ความสำคัญของการกำกับดูแลเครื่องวัดสินค้าเกษตรที่ส่งผลกระทบกับเศรษฐกิจและความเป็นธรรมในทางการค้า

Abstract

เครื่องมือวัดคุณภาพสินค้าเกษตรมีความสำคัญในการซื้อขายสินค้าเกษตร เพื่อกำหนดราคาสินค้าต่อหน่วยปริมาณ ความคลาดเคลื่อนจากการใช้เครื่องมือวัดที่ไม่ได้มาตรฐานหรือการไม่มีเครื่องมือวัดที่จำเป็นจะส่งผลต่อความเป็นธรรมในทางการค้า รายได้ของเกษตรกร ความน่าเชื่อถือด้านมาตรฐานของสินค้าและผลิตภัณฑ์การเกษตร ซึ่งเป็นพันธกิจของกรมการค้าภายในตามกฎหมาย ด้านการส่งเสริมและพัฒนาสินค้า ระบบและกลไกการตลาด ด้านการส่งเสริมและพัฒนาเกษตรกร ด้านการดูแลราคา ปริมาณ และด้านการพัฒนามาตรฐานการชั่งตวงวัดให้เทียบเท่าสากลและเป็นผู้นำอาเซียน การกำกับดูแลเครื่องวัดสินค้าเกษตร ที่ปรึกษามีความเห็นว่า สมควรขยายขอบเขตการกำกับดูแลเครื่องวัดโดยเริ่มจากสินค้าเกษตรสำคัญที่มีเครื่องวัด โดยเฉพาะอย่างยิ่ง ข้าวและอ้อยโรงงานก่อน เนื่องจากสามารถดำเนินการได้ทันทีโดยเน้นการดำเนินการที่มีการซื้อขายปริมาณมาก สำหรับเครื่องวัดความหวานผลไม้ เครื่องวัดความสุกแก่ของทุเรียน เครื่องวัดปริมาณเนื้อยางในน้ำยางพารา และเครื่องวัดร้อยละปริมาณน้ำมันในทะลายปาล์มนั้น มีความจำเป็นที่หน่วยงาน (สำนักงานกลางชั่งตวงวัด) จะต้องบูรณาการกับหน่วยงานพัฒนาอื่นๆ เพื่อให้เกิดเครื่องวัดขนาดเล็ก ที่เกษตรกรและผู้ประกอบการสามารถเป็นเจ้าของได้โดยใช้มาตรฐานและระบบการวัดเดียวกัน สำหรับการซื้อขายที่โรงงานรับซื้อน้ำยาง และโรงงานผลิตน้ำมันปาล์มนั้น อาจจะเป็นต้องใช้เครื่องมือขนาดใหญ่ ณ แหล่งรับซื้อเพื่อขจัดปัญหาการติดขัด ให้เกิดความสะดวกรวดเร็วในการซื้อขายอีกด้วย ในกรณีของเครื่องคัดแยกผลลำไยร่วงนั้น มีความจำเป็นที่สำนักงานกลางชั่งตวงวัดจะขยายขอบเขตในการกำกับดูแลเครื่องคัดแยกดังกล่าว เนื่องจากความคลาดเคลื่อนที่เกิดขึ้นไม่อยู่ในค่ามาตรฐานที่นัยสำคัญทางสถิติ 0.05 หรือกรณีตะแกรงมีอัตราเผื่อเหลือเผื่อขาดแล้วที่ ± 0.2 มม. โดยเฉพาะขนาด AA และ A สำหรับการเตรียมความพร้อมของสำนักงานกลางชั่งตวงวัดนั้น เนื่องจากขอบเขตงานในหน้าที่ความรับผิดชอบเพิ่มมากขึ้นโดยเฉพาะเครื่องวัดสินค้าเกษตรที่มีการซื้อขายกระจายทั่วประเทศนั้น จึงมีความจำเป็นอย่างยิ่งในการเตรียมพร้อมยกระดับให้เป็นหน่วยงานระดับกรม และมีความร่วมมือกับหน่วยงานมาตรฐานทั้งภายในและต่างประเทศ ซึ่งจะทำให้บรรลุเป้าหมายตามยุทธศาสตร์ของกรมการค้าภายใน Quality measurement instruments are important in agricultural product trading especially for determining the product price per unit quantity. Errors from the use of non-standard measuring instruments or the lack of necessary measuring tools will affect fairness in trade. In addition, farmers' income relies on the standard of agricultural products. This is one of the missions of the Department of Internal Trade under the law, assisting and promoting marketing systems and mechanisms in order to meet international standards for weighing and quality measuring as an ASEAN leader. This research suggests that there is a need to expand the scope of supervision of the quality measurement instruments, starting from the important agricultural products with measuring instruments especially rice and sugar cane. They can be executed immediately by focusing on operations or products that have large volumes of trading. It is necessary that the agency (Central Bureau of Weights and Measures) call for collaborations with other development agencies to make small but handy meters for fruit sweetness meter. Farmers and entrepreneurs can own by using the same standards and measurement systems. For trading at the latex buying points and/or the palm oil production plants, those products may be required to use larger meters at the purchasing site to eliminate the problem of jamming. To provide convenience and speed in trading as well, in the case of the longan fruit sorting machine, It is necessary that the Central Bureau of Weights and Measures will expand the scope of supervision of such sorting machines. Due to the error that is not within the standard value of statistical significance 0.05 or the sieve has a margin of error at ± 0.2 mm, especially the size AA and A. Therefore, it is very important that the Central Bureau of Weights and Measures should be prepared and upgraded to be the department level due to the increasing scope of work and responsibility. The agency should have cooperation with other standard agencies both inside and abroad in order to achieve the strategic goals of the Department of Internal Trade.
