เพื่อส่งเสริมและปรับกระบวนทัศน์ของสังคมต่อผู้ต้องขังหญิง

Abstract

การศึกษาวิจัยเชิงปฎิบัติการเพื่อส่งเสริมกระบวนทัศน์ของสังคมที่มีต่อผู้ต้องขังหญิง มีวัตถุประสงค์เพื่อศึกษาถึงรูปแบบ แนวทางในการยอมรับและให้โอกาสผู้ต้องขังหญิงเพื่อกลับคืนสู่สังคม เพื่อกำหนดแนวทางในการปรับกระบวนทัศน์ของสังคมที่ให้โอกาสผู้ต้องขังหญิง พื้นที่เรือนจำจังหวัดพระนครศรีอยุธยา มีการทำบันทึกร่วมมือ (MOU) ระหว่างกรมราชทัณฑ์ผ่านเรือนจำจังหวัดพระนครศรีอยุธยากับองค์กรปกครองส่วนท้องถิ่น แต่ขาดกลไกในการขับเคลื่อนการปฎิบัติและขาดหน่วยประสานกำกับติดตามอย่างต่อเนื่อง ทำให้รูปธรรมของความร่วมมือขาดชะงักและไม่สามารถขยายผลได้ กระบวนทัศน์ของชุมชนต่อผู้ต้องขังและผู้พ้นโทษหญิง มีอคติติดลบและไม่ให้โอกาส ขาดความเข้าใจต่อผู้ต้องขังหญิงในเชิงบวก ส่วนหลักสูตรการเตรียมความพร้อมก่อนปล่อยยังเป็นรูปแบบที่ไม่ได้สร้างความตื่นรู้และการทำงานกับจิตสำนึกภายใน เนื่องด้วยข้อจำกัดของงบประมาณและเวลา รวมถึงสวัสดิการในชุมชนเกือบทั้งหมดเป็นสวัสดิการในรูปแบบการสงเคราะห์และเป็นการฝึกอาชีพที่จัดไว้ให้แก่คนในชุมชนทั่วไป ส่งผลให้ไม่มีผู้พ้นโทษที่มีส่วนร่วมในสวัสดิการเนื่องจากไม่ประสงค์เปิดเผยตัวตน และการวิจัยเชิงปฎิบัติการอย่างมีส่วนร่วมที่เน้นการทำงานกับผู้ที่เกี่ยวข้องพบว่า แต่ละหน่วยงานมีการดำเนินงานที่เป็นประโยชน์ต่อผู้พ้นโทษในระดับหนึ่ง แต่เป็นการทำงานอย่างแยกส่วนและขาดการประสานความร่วมมือกัน ซึ่งการสร้างเวทีประสานความร่วมมือ ทำให้หน่วยงานต่างๆ เกิดความสนใจต่อการประสานทรัพยากร และได้เสนอแนวทางความร่วมมือในรูปแบบที่ตนมีความถนัด พื้นที่ทัณฑสถานหญิงเชียงใหม่ เป็นพื้นที่ที่มีความพร้อมในการสร้างโอกาสและการเตรียมความพร้อมให้ผู้ต้องขังที่กำลังจะพ้นโทษ มีทางเลือกในการฝึกอาชีพเพื่อการดำรงชีวิตอิสระ จัดโปรแกรมการเตรียมความพร้อมก่อนปล่อยผ่านรูปแบบการฝึกอาชีพ ซึ่งมีความรู้และทักษะในการทำงานได้จริง และฐานคิดที่เปิดโอกาสให้ผู้พ้นโทษมีอาชีพที่เป็นอิสระ มีฝีมือคุณภาพ มีวินัย ความรับผิดชอบ สร้างรายได้จากผลงานของตนเองนั้น เป็นเงื่อนไขที่ทำให้เกิดการมีอัตตมโนทัศน์ (self-concept) เชิงบวกต่อตนเอง และส่งผลให้สังคมมองเห็นคุณค่าและลดอคติ นอกจากการปรับกระบวนทัศน์ต่อพนักงานผ่านการนวดและสปา ส่งผลให้ผู้พ้นโทษเกิดความเชื่อมั่นในตนเองจากความรู้และทักษะในการฝึกนวดไปสู่การนวดมืออาชีพ เกิดทักษะการใช้ชีวิตอยู่ร่วมกันกับผู้อื่นในสังคมภายนอก การมีความหวังในงานอาชีพ รายได้ที่เพียงพอต่อการเลี้ยงตนเองและครอบครัว ทำให้เกิดความภาคภูมิใจ เกิดความสุข รวมถึงชุมชนใกล้เคียงเข้าใจและให้การยอมรับผู้พ้นโทษมากขึ้น จากการที่มีผู้เข้ามาใช้บริการทั้งคนไทยและคนต่างชาติ การยอมรับให้เช่าตึกเปิดสาขาใหม่และลดค่าเช่าที่ ให้โอกาสเพื่อเป็นประโยชน์ต่อผู้พ้นโทษหญิง การได้รับโอกาสที่เหมาะสมต่อเนื่อง ได้ฝึหฝนตนเองในอาชีพ มีชีวิตที่อยู่อย่างไม่ต้องปกปิดและหวาดระแวง ส่งผลให้สามารถปรับตัว ปรับความคิดและสร้างชีวิตใหม่ได้อย่างยั่งยืน ทัศนะและความความคิดของสื่อมวลชน แนวคิดและกระบวนทัศน์ของสื่อต่อผู้ต้องขังหญิง ยังเป็นการนำเสนอภาพลักษณ์ของผู้ต้องขงในภาพลบ หรือข่าวที่สะท้อนการทำความผิดซ้ำ ขาดการศึกษาที่มาและภูมิหลังที่ซับซ้อนของสถานการณ์ผู้ต้องขัง ส่งผลให้เกิดการตีตรา ซึ่งกระบวนทัศน์ใหม่นั้น ควรเป็นการเสนอข่าวสารและข้อมูลที่ทำให้เกิดความเข้าใจ ยอมรับ ให้โอกาสคนที่ก้าวพลาดในชีวิต ข้อเสนอแนะ 1. การประสานความร่วมมือจากข้อตกลงความร่วมมือ (MOU) ควรมีการทำงานร่วมกันอย่างสม่ำเสมอและจริงจัง เพื่อสร้างพื้นที่แห่งโอกาสให้อแก่ผู้พ้นโทษอันจะนำไปสู่การลดอคติของชุมชน รวมถึงหน่วยงานที่เกี่ยวข้องควรขยายการทำงานกับกลุ่มคนของชุมชนในรูปแบบที่สร้างสรรค์ เคารพจรรยาบรรณในการทำงานกับมนุษย์ และควรพัฒนาโครงการจัดอบรมเตรียมความพร้อมก่อนปล่อยให้ตอบสนองความต้องการที่เป็นจริงของผู้ต้องขัง เน้นการเตรียมความพร้อมทางจิตใจ เพื่อให้เกิดความเข้าใจสถานการณ์ของสังคมภายนอก และควรพิจารณาถึงการให้ความช่วยเหลือต่อครอบครัวผู้ต้องขัง ดูแลและจัดสรรสวัสดิการที่เหมาะสมแก่สมาชิกในครอบครัวผู้ต้องขัง และการสร้างระบบในการติดตามผู้พ้นโทษในชุมชนควรเน้นความสัมพันธ์การยอมรับความเป็นมนุษย์มากกว่าการเฝ้าระวังและการเพ่งโทษ 2. ทัณฑสถานหญิงเชียงใหม่ควรมีการวางแผนการทำงานกับสถานประกอบการอย่างต่อเนื่อง จริงจัง เพื่อพัฒนาโอกาสและฝีมือให้แก่ผู้ต้องขังในอาชีพนวด ขยายการทำงานกับผู้ประกอบการร้านนวดและสปา เพื่อเชื่อมโยงทรัพยากรจากภายนอก รวมถึงมีการยกย่องชื่นชมแก่สถานประกอบการต่อสาธารณชน เพื่อสร้างแรงจูงใจให้มองเห็นคุณค่าในการทำงาน และเน้นการปรับเปลี่ยนกระบวนทัศน์ของกลุ่มผู้พ้นโทษเอง ซึ่งเป็นแนวทางสำคัญในการฟื้นคืนคุณค่าให้ตนเอง มองตนเองอย่างยอมรับและเข้าใจ ค้นหาคุณค่าใหม่ในตนเอง สร้างกระบวนการกลุ่มที่ทำงานเชิงลึกกับสภาวะจิตใจ อารมณ์ของผู้พ้นโทษ เพื่อปลุกจิตสำนึกและสร้างพลังอำนาจในตนเอง ด้วยการสำรวจและค้นหาตนเอง 3. การสื่อสารกระบวนทัศน์ใหม่สู่สังคม เน้นรณรงค์และสร้างความเข้าใจอย่างต่อเนื่องด้วยการปลุกเร้าให้สังคมร่วมคิด ร่วมให้โอกาสใหม่ ให้เห็นผู้พ้นโทษในฐานะมนุษย์ เน้นการศึกษาวิจัยเพื่อนำเสนอความคิดของผู้พ้นโทษให้สังคมได้รับรู้ รงมถึงการทำงานกับผู้ที่อยู่ในสถานการณ์เปราะบาง ต้องให้ความสำคัญกับประเด็นสิทธิมนุษยชน ศักดิ์ศรีความเป็นมนุษย์ และการสร้างแบรนด์ผลิตผลคนดี ควรสื่อสารถึงพัฒนาการการต่อสู้จากจุดเริ่มต้นที่ก้าวพลาด จนสามารถพึ่งตนเองได้อย่างกล้าหาญ เพื่อให้สังคมได้เห็นรายละเอียดการต่อสู่และเส้นทางของนักสู้มากกว่าเห็นเพียงผลสำเร็จปลายทาง This pragmatic research aims to encourage social paradigm towards female inmates. In analyzing the patterns as well as the approach in providing opportunities and promoting the full rehabilitation of ex-prisoners back into society, certain efforts that lead to the paradigm shift can be set out in order to promote a more accepting and more understanding society for female inmates. Phra Nakhon Sri Ayutthaya Provincial Prison Despite an agreement on the MoU signed on behalf of the Department of Corrections with the Local Administration, the definite cooperation has yet failed to deliver due to the lack of driving mechanism in actual operation and the absence of coordinating units responsible for the follow-up process. The society at large still holds negative attitude and discrimination against female prisoners and ex-offenders. With limited budget and time, the preparation program prior to the release could not yield an awareness and enable the working of the inner consciousness. Community welfare, which comes mostly in the form of subsidies and occupational training, is provided mainly for general individuals. Ex-prisoners who rather not expose their identities cannot benefit fully from the welfare. According to the participatory research, ex-prisoners can only benefit from each sector to the certain extent. But as each sector works separately on its own and not in a collaborative effort, a cooperation forum is hence a factor that allows cooperation on resources and invites each sector to discuss the possible aid they could offer in each of its own field. Chiang Mal Woman Correctional Institution Chiang Mai Woman Correctional Institution is a well-established sector that creates opportunity for inmates who nearly complete their sentences and prepare them for the reintegration into the society. Inmates are entitled to a preparation program that provides them with options in occupational training of both the practical knowledge and skills. This idea of equipping ex-prisoners with quality work skills, self-discipline, and responsibility allows them to eam a living from their work and to develop a positive self-concept towards themselves. In tum, they have been regarded with more value and less bias. Ex-prisoners who have been trained in spa and massage training become more confident in themselves as they develop their skills to a professional level. They have learned social skills and other life skills first-hand during work. Not only their skill brings them sufficient income for taking care of themselves and their families, but it also gives happiness and self-esteem in consequence. The community then becomes more understanding and more accepting towards ex-prisoners. And as spa clients-both Thai and foreigners-are filled to capacity, a building was granted on lease for business expansion and the rent has been decreased. With continuous support and opportunities given, they are gradually and sustainably reintegrated into the society without having to live with fear and discomfort. They can cultivate their professional skills, learn to adapt themselves 8J1dtheir ways of thinking for their new life ahead. Ideas and Perception of the Media Female inmates are being portrayed negatively through the media. They are stigmatized as their guilts are repeatedly presented in the news regardless of the cause or complicated backgrounds and circumstances behind the crime. A new paradigm should be proposed for the news presentation to bring opportunities, understanding, and acceptance into the society for those who have been led astray. Suggestions 1. An agreement on the MoU demands serious cooperative efforts to push forward a space of opportunities for ex-prisoners and to reduce community bias. Any sectors involved should expand their work base by reaching out to the community with an inventive approach and respectful ethics. Moreover, the pre-release preparation program should be developed to response the actual need of inmates, that is to work with mental preparation and to prepare understanding about the situation of the world outside. Other efforts include aiding for families of the prisoners, appropriate welfare management for their family members, and recreating a follow-up system for ex-prisoners in a community by encouraging an accepting relationship with respect to human being rather than a vigilant watch. 2. Chiang Mai Woman Correctional Institution should set sustained plans in working with establishments to promote opportunities and work skills for massagists after their release from prison and to connect with outer resources by expanding work base with the spa and massage business owners. Also, another paradigm to work with is to cultivate the motivation and value in this profession, which is essential in the process of redeeming self-esteem. Ex-prisoners will embrace themselves with understanding and with new-found respect. Together with this process, a group method must be brought in for an in-depth work with emotions and mental conditions of the ex-prisoners, in order to empower themselves through self-investigation. 3. A new paradigm of communication should reach out to the society and focus on working its way towards a new understanding. The society should participate in finding solutions and creating opportunities for ex-prisoners as for human beings. The research must communicate and speak out for ex-prisoners. Those who engage in fragile situations should exercise extreme caution in the issue of human rights, human dignity, and the "good person" branding. The communication of their lives should reveal from the struggle after the mistake made and how they boldly work their ways towards self-independence. In this way. the society will be exposed to a story of a fighter, and not just an achievement acquired.
