ศึกษาจัดทำแผนการเข้าสู่ประชาคมอาเซียนของกรุงเทพมหานครในปี 2558

Abstract

The project arrangement of Bangkok’s Plan to enter into the ASEAN Community in 2015 is jointly prepared by Office of Strategy and Evaluation Department of Bangkok Metropolitan Administration and Thammasat University Research and Consultancy Institute. The main purpose of this project is to be the direction and guidance for agencies of the Bangkok Metropolitan Administration of appropriate implementations to approach the ASEAN community and to make an ASEAN awareness, knowledge, and fundamental Metropolitan Administration, and persuade the participation in setting up the Bangkok Metropolitan Administration’s management plan to prepare to approach the ASEAN community in 2015. The result of the study is Bangkok’s Plan to enter into the ASEAN community in 2015 as follows;

First Strategy To enter into the ASEAN Political-Security Community: the strategic issues are as follow; Strategic issue #1: The Development of political co-operation - 9 strategies; Strategic issue #2: The non-tradition security issues - 4 strategies; Strategic issue #3: ASEAN co-operation on disaster management and emergency response - 2 strategies; and Strategic issue # 4: ASEAN Centrality of the International Relations in Regional Co-operation and Community Building (ASEAN Centrality) - 4 strategies.

Second Strategy To enter into the ASEAN Economic Community: the strategic issues are as follow; Strategic issue #1: The liberalization of trade in goods and services - 6 strategies; Strategic issue #2: The liberalization of investments - 2 strategies; Strategic issue #3: The liberalization of skilled-labours - 6 strategies; Strategic issue #4: ASEAN infrastructure development - 5 strategies; and Strategic issue #5: Integration with Global Economy -1 strategy.

Third Strategy To enter into the ASEAN Socio-Cultural Community: the strategic issues are as follow; Strategic issue #1: Human Development - 6 strategies; Strategic issue #2: Social Welfares and Protection - 6 strategies; Strategic issue #3: Social Justice and Rights - 3 strategies; Strategic issue #4: Environmental Sustainability - 3 strategies; and Strategic issue #5: Building ASEAN Identity – 5 strategies.

Forth Strategy BMA’s preparation to enter into ASEAN Community: the strategic issues are as follow; Strategic issue #1: The Bangkok Metropolitan Administration’s Preparation on the personnel - 3 strategies; Strategic issue #2: The Bangkok Metropolitan Administration’s Preparation on the organizations - 9 strategies; and Strategic issue #3: The Bangkok Metropolitan Administration’s Preparation on the Information Systems - 4 strategies.

โครงการศึกษาจัดทำแผนการเข้าสู่ประชาคมอาเซียนของกรุงเทพมหานครในปี 2558 เป็นการจัดทำร่วมกันระหว่างสำนักยุทธศาสตร์และประเมินผล กรุงเทพมหานคร และสถาบันวิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ โดยมีวัตถุประสงค์หลัก เพื่อเป็นกรอบทิศทางและแนวทางในการดำเนินงานเข้า สู่ประชาคมอาเซียนที่เหมาะสมสำหรับหน่วยงานในสังกัดกรุงเทพมหานคร และเพื่อให้ผู้บริหาร ข้าราชการ และเจ้าหน้าที่ของกรุงเทพมหานคร เกิดความตระหนัก มีความรู้ ความเข้าใจพื้นฐานเกี่ยวกับอาเซียน และร่วมเป็นส่วนหนึ่งในการกำหนดแผนบริหารงานของกรุงเทพมหานคร เพื่อเตรียมความพร้อมการเข้าสู่ประชาคมอาเซียนในปี 2558 ต่อไป ผลจากการศึกษาได้ออกมาเป็นแผนการเข้าสู่ประชาคมอาเซียนของกรุงเทพมหานครในปี 2558 ดังต่อไปนี้ ยุทธศาสตร์ที่ 1 การเข้าสู่ประชาคมการเมืองและความมั่นคงอาเซียน มีประเด็นยุทธศาสตร์ ดังนี้ ประเด็นยุทธศาสตร์ที่ 1: ความร่วมมือด้านการพัฒนาทางการเมือง ซึ่งมี 9 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 2: ประเด็นความมั่นคงในรูปแบบใหม่ ซึ่งมี 4 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 3: ความร่วมมือของอาเซียนด้านการจัดการภัยพิบัติและการตอบสนองต่อสถานการณ์ฉุกเฉิน ซึ่งมี 2 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 4: การส่งเสริมให้อาเซียนเป็นศูนย์กลางของระบบความสัมพันธ์ระหว่างประเทศในภูมิภาค (ASEAN Centrality) ซึ่งมี 4 กลยุทธ์

ยุทธศาสตร์ที่ 2 การเข้าสู่ประชาคมเศรษฐกิจอาเซียน มีประเด็นยุทธศาสตร์ ดังนี้ ประเด็นยุทธศาสตร์ที่ 1: การเปิดเสรีการค้าสินค้าและบริการ ซึ่งมี 6 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 2: การเปิดเสรีด้านการลงทุน ซึ่งมี 2 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 3: การเคลื่อนย้ายแรงงานฝีมือเสรี ซึ่งมี 3 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 4: การพัฒนาโครงสร้างพื้นฐานอาเซียน ซึ่งมี 5 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 5: การบูรณาการกับเศรษฐกิจโลก ซึ่งมี 1 กลยุทธ์

ยุทธศาสตร์ที่ 3 การเข้าสู่ประชาคมสังคมและวัฒนธรรมอาเซียน มีประเด็นยุทธศาสตร์ ดังนี้ ประเด็นยุทธศาสตร์ที่ 1: การพัฒนามนุษย์ ซึ่งมี 6 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 2: การคุ้มครองและสวัสดิการสังคม ซึ่งมี 6 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 3: ความยุติธรรมและสิทธิ ซึ่งมี 3 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 4: ความยั่งยืนด้านสิ่งแวดล้อม ซึ่งมี 3 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 5: การสร้างอัตลักษณ์อาเซียน ซึ่งมี 5 กลยุทธ์ ยุทธศาสตร์ที่ 4 การเตรียมความพร้อมของกรุงเทพมหานครสู่ประชาคมอาเซียน มีประเด็นยุทธศาสตร์ ดังนี้ ประเด็นยุทธศาสตร์ที่ 1: การเตรียมความพร้อมของกรุงเทพมหานครในด้านบุคลากร ซึ่งมี 3 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 2: การเตรียมความพร้อมของกรุงเทพมหานครในด้านองค์กร ซึ่งมี 9 กลยุทธ์ ประเด็นยุทธศาสตร์ที่ 3: การเตรียมความพร้อมของกรุงเทพมหานครในด้านระบบข้อมูลสารสนเทศ ซึ่งมี 4 กลยุทธ์
