ส่งเสริมการดำเนินมาตรการอนุรักษ์พลังงานด้วยกลไกการตรวจสอบและรับรองการจัดการพลังงานตามกฎหมาย กลุ่มที่ 2 (ภาคตะวันออกเฉียงเหนือ ภาคตะวันออกและภาคใต้)

Abstract

กรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน (พพ.) ได้ดำเนินโครงการส่งเสริมการดำเนินมาตรการอนุรักษ์พลังงานด้วยกลไกการตรวจสอบและรับรองการจัดการพลังงานตามกฎหมาย ปีงบประมาณ 2560 โดยมีวัตถุประสงค์เพื่อส่งเสริมการตรวจสอบรับรองการจัดการพลังงานโดยผู้ได้รับอนุญาตตามที่กฎหมายกำหนด ดังที่กำหนดไว้ในกลไกการตรวจสอบและรับรองการจัดการพลังงาน และโครงการนี้ต้องการกระตุ้นและส่งเสริมให้โรงงานควบคุมและอาคารควบคุมดำเนินการจัดการพลังงานตามกฎหมายได้อย่างถูกต้อง ด้วยการสนับสนุน ค่าตรวจสอบและรับรองการจัดการพลังงาน 40,000 บาทต่อแห่ง มหาวิทยาลัยธรรมศาสตร์ ได้รับมอบหมายให้ดำเนินงานของสถานประกอบการในพื้นที่ภาคตะวันออกเฉียงเหนือ ภาคตะวันออกและภาคใต้ มีระยะเวลาดำเนินการโครงการ 12 เดือน ในการดำเนินโครงการได้ดำเนินการประกาศหลักเกณฑ์ เงื่อนไขและวิธีการสมัครขอรับการสนับสนุน รวมถึงแต่งตั้งคณะกรรมการพิจารณามาตรการอนุรักษ์พลังงานเพื่อพิจารณาเห็นชอบมาตรการของสถานประกอบการที่สมัครขอรับการสนับสนุน นอกจากนี้ได้จัดสัมมนาเปิดตัว/ชี้แจงโครงการให้กับสถานประกอบการและผู้เกี่ยวข้องจำนวน 11 ครั้ง มีผู้เข้าร่วมทั้งสิ้น 1,128 คน สถานประกอบการได้สมัครขอรับการสนับสนุนจำนวน 380 แห่ง โดยคณะกรรมการอนุมัติผ่านเกณฑ์และสามารถรับเงินสนับสนุนได้จำนวน 314 แห่ง ไม่ผ่านการอนุมัติจำนวน 66 แห่ง เกิดผลประหยัดพลังงานเทียบเท่าตันของน้ำมันดิบจำนวน 73.87 ktoe/ปี ผลการทวนสอบการตรวจสอบและรับรองการจัดการพลังงานของสถานประกอบการ จำนวน 1,653 แห่ง มีผลประหยัดพลังงานเท่ากับ 232.74 ktoe/ปี คิดเป็นร้อยละ 0.65 เมื่อเทียบกับการใช้พลังงานรวมในปี 2558 โดยบันทึกข้อมูลเหล่านี้ในฐานข้อมูลเพื่อบันทึกค่าและสามารถนำมาวิเคราะห์ได้ ผลการดำเนินโครงการฯ โดยสรุปพบว่า สถานประกอบการร้อยละ 86.88 สามารถปฏิบัติตามกลไกการตรวจสอบและรับรองการจัดการพลังงานตามกฎหมายได้ถูกต้องครบถ้วนตามเกณฑ์ สถานประกอบการร้อยละ 6.63 ปฏิบัติตามกฎหมายได้ไม่ครบถ้วน และร้อยละ 6.49 ไม่ส่งรายงาน ซึ่งผลการดำเนินการทั้งหมดของโครงการจะนำไปกำหนดทิศทางการผลักดัน ส่งเสริม สนับสนุน ให้สถานประกอบการสามารถปฏิบัติตามกลไกการตรวจสอบและรับรองการจัดการพลังงานตามกฎหมายได้อย่างถูกต้องครบถ้วนต่อไป The Department of Alternative Energy Development and Efficiency (DEDE) has carried out a “Energy conservation through an Auditing and Certification of Energy Management for Energy Auditor system” in the fiscal year 2017 with the objective of promoting the verification of energy management certification by the Energy Auditor licensed by law.
