ 4 การบริหารจัดการองค์กรเพื่อมุ่งสู่ความเป็นเลิศ) และใช้ในการพัฒนาปรับปรุงและยกระดับอุตสาหกรรม ตอบโจทย์เป้าหมายในการดำเนินธุรกิจที่เป็นมิตรกับสิ่งแวดล้อมและการพัฒนาอย่างยั่งยืนต่อไป การประเมินประสิทธิภาพเชิงนิเวศเศรษฐกิจ สามารถคำนวณได้จากคุณค่าของระบบผลิตภัณฑ์ (Product System Value) หารด้วยผลกระทบสิ่งแวดล้อม (Environmental Impacts) ที่สนใจ ซึ่งการคำนวณตัวชี้วัดประสิทธิภาพเชิงนิเวศเศรษฐกิจของการยางแห่งประเทศไทย กำหนดคุณค่าระบบผลิตภัณฑ์ คิดจาก “ปริมาณผลิตภัณฑ์ที่ผลิตได้” และพิจารณาผลกระทบสิ่งแวดล้อมทางด้านการปล่อยก๊าซเรือนกระจก ตามหลักการประเมินวัฏจักรชีวิต (Life Cycle Assessment) จากการศึกษาวิจัย พบว่าปีบัญชี 2564 การยางแห่งประเทศไทยมีปริมาณผลิตภัณฑ์ที่ผลิตได้12,704,786.79 kg/ปี มีปริมาณการปล่อยก๊าซเรือนกระจกจากการผลิต 3,635,633.33 kgCO2eq. ดังนั้นจึงสามารถคำนวณค่าประสิทธิภาพเชิงนิเวศเศรษฐกิจของการยางแห่งประเทศไทยมีค่าเท่ากับ 3.4945 kg/kgCO2eq. ทั้งนี้ แนวทางการปรับปรุงประสิทธิภาพเชิงนิเวศเศรษฐกิจของการยางแห่งประเทศไทยควรมุ่งเน้นไปที่การลดใช้พลังงานไฟฟ้า เนื่องจากส่งผลต่อการปล่อยก๊าซเรือนกระจกอย่างมีนัยสำคัญ Regarding the current environmental problem around the world, whether it be climate change, water scarcity, decrease of natural resources, and environmental destruction, all of these are caused by the growth of economy and industrial development. Consequently, the pathway of sustainable development in combination with the industrial development for economic growth is needed for national development and environmental conservation. For the balances of these two dimensions, it results in the principles to assess the eco-efficiency. Therefore, Rubber Authority of Thailand needs to study sustainable development by using the principles of eco-efficiency assessment for the development of economy and environment. The assessment of eco-efficiency conforms to sustainable development according to the 20-years National Strategy (2017-2036) and the 12th National Economic and Social Development (2017-2021). The scope of the 20-years National Strategy indicates the vision, “Thailand has stability, prosperity and sustainability and will become a developed country through developments based on the sufficiency economy philosophy”, and to support Sustainable Development Goals:SDGs, which are the reduction of environmental impacts, of greenhouse gas, the well-use of resources, reduction of water use, and the promotion of sustainable production and consumption for the developing knowledge and organization in the eco-efficiency assessment to have the right practice, there should be the appropriate indicators in compliance with the strategies of Rubber Authority of Thailand (Strategy 1 Building income from Services and Business Operation; Strategy 2 Development of Rubber throughout the Supply Chain and the Value Chain, Strategy 3 Research and Development for Future; Strategy 5 Organizational Administration for Excellency), to be applied in the industrial improvement and elevation, to respond the goal of eco-friendly business operation and sustainable development.
The eco-efficiency assessment could be processed from the Product System Value divided by the interesting environmental impacts. The assessment of Product System Value could be calculated from “production volume”. The Interesting Environmental Impact will consider greenhouse gas emission in accordance with Life Cycle Assessment.
According to the study, it was found that production volume of Rubber Authority of Thailand is 12,704,786.79 kg/year The impact of greenhouse gas emission was 3,635,633.33 kgCO2eq. Thus, the eco-efficiency could be equal to 3.4945 kg/kgCO2eq. It was discovered that the pathway to improving the eco-efficiency of Rubber Authority of Thailand should focus on the decreasing the use of resources in the factory, whether it be electricity. | th |
