บำรุงรักษาระบบการแพร่ภาพรายการโทรทัศน์เพื่อการศึกษาผ่านทางอินเตอร์เน็ต www.etvthai.tv

Abstract

Educational Center-- Office of non-formal and informal education under supervision of Ministry of Education – by the Educational Television (ETV), has developed and manage the website www.etvthai.tv – which aims to be an additional channel to access lessons covering basic education, vocational, career and profession education. Using the Internet to transfer knowledge from the center to the students in all areas across the country to gain knowledge equally. These valuable lessons have been produced and broadcast via radio and television stations named ETV station, while the website “www.etvthai.tv.” provide additional channel to access the lesson via internet both live-broadcast and on-demand. During the five years that TU-RAC has developed a system for broadcasting educational television over the Internet www.etvthai.tv total of three projects as the following, • System Development for Educational Television broadcasting over the Internet via website www.etvthai.tv: the project run during 24 November 2010 to 30 September 2011. • System Development on Mobile Device (Smart Phone and Tablet PC) for Educational Television broadcasting over the Internet via website www.etvthai.tv: the project run during 1 March 2013 to 30 September 2013. • System Support and Maintenance for Educational Television broadcasting over the Internet via website www.etvthai.tv : the project run during 1 October 2013 to 30 September 2014. This project mainly aim to maintenance the system as well as network in which provide application services for broadcasting television programs via the Internet. www.etvthai.tv during 1 October 2014 to 30 September 2015. The Educational Television programs via the Internet comprises of a total of four components. (1) E-Tutoring filling knowledge gap [http://www.etvthai.tv/home/home.aspx] (2) Program for School system [http://www.etvthai.tv/home/home_Internal.aspx] (3) Program for the formal education. [http://www.etvthai.tv/home/home_external.aspx] (4) Program for non-formal and informal education. [http://www.etvthai.tv/home/home_external.aspx] “Educational Television broadcasting over the Internet via website www.etvthai.tv System Design and Development” is an outsourcing project to maintain and develop additional function of the website “www.etvthai.tv.” according to users’ requirement. The additional module consist of Executive report module, Administration module, Member management module, and Visitor Statistics module in which each part is sharing between four groups of user – executives at the central office, information technology center's staffs, system administrators, visitors and member of the site.

ศูนย์เทคโนโลยีสารสนเทศทางการศึกษาสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย กระทรวงศึกษาธิการ โดยสถานีวิทยุโทรทัศน์เพื่อการศึกษา (ETV) ได้มีการพัฒนาระบบเทคโนโลยีสารสนเทศเพื่อการศึกษา การใช้ระบบอินเทอร์เน็ต และโทรทัศน์ผ่านดาวเทียมในการถ่ายทอดวิชาความรู้จากส่วนกลางไปสู่นักเรียนนักศึกษาที่อยู่ในทุกพื้นที่ทั่วประเทศให้ได้รับความรู้อย่างเท่าเทียมกัน โดยศูนย์ฯ เริ่มพัฒนาเว็บไซต์ www.etvthai.tv ตั้งแต่ พ.ศ.2554 โดยมีสถาบันวิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ เป็นผู้ดำเนินการศึกษาและพัฒนาเทคโนโลยีการแพร่ภาพรายการโทรทัศน์เพื่อการศึกษาผ่านทางอินเทอร์เน็ตเว็บไซต์ของสถานี ETV ตลอดจนบำรุงรักษาระบบมาอย่างต่อเนื่องจนถึงปัจจุบัน มีวัตถุประสงค์หลักเพื่อให้ระบบ www.etvthai.tv สามารถถ่ายทอดสดผ่านเครือข่ายอินเตอร์เน็ตได้อย่างต่อเนื่อง และสามารถนำบทเรียนที่ออกอากาศแล้วบันทึกให้สามารถเรียกดูได้เมื่อต้องการ (Video on-demand) ในช่วงเวลา 5 ปีที่ผ่านมาทางสถาบันวิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ได้ดำเนินการพัฒนาระบบการแพร่ภาพรายการโทรทัศน์เพื่อการศึกษาผ่านทางอินเตอร์เน็ต www.etvthai.tv รวมทั้งสิ้น 3 โครงการ ได้แก่ (1) โครงการพัฒนาเทคโนโลยีการแพร่ภาพรายการโทรทัศน์เพื่อการศึกษาผ่านทางอินเทอร์เน็ตเว็บไซต์ของสถานี ETV ดำเนินการระหว่างวันที่ 24 พฤศจิกายน 2553 ถึง 30 กันยายน 2554) (2) โครงการจ้างพัฒนาระบบงานเพื่อการแพร่ภาพรายการโทรทัศน์เพื่อการศึกษาผ่านโทรศัพท์เคลื่อนที่ระบบปฏิบัติการ Android, IOS บนโทรศัพท์เคลื่อนที่แบบ Smart Phone และ Tablet PC ดำเนินการระหว่างวันที่ 1 มีนาคม 2556 ถึง 30 กันยายน 2556 (3) โครงการจ้างบำรุงรักษาและพัฒนาระบบการแพร่ภาพรายการโทรทัศน์เพื่อการศึกษาผ่านทางอินเตอร์เน็ต เว็บไซต์ www.etvthai.tv ดำเนินการระหว่างวันที่ 1 ตุลาคม 2556 ถึง 30 กันยายน 2557ดำเนินการ ทั้งนี้ สำหรับโครงการจ้างบำรุงรักษาระบบการแพร่ภาพรายการโทรทัศน์เพื่อการศึกษาผ่านทางอินเตอร์เน็ต www.etvthai.tv ในครั้งนี้ เป็นการดำเนินการในระหว่างวันที่ 1 ตุลาคม 2557 ถึง 30 กันยายน 2558 โดยเป็นการดำเนินกาต่อเนื่องจากโครงการในปี 2557 มีจุดประสงค์เพื่อบำรุงรักษาระบบการแพร่ภาพรายการโทรทัศน์เพื่อการศึกษาผ่านทางอินเตอร์เน็ตรวมทั้งสิ้น 4 ส่วน ประกอบด้วย (1) เว็บไซต์เผยแพร่ภาพรายการโทรทัศน์เพื่อการศึกษา [http://www.etvthai.tv/stream/home.aspx] (2) เว็บไซต์ติวเข้มเติมเต็มความรู้ [http://www.etvthai.tv/home/home.aspx] (3) เว็บไซต์รายการโทรทัศน์เพื่อการศึกษาในระบบโรงเรียน [http://www.etvthai.tv/home/home_Internal.aspx] (4) เว็บไซต์รายการโทรทัศน์เพื่อการศึกษานอกระบบโรงเรียน[http://www.etvthai.tv/home/home_external.aspx] การบำรุงรักษาระบบประกอบด้วยฟังก์ชั่นงานหลัก ๆ ได้แก่ การรายงานผู้บริหาร (Report) สำหรับผู้บริหารส่วนกลาง การดูแลระบบ (Administrator) สำหรับเจ้าหน้าที่ของศูนย์เทคโนโลยีสารสนเทศฯ ใช้ในการนำเข้าข้อมูลเพื่อเผยแพร่ผ่านทางเว็บไซต์ ระบบสมาชิกของเว็บไซต์ (Member) เป็นที่รับชมข้อมูลที่ทางศูนย์ฯ บริการให้ และเป็นผู้ที่แจ้งปัญหา คำติชม และสอบถามข้อมูลผ่านทางระบบฯ และระบบจัดเก็บและแสดงการเก็บสถิติผู้รับชมข้อมูลต่างๆ ของทางเว็บไซต์ (Visitor) โดยในแต่ละส่วนมีผู้ใช้งานร่วมกัน 4 กลุ่ม ได้แก่ ผู้บริหารส่วนกลาง เจ้าหน้าที่ของศูนย์เทคโนโลยีสารสนเทศฯ ผู้ดูแลระบบ สมาชิกของเว็บไซต์ และ บุคคลทั่วไปผู้รับชมข้อมูลของทางเว็บไซต์
