| dc.description.abstract | โครงการศึกษาวิจัยการประเมินความต้องการหลังเกิดสาธารณภัย (Post Disaster Needs Assessment: PDNA) เพื่อจัดทำกรอบการฟื้นฟูหลังเกิดสาธารณภัย (Post Disaster Recovery Framework: PDRF) มี วัตถุประสงค์เพื่อเสริมสร้างองค์ความรู้ ความเข้าใจ และทักษะในการประเมินความต้องการหลังเกิดสาธารณภัย และกรอบการฟื้นฟูหลังเกิดสาธารณภัยให้แก่บุคลากรกรมป้องกันและบรรเทาสาธารณภัยและหน่วยงานภาคี เครือข่ายที่เกี่ยวข้องให้สามารถประเมินความต้องการหลังเกิดสาธารณภัยตามแบบฟอร์มมาตรฐานสากล เพื่อจัดทำฐานข้อมูลการประเมินความต้องการหลังเกิดสาธารณภัย (PDNA baseline data) เพื่อให้ประเทศมี แนวทางในการวิเคราะห์ความเสียหาย (damage) และความสูญเสีย (loss) ของการประเมินความต้องการหลังเกิดสาธารณ ภัยตามหลักสากล และจัดทำร่างรายงานการประเมินความต้องการหลังเกิดสาธารณภัยและร่างกรอบการฟื้นฟู หลัง เกิดสาธารณภัย โดยใช้วิธีวิจัยเชิงคุณภาพ และมีพื้นที่จังหวัดนครศรีธรรมราชเป็นกรณีศึกษา ผลการศึกษา ดังนี้ พัฒนา PDNA tools ของภาคส่วนหลักทั้งสาม (คมนาคม, การศึกษา, ที่อยู่อาศัย) ตาม หลักการสากล ซึ่งรวมประเด็นคาบเกี่ยวอื่นๆ (การจัดการภาครัฐ, การลดความเสี่ยงจากสาธารณภัย, สิ่งแวดล้อม, เศรษฐกิจมหภาค, และการพัฒนาทรัพยากรมนุษย์) ไปในการพัฒนาเครื่องมือดังกล่าวแล้วโดย PDNA tool ในแต่ ละภาคส่วนประกอบด้วยโครงสร้าง ดังนี้ แนวทางการจัดทีมประเมิน PDNA แนวทางการสร้างมาตรฐานการจัดทำฐานข้อมูล PDNA (PDNA Baseline Data) แบบประเมินความเสียหาย (Damages) และความสูญเสีย (Losses) สำหรับ PDNA และแนวทางในการวิเคราะห์ความเสียหายและความสูญเสีย สำหรับ PDNA คณะวิจัยได้นำ PDNA tool ภาคคมนาคมที่ได้พัฒนาขึ้นไปทดลองใช้ในพื้นที่จังหวัดนครศรีธรรมราช โดยได้รวบรวมข้อมูลความเสียหายที่ เกิดขึ้นจากสาธารณภัยในรอบปี พ.ศ.2560 ซึ่งพบว่า ความเสียหาย มีจำนวนรวมทั้งสิ้น 1,007,165,799.19 บาท และยังส่งผลต่อความสูญเสียต่อการจัดการภาครัฐ, การลดความเสี่ยงจากสาธารณภัย, สิ่งแวดล้อม, เศรษฐกิจ มหภาค, และการพัฒนาทรัพยากรมนุษย์ โดยการจัดทำ conceptual PDRF ในการศึกษาครั้งนี้ ได้ดำเนินการใน ลักษณะของกรอบแนวคิด (conceptual framework) ที่สอดคล้องกับหลักการสากล ที่แสดงให้เห็นถึงแนวคิดและ หลักการของการฟื้นฟูหลังเกิดสาธารณภัย ข้อเสนอแนะ การประเมินความต้องการหลังเกิดสาธารณภัยเป็นประเด็นที่ระบุอยู่ในกลยุทธ์ฟื้นฟูอย่าง ยั่งยืนของแผนป้องกันและบรรเทาสาธารณภัยแห่งชาติ พ.ศ.2558 ซึ่งระบุไว้อย่างชัดเจนว่าหน่วยงานดำเนินการ คือ สำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ โดยมีหน่วยงานร่วมดำเนินการ ได้แก่ กระทรวงมหาดไทย กระทรวงการคลัง และสำนักงานงบประมาณ อย่างไรก็ตามการประเมินความต้องการหลังเกิดสาธารณภัยยังคงไม่มีความ คืบหน้ามากนัก ดังนั้นหน่วยงานต่าง ๆ จึงควรที่จะมุ่งดำเนินการให้ระบบการประเมินความต้องการหลังเกิดสาธารณ ภัยมีความคืบหน้าในภาคปฏิบัติการจริง และหน่วยงานอื่น ๆ ที่มีบทบาทหน้าที่ตามแผนป้องกันและบรรเทาสาธารณ ภัยแห่งชาติ พ.ศ.2558 ควรเข้ามามีบทบาทเป็นหน่วยงานร่วมดำเนินการประเมินความต้องการหลังเกิดสาธารณ ภัย นับตั้งแต่การจัดทำข้อมูลพื้นฐาน (Baseline data) และข้อมูลเพื่อการประเมิน (Assessment data) สำหรับภาคส่วนต่าง ๆ ของการประเมินความต้องการหลังเกิดสาธารณภัย The objectives of this research on ‘Post Disaster Needs Assessment (PDNA) for Post Disaster Recovery Framework (PDRF)’ are to enhance knowledge, understanding and skills of PDNA and PDRF for personnel of Department of Disaster Prevention and Mitigation and allied in related networks in order to do PDNA that meets the international forms and standards in order to make a PDNA baseline database and so that the country will have directions for analyzing and assessing damage and loss in accordance with international standards of PDNA; and to draft the reports on PDNA and to draft PDRF. This research work is a qualitative one conducted in the area of Nakhon Si Thammarat Province as a case study. The findings from the study can be concluded as follows. PDNA tools are developed for the three core fields (namely, transport, education and households) in accordance with international principles. Other matters (namely, public management, disaster risk reduction, environment, macro economy and human resource development) have already been included in the aforementioned tools. The PDNA tool for each field has the following structure: the direction for the establishment of PDNA team, the direction for setting up the standard for the creation of PDNA Baseline Database, damage and loss assessment forms for PDNA, and the direction for the analysis of damage and loss. As for PDNA, the research team has tried implementing the PDNA Tool for transport that has been developed to the area of Nakhon Si Thammarat Province, by gleaning Information of loss and damage caused from disasters in the year of 2017. It is discovered that the gross value of all the damage and loss in 2017 has been 1,007,165,799.19 baht in total. In addition, the matters of public management, disaster risk reduction, environment, macro economy and human resource development are affected. As for the making of conceptual PDRF, in this study, PDRF is created as a conceptual framework that concurs with international principles by reflecting the concept and principle of post disaster recovery and rehabilitation. As for the suggestions, PDNA has been included in the strategy for sustainable rehabilitation of the National Disaster Prevention and Mitigation Plan 2015, which has clearly stipulated that the main actor is the Office of the National Economic and Social Development Council, with cooperation from Ministry of Interior, Ministry of Finance and Bureau of the Budget. Nevertheless, there has not been much progress. Therefore, organizations and agencies should focus on making the progress of the creation of PDNA System that can be applied to real operations. At the same time, other organizations with roles and responsibilities as stipulated in National Disaster Prevention and Mitigation Plan 2015 should play roles of cooperators for making PDNA, by making Baseline Data and Assessment Data for all sectors to do PDNA. | th |
