Abstract

สำนักงานนโยบายและแผนการขนส่งและจราจร (สนข.) กระทรวงคมนาคม ได้ดำเนินโครงการศึกษาจัดทำฐานข้อมูลสารสนเทศด้านการขนส่งและจราจรเพื่อประเมินขีดความสามารถการแข่งขันของประเทศ โดยมีวัตถุประสงค์เพื่อการพัฒนาตัวชี้วัดประสิทธิภาพด้านการขนส่งและจราจร และการพัฒนาฐานข้อมูลสารสนเทศด้านการขนส่งและจราจรสำหรับการพัฒนาตัวชี้วัด ขั้นตอนของการศึกษาเริ่มจากการทบทวน/รวบรวมข้อมูลที่เกี่ยวข้องทั้งในส่วนของนโยบายแผนยุทธศาสตร์ โครงการต่างๆ การทบทวนตัวชี้วัดด้านการขนส่งและจราจรของต่างประเทศ การจัดอันดับความสามารถในการแข่งขันของประเทศในระดับสากล รวมถึงการทบทวนตัวชี้วัดประสิทธิภาพด้านการขนส่งและจราจรที่มีอยู่จากหน่วยงานต่างๆ ของประเทศไทย แล้วทำการจัดทำตัวชี้วัดประสิทธิภาพด้านการขนส่งและจราจรที่เหมาะสมสำหรับประเทศไทย และทำการพัฒนาฐานข้อมูลสารสนเทศด้านการขนส่งและจราจรเพื่อรองรับการจัดทำตัวชี้วัดสำหรับการประเมินขีดความสามารถการแข่งขันของประเทศด้านโครงสร้างพื้นฐานการขนส่งและจราจร สำหรับเป็นฐานข้อมูลที่สามารถนำไปใช้กำหนดนโยบายและวางแผนพัฒนาการขนส่งการจราจรของประเทศได้อย่างเหมาะสมและมีประสิทธิภาพ การศึกษาได้กำหนดตัวชี้วัดประสิทธิภาพด้านการจราจรและขนส่งของประเทศไทย ทั้งตัวชี้วัดในระดับประเทศและระดับเมืองหลัก ครอบคลุมทุกรูปแบบการเดินทางและขนส่ง รวมทั้งสิ้น 44 ตัวชี้วัด แบ่งเป็น 4 กลุ่ม ได้แก่ กลุ่มความสามารถในการให้บริการ ด้านคุณภาพการให้บริการ ด้านการใช้งานและด้านความปลอดภัย ซึ่งจากผลการประเมินขีดความสามารถการแข่งขันของประเทศด้านการขนส่งและจราจรพบว่า มีระดับคะแนนในปี พ.ศ. 2558 เท่ากับ 2.69 (จากคะแนนในช่วง 1-5) ซึ่งสะท้อนให้เห็นว่าศักยภาพและประสิทธิภาพของโครงสร้างพื้นฐานด้านคมนาคมขนส่งของไทยในปัจจุบันยังอยู่ในระดับต่ำเมื่อเทียบกับเป้าหมายที่ต้องการและต้องการการปรับปรุงอีกมาก โดยประเด็นที่ต้องการการแก้ไขปรับปรุงเร่งด่วนได้แก่การขยายโครงข่ายทางรถไฟ การเพิ่มเติมทางคู่ และการปรับปรุงการให้บริการรถไฟ การขยายโครงข่ายระบบขนส่งมวลชนในเมือง การปรับปรุงความสามารถในการรองรับปริมาณผู้โดยสารของท่าอากาศยานหลักของประเทศ การปรับปรุงการให้บริการของการขนส่งทำงน้ำ ปัญหามลพิษจากภาคขนส่ง และความปลอดภัยในการเดินทางและขนส่งทั้งทางถนน ทางอากาศ และทางรถไฟ ผลการศึกษาในครั้งนี้ทำให้ได้เครื่องมือที่ใช้วัดศักยภาพโครงสร้างพื้นฐานด้านการขนส่งด้วยมุมมองของประเทศไทย สามารถใช้เปรียบเทียบกับการประเมินของหน่วยงานจัดอันดับการแข่งขันสากลเป็นประโยชน์ต่อการพิจารณาประกอบการตัดสินใจในการวางยุทธศาสตร์/นโยบาย/แผนการลงทุนพัฒนาโครงสร้างพื้นฐานของประเทศ รวมทั้งยังส่งผลต่อการประเมินขีดความสามารถในการแข่งของประเทศจากองค์กรสากล ทั้งในแง่ของการได้มีโอกาสสอบทานข้อมูลที่ใช้ในการประเมินขีดความสามารถในการแข่งขันให้มีความถูกต้อง และช่วยให้การพัฒนาโครงสร้างพื้นฐานของประเทศไปในทิศทางที่ถูกต้องซึ่งจะส่งผลต่อประสิทธิภาพของระบบการเดินทางและขนส่ง ระดับการให้บริการ และความพึงพอใจของผู้ใช้บริการในที่สุดและยังส่งผลต่อคะแนนการประเมินและอับดับการประเมินขีดความสามารถในการแข่งขันของประเทศไทยที่ดีขึ้น
