พัฒนารูปแบบการประเมินวิทยฐานะของข้าราชการครูและบุคลากรทางการศึกษา

Abstract

The research study of “the Development of Teacher and Educational Personnel Promotional Assessment Framework/Model,” funded by Office of the Teacher Civil Service and Educational Personnel Commission, primarily aims to study the model of academic ranking assessment of teacher civil service and educational personnel and to develop criteria and methods for four tracks of personnel, including teaching, educational administration, school administration, and educational supervision. Varieties of methods in gathering data for the study are employed. Documentary researches of four different Countries, such as United States of America, England, Singapore and Hong kong, were investigated. In August, 2011, the research team had a site visit to the government agencies responsible for educational assessment and development and schools in Hong kong and Singapore. Executives in Ministry of Education and a number of stakeholders who had requested for the promotional assessment from all four career tracks were interviewed to provide information on the problems, obstacles, issues arising from the assessment process, and trends for future evaluation. Focus group method was also conducted among experts in the field on March 8, 2012. Lastly. Public hearing was organized on April 2, 2012 to gather ideas and recommendations on the proposed model. With all data, information, ideas, comments, and suggestions mentioned, a model for academic ranking assessment of teacher civil service and educational personel based on 360 degree evaluation is proposed in this study together with practical use for further application by Office of the Teacher Civil Service and Educational Personnel Commission in the future.

การวิจัยเรื่อง “การพัฒนารูปแบบการประเมินวิทยฐานะของข้าราชการครูและบุคลากรทางการศึกษา” โดยได้รับการสนับสนุนจากสำนักงานคณะกรรมการข้าราชการครูและบุคลากรทางการศึกษา (สำนักงาน ก.ค.ศ.) กระทรวงศึกษาธิการ มีวัตถุประสงค์หลักเพื่อศึกษารูปแบบการประเมินวิทยฐานะของข้าราชการครูและบุคลากรทางการศึกษา และจัดทำหลักเกณฑ์และวิธีการให้ข้าราชการครูและบุคลากรทางการศึกษามีวิทยฐานะและเลื่อนวิทยฐานะ 4 สายงาน คือ สายงานการสอน สายงานบริหารการศึกษา สายงานปริหารสถานศึกษาและสายงานนิเทศการศึกษา ผู้วิจัยได้ทำการเก็บรวบรวมข้อมูลเอกสารศึกษาจากต่างประเทศ 4 ประเทศ ได้แก่ ประเทศสหรัฐอเมริกา อังกฤษ สิงคโปร์และเขตปกครองพิเศษฮ่องกง ศึกษาดูงานในประเทศสิงคโปร์และเขตปกครองพิเศษฮ่องกงในช่วงระหว่างเดือนสิงหาคม 2554 การสัมภาษณ์ผู้มีส่วนได้เสีย (Stakeholders) ที่เคยมีประสบการณ์ยื่นขอประเมินเลื่อนตำแหน่ง การสัมภาษณ์ผู้บริหารเพื่อทราบถึงปัญหาและอุปสรรคในการประเมินในปัจจุบันและกำหนดทิศทางการประเมินในอนาคต จัดการประชุมกลุ่มย่อยรับฟังความคิดเห็นจากผู้เชี่ยวชาญเมื่อวันที่ 8 มีนาคม 2555 และจัดประชุมเพื่อรับฟังความคิดเห็นจากผู้เกี่ยวข้องเมื่อวันที่ 2 เมษายน 2555 ผลการศึกษาได้นำเสนอหลักเกณฑ์และแนวคิดการประเมิน 360 องศา ที่ใช้ในการเสนอแนะในทางปฏิบัติเพื่อให้สำนักงาน ก.ค.ศ. สามารถนำไปไปปรับใช้กับข้าราชการครูและบุคลากรทางการศึกษาในอนาคต
