การจัดทำดัชนีอุตสาหกรรมระดับจังหวัด

Abstract

Major purposes of Project for Setting Provincial Industrial Index are to develop management system of provincial industrial information resources, to definitely improve industrial resources database to be completely efficient, up-to-date and single standard, and to set up provincial industrial index for measuring economic and industrial conditions of provinces as well as for linking to national industrial information resources. The joint project initially implemented in the fiscal year of 2012 and having been proceeded continuously in 2013 by Provincial Industry Offices in six provinces, namely, Samutsakhorn, Nakhon Ratchasima, Khon Kaen, Chiangmai, Surat Thani and Songkhla. Project procedures had been assigned to cope with 1) improvement of population framework, determination of sample sizes and selection of target groups from factories in 6 provinces for collecting data and follow-up activity, 2) survey and examination of data collecting between August 2012 – July 2013 according to the above revised framework,3) establishment of provincial industrial index and industrial statistics, 4) knowledge transfer to provincial industrial officers relating to information management, 5)conceptual development on information management and industrial index implications to officers of The Office of Industrial Economics, and 6) development of systematic data collection and provincial industrial index processing. Problems occurring on project implementation could be categorized to be 1) difficulty of incorrect population framework, even though factory registrations of the samples in 6 provinces were chosen on the basis of their currentness, error yet had been found from incorrect product codes (ISIC) following on wrong selection of the samples and lack of target products information. In addition, another problem existed from the difference between product codes in data collection form and codes in monthly production report form (รง. 8). For solving this problem, consultant team made decision on selecting the samples from factory registrations of particular factories just produced the target products in 6 provinces with no consideration on ISIC product codes. Anyway, the consultants would define later what kind of monthly production report form (รง. 8) that the sampled factories had to use, and 2) problems of data compilation consisting of a) discrepancy of product codes (ISIC) presenting in factory registrations and actual products, b) distribution of incorrect form of monthly production report (รง. 8) to the sampled manufacturers and consequently they could not provide any information, c) error of sampling frame and sample selection due to some of manufacturers terminated their target products without notification to provincial industrial offices, d) delay of information transmission due to time spent on individual explanation to manufacturers, e) misunderstanding of manufacturers to answer and provide correct information, i.e., discrepancy of their product units to those in monthly production report (รง. 8) etc., f) incomplete disclosure of the manufacturers because of their anxiety on tax payment, and g) problem of coordinating between data collectors and manufacturers and their employees because the manufacturers did not explain how to fill information in monthly production report (รง. 8) to their workers. Consequently, follow up was somewhat difficult to do and delay of compiling data being happened inevitably. Recommendations and solutions on data collecting problem emphasize on product codes verification to match the manufacturers’ codes, updating regularly directory of factories, and training manufacturers and employees who will be responsible for inserting information in monthly production report (รง. 8).

โครงการจัดทำดัชนีอุตสาหกรรมระดับจังหวัดมีวัตถุประสงค์เพื่อพัฒนาระบบบริหารจัดการข้อมูลอุตสาหกรรมระดับจังหวัด พัฒนาฐานข้อมูลอุตสาหกรรมให้มีประสิทธิภาพ สมบูรณ์ ทันสมัย และเป็นมาตรฐานเดียวกัน และเพื่อจัดทำดัชนีอุตสาหกรรมระดับจังหวัด ซึ่งจะทำให้สามารถใช้เป็นเครื่องวัดสภาวะเศรษฐกิจอุตสาหกรรมระดับจังหวัดได้ และสามารถเชื่อมโยงข้อมูลอุตสาหกรรมระดับประเทศได้ โดยดำเนินการร่วมกับสำนักงานอุตสาหกรรมจังหวัด (สอจ.) ซึ่งโครงการนี้เป็นโครงการที่ต่อยอดจากปีงบประมาณ 2555 โดยดำเนินการในจำนวน 6 จังหวัด คือ จังหวัดสมุทรสาคร นครราชสีมา ขอนแก่น เชียงใหม่ สุราษฎร์ธานี และ สงขลา โดยมีขอบเขตการดำเนินงาน ดังนี้ 1. ปรับปรุงกรอบประชากร กำหนดจำนวนตัวอย่าง และคัดเลือกตังอย่างโรงงานเพื่อเป็นตัวแทน ที่เหมาะสมสำหรับการจัดเก็บ ติดตามข้อมูลจากผู้ประกอบการในจังหวัดเป้าหมาย 6 จังหวัดดังกล่าว 2. สำรวจ จัดเก็บ ตรวจสอบ บันทึกข้อมูล ตั้งแต่เดือนสิงหาคม 2555- กรกฎาคม 2556 ตามกรอบที่ปรับปรุงแล้วตามข้อ 1. 3. การจัดทำดัชนีอุตสาหกรรมระดับจังหวัดและสถิติอุตสาหกรรม 4. ถ่ายทอดความรู้ให้กับเจ้าหน้าที่อุตสาหกรรมจังหวัดที่เกี่ยวข้องกับการบริหารจัดการข้อมูล 5. การพัฒนาศักยภาพด้านแนวคิดในการบริหารจัดการข้อมูล และการจัดทำดัชนีอุตสาหกรรมให้กับเจ้าหน้าที่สำนักงานเศรษฐกิจอุตสาหกรรม 6. พัฒนาระบบการเก็บข้อมูลและประมวลผลข้อมูลดัชนีอุตสาหกรรมระดับจังหวัด ปัญหาอุปสรรคและการแก้ปัญหาการดำเนินโครงการ มีดังนี้ 1. ปัญหาด้านการกรอบประชากร แม้ว่าจะใช้ทะเบียนโรงงานของอุตสาหกรรมจังหวัดทั้ง 6 จังหวัดดังกล่าว ซึ่งน่าจะมีความเหมาะสมมากกว่าการใช้ทะเบียนโรงงานของกรมโรงงาน เนื่องจากทะเบียนโรงงานของอุตสาหกรรมจังหวัดมีการปรับปรุงให้ทันสมัยอยู่เสมอ แต่ก็ยังมีปัญหาเกี่ยวกับการให้รหัสผลิตภัณฑ์ผิดพลาด ซึ่งมีผลทำให้เลือกตัวอย่างสถานประกอบการผิดพลาดไปด้วย และทำให้ไม่ได้ข้อมูลของสินค้าเป้าหมายที่อยู่ในกรอบตัวอย่าง นอกจากนี้ยังมีปัญหาด้านการเลือกแบบฟอร์มให้ตรงกับผลิตภัณฑ์เป้าหมาย กล่าวคือ รหัสของผลิตภัณฑ์ที่อยู่ในกรอบตัวอย่างในการเก็บรวบรมข้อมูล ไม่ตรงกับรหัสในแบบฟอร์ม รง.8 ทำให้ยากต่อการคัดเลือกแบบฟอร์ม รง.8 ที่เหมาะสม สำหรับส่งให้สถานประกอบการกรอกข้อมูล ดังนั้นที่ปรึกษาฯ จึงแก้ปัญหาการเลือกกลุ่มตัวอย่างสถานประกอบการ โดยนำทะเบียนโรงงานของทั้ง 6 จังหวัด มาคัดเลือกเฉพาะสถานประกอบการที่ผลิตผลิตภัณฑ์เป้าหมาย โดยไม่คำนึงว่า สถานประกอบการนั้นได้ถูกกำหนดรหัส (ISIC) ไว้ในทะเบียนโรงงานเป็นรหัสอะไร (เนื่องจากพบว่า มีการให้รหัสผิดพลาดในทะเบียนโรงงาน) และเมื่อคัดเลือกตัวอย่างสถานประกอบการได้แล้ว ที่ปรึกษา ฯ จะระบุว่า ต้องใช้แบบ รง. 8 รหัสสินค้าใดแก่สถานประกอบการที่เป็นกลุ่มตัวอย่าง

2. ปัญหาด้านการเก็บรวบรวมข้อมูล มีดังนี้ 2.1 รหัสสินค้า (ISIC) ในทะเบียนโรงงานไม่ตรงกับสินค้าที่สถานประกอบการผลิตจริง 2.2 มีความผิดพลาดในการส่งแบบ รง. 8 ผิดชุดให้แก่สถานประกอบการที่เป็นกลุ่มตัวอย่างทำให้ผู้ประกอบการไม่สามารถให้ข้อมูลได้ 2.3 บางสถานประกอบการได้เลิกผลิตผลิตภัณฑ์เป้าหมายแล้วแต่ไม่แจ้งต่ออุตสาหกรรมจังหวัดส่งผลต่อการทำกรอบตัวอย่าง (Sampling Frame) และการเลือกตัวอย่าง 2.4 ผู้ประกอบการไม่เข้าใจถึงความสำคัญในการให้ข้อมูล จึงต้องมีการชี้แจงให้ผู้ประกอบการทราบเป็นรายบุคคลจึงส่งผลทำให้ได้รับข้อมูลล่าช้า 2.5 ผู้ประกอบการมีความเข้าใจในการกรอกข้อมูลไม่ถูกต้อง เช่น หน่วยของสินค้าไม่ตรงกับในแบบ รง.8 และไม่ระบุหน่วยของสินค้า ใส่ตัวเลข เช่น จำนวนคนงานผิดช่อง ตอบแบบ รง.8 ไม่ครบถ้วน เช่น ไม่กรอกความคิดเห็น 2.6 ผู้ประกอบการมีความกังวลว่าข้อมูลที่ให้ในแบบ รง.8 จะมีผลต่อการจ่ายภาษีในอนาคต จึงไม่ยอมเปิดเผยข้อมูล ถึงแม้ว่าจะอธิบายให้ทราบแล้วก็ตาม 2.7 มีปัญหาด้านการประสานงานระหว่างเจ้าหน้าที่เก็บรวบรวมข้อมูลกับผู้ประกอบการ และพนักงานในสถานประกอบการที่เป็นกลุ่มตัวอย่าง กล่าวคือ ผู้ประกอบการรับทราบว่าจะต้องกรอกแบบรง.8 ส่งมาให้อุตสาหกรรมจังหวัด แต่ไม่ได้แจ้งกับพนักงานที่สามารถให้ข้อมูลในแบบ รง.8 ได้ จึงทำให้ยากต่อการติดตามและส่งผลให้เกิดความล่าช้าในการเก็บรวบรวมข้อมูล ข้อเสนอแนะสำหรับการแก้ปัญหาด้านการเก็บรวบรวมข้อมูล คือ ควรตรวจเช็ครหัสสินค้าให้ตรงกับการประกอบกิจการของสถานประกอบการ ควรปรับปรุงทำเนียบโรงงานให้ทันสมัยอยู่เสมอ และควรจัดอบรมผู้ประกอบการและพนักงานของสถานประกอบการที่มีหน้าที่รับผิดชอบในการกรอกข้อมูลแบบ รง. 8
