พัฒนาธุรกิจให้บริการโลจิสติกส์สู่มาตรฐาน ISO 9001 ภายใต้โครงการพัฒนาศักยภาพผู้ให้บริการโลจิสติกส์ไทยให้รองรับการขยายตัวภาคการค้าและบริการ ปีงบประมาณ 2563

Abstract

มหาวิทยาลัยธรรมศาสตร์ได้รับมอบหมายจากกรมพัฒนาธุรกิจการค้า กระทรวงพาณิชย์ให้ดำเนินโครงการพัฒนาธุรกิจให้บริการโลจิสติกส์สู่มาตรฐาน ISO 9001 ภายใต้โครงการพัฒนาศักยภาพผู้ให้บริการโลจิสติกส์ไทยให้รองรับการขยายตัวภาคการค้าและบริการ ปีงบประมาณ 2020 โครงการดังกล่าวมีวัตถุประสงค์ เพื่อให้ธุรกิจให้บริการโลจิสติกส์ไทยมีระบบการบริหารจัดการที่มีคุณภาพตามมาตรฐาน ISO 9001 เป็นที่น่าเชื่อถือและได้รับการยอมรับจากผู้ใช้บริการอย่างกว้างขวางทั้งในประเทศและต่างประเทศ และธุรกิจให้บริการโลจิสติกส์มีขีดความสามารถในการแข่งขันในระดับสากลโครงการดังกล่าวประกอบด้วยกิจกรรมต่าง ๆ ดังนี้ 1. รับสมัครธุรกิจให้บริการโลจิสติกส์และธุรกิจที่เกี่ยวเนื่องกับการให้บริการโลจิสติกส์ ที่ต้องการพัฒนาระบบบริหารคุณภาพตามมาตรฐาน ISO9001: 2015 2. กำหนดหลักเกณฑ์การพิจารณาและประเมินวิเคราะห์ศักยภาพธุรกิจให้บริการโลจิสติกส์ เพื่อคัดเลือกธุรกิจที่มีศักยภาพ เข้ารับการพัฒนาระบบบริหารจัดการให้มีคุณภาพตามมาตรฐาน ISO 9001 โดยมีจำนวนธุรกิจไม่น้อยกว่า 33 ราย เข้าร่วมโครงการ 3. พัฒนาธุรกิจให้บริการโลจิสติกส์ที่ผ่านการคัดเลือกให้มีระบบการบริหารจัดการธุรกิจตามมาตรฐานISO 9001 โดยดำเนินการ ดังนี้ 3.1 จัดสัมมนาและฝึกอบรมเกี่ยวกับระบบริหารคุณภาพ ISO 9001 หลักสูตรข้อกำหนด 1 วัน หลักสูตรการตรวจภายใน 1 วัน การให้คำปรึกษาแนะนำเชิงปฏิบัติการ โดยให้ความรู้ตามข้อกำหนดมาตรฐาน ISO 9001 รวมทั้ง แนะนำการแก้ไขปัญหา อุปสรรค เพื่อสร้าง พัฒนาและปรับปรุงระบบการบริหารจัดการตามแนวทางมาตรฐาน ISO 9001 จำนวน 3 วัน 3.2 ให้คำปรึกษาแนะนำเชิงปฏิบัติการ ณ สถานประกอบการของธุรกิจแต่ละราย 3.3 จัดให้มีกิจกรรมการศึกษาธุรกิจที่เป็นต้นแบบที่ดี ณ สถานประกอบการของธุรกิจให้บริการโลจิสติกส์ หรือธุรกิจที่เกี่ยวเนื่องกับการให้บริการโลจิสติกส์ ที่มีระบบการบริหารจัดการธุรกิจตามมาตรฐานสากล หรือมาตรฐานอื่นที่เป็นที่ยอมรับในระดับสากลเพื่อให้เกิดการเรียนรู้และมีประสบการณ์ด้านการบริหารจัดการธุรกิจที่หลากหลาย และกว้างขวางมากขึ้น 4. จัดให้มีการตรวจประเมินผลการพัฒนาธุรกิจให้บริการโลจิสติกส์ ให้เป็นไปตามเกณฑ์มาตรฐาน ISO 9001 พร้อมทั้งให้คำปรึกษาเพิ่มเติมเพื่อให้มีธุรกิจให้บริการโลจิสติกส์ผ่านการประเมินและได้รับการรับรองมาตรฐาน ISO 9001 จำนวนไม่น้อยกว่า 30 ราย 5. เผยแพร่ธุรกิจที่ได้รับการรับรองมาตรฐาน ISO 9001 ด้วยสื่อต่าง ๆ เช่น สื่ออิเล็กทรอนิกส์ หรือวิธีอื่น ๆ ทั้งนี้เพื่อสร้างโอกาสทางการตลาดแก่ธุรกิจ และเพื่อให้ธุรกิจเป็นที่รู้จักอย่างกว้างขวาง รวมทั้งสร้างแรงจูงใจ และกระตุ้นให้ผู้ประกอบธุรกิจรายใหม่เห็นถึงความสำคัญและประโยชน์ของการได้รับมาตรฐาน ISO 9001 6. สรุปรายละเอียดและประเมินผลการดำเนินงาน พร้อมทั้งให้ข้อคิดเห็นและข้อเสนอแนะแนวทางในการส่งเสริมพัฒนาธุรกิจ Thammasat university Research and consultancy institute ( TURAC) of Thammasat university has been assigned by the department of business development, ministry of commerce to implement “Developing logistics service provider business to achieve ISO 9001”, a project under develop the potential of thai logistics service providers to support the expansion of the trade and service sectors 2020”. The objectives of this project are to support Thai logistics service provider business to achieve ISO 9001 quality management systems standard; to increase credibility and acceptance from domestics and international customers of Thai logistics service provider business; and to increase international competitiveness of Thai logistics service provider business. The project consists of the following activities: 1. The project publicity and enrolment of logistics service provider businesses, which intend to develop their organization management systems using ISO 9001:2015. 2. Screening the logistics service provider businesses for participating in “Developing logistics service provider business to achieve ISO 9001:2015”. Selection criteria of the logistics service provider businesses were established by consultant. 33 logistics service provider businesses passed the selection criteria. 3. Upgrading logistics service provider business to achieve ISO 9001:2015 by arranging various activities as follow; 3.1 Seminar and workshop in ISO 9001 Quality Management System – Requirements (1 day), internal auditing (1 day), applying ISO 9001 by consulting and advising (3 days). 3.2 Conduct consulting and advising activities at each logistics service provider businesses. 3.3 Conducting study trip at the best practice logistics service provider in order to providing good practices of management system standard for other logistic providers. 4. Provision of certification audit in each logistics service provider against ISO 9001 standard so that at least 30 logistics service providers successfully achieve ISO 9001 certificates. 5. Dissemination and publicity the event of the quality management system award to logistics provider businesses, which passed the selection criteria through various media such as Facebook, Line and project’s website. 6. Compiling problems, obstacles and suggestion while conducting the project in order to provide this information to participating logistics service provider businesses, which targeting to achieve ISO 9001:2015 quality management system standard.
