Nationally Appropriate Mitigation Actions (NAMAs) was first introduced in the “Bali Action Plan” in COP13 in 2008. There are two types of NAMAs: 1) Domestically Supported NAMAs and 2) Internationally supported NAMAs. Both need measurable, reportable and verifiable (MRV) processes to ensure the quantified emission reduction. Thailand has high potential of GHG emission reduction by both domestically supported NAMAs and internationally supported NAMAs in 2020 about 23-73 million ton CO2 or approximately accounted for 7-20% from the total GHG emissions in 2020. These NAMAs actions include measures in i) Alternative Energy Development Plan (AEDP), ii) energy efficiency in industris and building, iii) biofuels in transportation, and iv) sustainable environmental transport. Thailand’s mitigation pledge has been prepared on the basis of these measures. This study also analyzed macroeconomic effects by using input-output table. Co-benefits of NAMAs are also assessed through these indicators: 1) Diversity of Primary Energy Demand (DoPED), 2) Net Energy Import Dependency (NEID), 3) Net Oil Import Dependency (NOID), 4) Net Gas Import Dependency (NGID), 5) Non-Carbon based Fuel Portfolio (NCFP), 6) Oil Import Intensity (OII), 7) Gas Import Intensity (GII), 8) Energy Intensity (EI), and 9) Carbon Intensity (CI). Results from input-output analysis and co-benefit analyses reveal positive aspects of GHG mitigation under NAMA framework. SWOT analysis was also carried out to identify strengths, weaknesses, opportunity and threats of NAMAs. Finally, criteria for NAMAs facility have been reviewed for the internationally supported NAMAs. The MRV process of these NAMAs needs cooperation among TGO, ONEP, ministry of energy, and ministry of transportation. |
