พัฒนาระบบขึ้นทะเบียน ฝึกอบรมและทดสอบความรู้ผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานตามกฎหมาย

Abstract

กรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน โดยสำนักกำกับและอนุรักษ์พลังงาน ได้ดำเนินโครงการพัฒนาระบบขึ้นทะเบียน ฝึกอบรมและทดสอบความรู้ผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานตามกฎหมาย โดยมีวัตถุประสงค์เพื่อพัฒนาระบบการขึ้นทะเบียนผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานตามกฎหมาย และพัฒนาหลักสูตรและฝึกอบรม รวมทั้งการทดสอบความรู้ผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงาน ในการพัฒนาระบบการขึ้นทะเบียน ได้ศึกษารวบรวมข้อมูลกฎระเบียบ ข้อบังคับ และวิธีปฏิบัติต่าง ๆ ที่เกี่ยวข้อง ได้แก่ การอนุญาตและขึ้นทะเบียนผู้ตรวจสอบและรับรองการจัดการพลังงานตามพระราชบัญญัติการส่งเสริมการอนุรักษ์พลังงาน และการอนุญาตและขึ้นทะเบียนผู้ตรวจสอบอาคาร ตามพระราชบัญญัติควบคุมอาคาร และได้นำมาจัดทำเป็นแนวทางการพัฒนาระบบงานที่เกี่ยวข้องกับการขึ้นทะเบียนผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงาน ประกอบด้วย หลักเกณฑ์และวิธีการขึ้นทะเบียนหน่วยงานฝึกอบรม การฝึกอบรมและการทดสอบความรู้หลักสูตรผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานตามกฎหมาย การยื่นขึ้นทะเบียนหน่วยงานฝึกอบรมหลักสูตรผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานตามกฎหมาย รวมถึงได้แต่งตั้งคณะกรรมการกำกับดูแลการขึ้นทะเบียนหน่วยงานฝึกอบรม การทดสอบความรู้และการขึ้นทะเบียนผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานตามกฎหมาย เพื่อบริหารจัดการ และกำกับดูแลการขึ้นทะเบียนฯ และได้จัดประชุมคณะกรรมการฯ จำนวน 2 ครั้ง สำหรับการพัฒนาหลักสูตรและระบบการทดสอบสำหรับผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงานได้จัดทำหลักสูตรการฝึกอบรม ซึ่งประกอบด้วย 6 หัวข้อ ได้แก่ 1) สมรรถนะและจรรยาบรรณของผู้ตรวจรับรองแบบอาคารอนุรักษ์พลังงาน 2) ขั้นตอนการตรวจรับรองแบบอาคารอนุรักษ์พลังงาน 3) มาตรฐานและหลักเกณฑ์ในการออกแบบอาคารเพื่อการอนุรักษ์พลังงาน 4) หลักเกณฑ์และวิธีการคำนวณในการออกแบบอาคารเพื่อการอนุรักษ์พลังงาน 5) ตัวอย่างการใช้เกณฑ์มาตรฐานประสิทธิภาพพลังงานในอาคาร และ 6) การใช้โปรแกรม BEC เพื่อประเมินประสิทธิภาพพลังงานในอาคาร รวมระยะเวลาการฝึกอบรมรวม 3 วัน (18 ชั่วโมง) สำหรับการทดสอบแบ่งออกเป็น 2 หมวด ได้แก่หมวดทฤษฎีและหมวดปฏิบัติ โดยกำหนดเกณฑ์การผ่านการทดสอบไม่ต่ำกว่าร้อยละ 75 ในแต่ละหมวด ผลการฝึกอบรมและทดสอบความรู้ผู้เข้ารับการฝึกอบรม จำนวน 8 รุ่น จำนวน 414 คน (ผู้เข้ารับการอบรมและมีสิทธิ์เข้ารับการทดสอบ) พบว่ามีผู้เข้ารับการทดสอบหมวดทฤษฎี จำนวน 337 คน ผ่านการทดสอบจำนวน 277 คน คิดเป็นร้อยละ 67.36 และไม่ผ่าน 60 คน คิดเป็นร้อยละ 32.64 ผลการสอบหมวดปฏิบัติจำนวน 335 คน ผ่านการทดสอบจำนวน 79 คน คิดเป็นร้อยละ 23.58 ไม่ผ่าน 256 คน คิดเป็นร้อยละ 76.42 โดยมีผู้ผ่านการสอบตามเกณฑ์ทั้งสองหมวด 79 คน คิดเป็นร้อยละ 23.58 ของผู้เข้ารับการทดสอบทั้งหมด นอกจากนี้ ได้จัดทำคู่มือเผยแพร่แนวทางการตรวจรับรองแบบอาคารอนุรักษ์พลังงานตามพระราชบัญญัติส่งเสริมการอนุรักษ์พลังงาน เพื่อเป็นข้อมูลแนวทางการตรวจรับรองแบบอาคารอนุรักษ์พลังงานให้กับหน่วยงาน และบุคลากรที่เกี่ยวข้อง เพื่อให้สามารถเตรียมความพร้อมในส่วนที่เกี่ยวข้องต่อไปได้อย่างมีประสิทธิภาพต่อไปด้วย Department of Alternative Energy Development and Efficiency by Energy Regulation and Conservation Bureau develop the registration system, training and knowledge testing of auditors for energy conservation building plan according to the law. The objective is be developed registration system of auditors for energy conservation building plan according to the law. Also, developing the module, training and knowledge testing of auditors for energy conservation building plan. Related law, regulation and good practices procedure are combined in order to develop registration system. This is for example “requesting and registration of energy management auditors according to Energy Conservation Promotion Act” and “Permission and registration of building energy auditors according to Building Control Act”. These two acts were used as a guidance for development of the working system related to the auditor registration system for energy conservation building plan. The guidance composed of regulation and registration method of training unit, training and knowledge testing of auditors for energy conservation building plan module according to the law, proposing of registration to be auditors for energy conservation building plan training units according to the laws, committee appointment for regulating registration of energy training units, knowledge testing and registration of auditors for energy conservation building plan according to the laws. These are for managing and regulating the registration. The committee meeting was already organized for 2 times. For the development of the training module and knowledge testing system of auditors for energy conservation building plan, the topic of training module can be divided in to 6 main topics, which composed of 1) competency and morality of auditors for auditing energy conservation building plan 2) auditing procedure for energy conservation building plan 3) standard and rules in designing energy conservation building plan 4) rules and calculation method to design building for energy conservation 5) examples for using building energy code and 6) using building energy code programme to evaluate energy efficiency in building. The course duration was 3 days (18 hours). The examination were divided into 2 categories, which were 1. theory and 2.practice. To pass the examination, the score must not less than 75% for each category. The training and knowledge testing results of the participants from 8 groups were composed of 414 participants involving in the training and having the right to be in the examination. Theoretical examination result show that from the total 377 participants, 277 participants (67.36%) and 60 participants (32.64%) were passed and failed in the exam, respectively. Practical examination result show that from the total 335 participants, 79 participants (23.58%) and 256 participants (76.42%) were passed and failed in the exam, respectively. From these results, 79 participants were passed on both of the two exams, which are account for 23.58% of the total participants. Furthermore, audit manual of energy conservation building plan were produced and distributed as a guideline for organization and related people in order to audit the building plan according to the Alternative Energy Promotion Act and to be ready for related future work.
