จัดทำแผนพัฒนาทางหลวงชนบทประจำกรม ประจำปีงบประมาณ พ.ศ. 2561 กลุ่มที่ 8

Abstract

โครงการจัดทำแผนพัฒนาทางหลวงชนบทประจำกรม ประจำปีงบประมาณ พ.ศ. 2561 มีจุดประสงค์เพื่อ ศึกษาความเหมาะสมเบื้องต้นของโครงการยกระดับมาตรฐานชั้นทางให้แก่บุคลากรกรมทางหลวงชนบท และศึกษาการจัดทำแผนแม่บทบูรณาการโครงข่ายทางหลวงท้องถิ่น การศึกษาความเหมาะสมการยกระดับมาตรฐานชั้นทางนั้นได้ทำการรวบรวมข้อมูลสายทางในพื้นที่ศึกษา ข้อมูลปริมาณจราจรทั้งวันเฉลี่ยตลอดทั้งปี (AADT) ของสายทางในพื้นที่ศึกษา ข้อมูลกายภาพของสายทาง ข้อมูลด้านเศรษฐกิจและสังคมภายในพื้นที่ศึกษา และทำการคัดเลือกสายทางที่ต้องทำการศึกษาความเหมาะสมของโครงการยกระดับมาตรฐานชั้นทาง จัดทำแบบจำลองด้านการจราจรและขนส่ง เพื่อใช้ในการคาดการณ์ปริมาณจราจรในอนาคตของสายทางที่ และทำการศึกษาความเหมาะสมของโครงการยกระดับมาตรฐานชั้นทาง ซึ่งจากการศึกษาผลประโยชน์ทางด้านเศรษฐศาสตร์แบ่งออกเป็น 3 ส่วนหลักได้แก่ 1)มูลค่าประหยัดค่าใช้จ่ายจากการใช้ยานพาหนะ (Vehicle Operating Cost, VOC) 2)มูลค่าประหยัดเวลาในการเดินทาง (Travel Time Saving) 3) มูลค่าจากการลดค่าใช้จ่ายจากอุบัติเหตุ (Accident Cost Saving) ส่วนการศึกษาการจัดทำแผนแม่บทบูรณาการโครงข่ายทางหลวงท้องถิ่น ผลการศึกษาดังกล่าวพบว่า ในการยกระดับมาตรฐานชั้นทางท้องถิ่นมีปัจจัยสำคัญที่ใช้ในการพิจารณาอยู่ 6 ปัจจัย ได้แก่ 1) ยุทธศาสตร์การพัฒนาเชิงพื้นที่ 2) การเข้าถึงพื้นที่สำคัญ 3) ความหนาแน่นของชุมชน 4) การเข้าถึงบริการพื้นฐานของรัฐ 5) การเชื่อมโยงโครงข่ายคมนาคมอื่น ๆ และ 6) ปัจจัยด้านสิ่งแวดล้อม ซึ่งจากการพิจารณาปัจจัยดังกล่าวสามารถคัดเลือกสายทางท้องถิ่นที่มีศักยภาพจำนวนทั้งสิ้น 2,023 โครงข่าย ระยะทางรวม 28,445.378 กิโลเมตร The objectives for the Department of Rural Roads action plan development project for fiscal year 2018 are to investigate the feasibility of a project to upgrade road standards for the staff of the Department of Rural Roads and to study how a master plan for local highway network integration should be formulated. The investigation of feasibility to upgrade road standard collected route information, data on Annual Average Daily Traffic (AADT), physical data of the routes, economics and social data of the area under examined. In addition, the study also selected appropriate routes for the feasibility to upgrade road standard, generated traffic and transportation model to forecast future traffic volume of the routes, and then investigated the feasibility to upgrade road standard. According to the study, it was found that economics benefits composed of 1) Vehicle Operating Cost (VOC); 2) travel time saving; and 3) accident cost saving. As for the study of a master plan for local highway network integration, it was found that the key factors to be considered for upgrading local road standards are including 1) strategy for spatial development; 2) access to important areas; 3) density of the community; 4) access to basic government service; 5) other communication networks; and 6) environmental factor. Accordingly, there are 2,023 networks have been selected for potential local roads, with the total distance of 28,445,378 kilometer.
