ศึกษาเพื่อพัฒนามาตรฐานความปลอดภัยในการขนส่งตู้บรรทุกสินค้าที่เหมาะสมสำหรับประเทศไทย

Abstract

ปัจจุบันประเทศไทยมีการใช้รถพ่วง และรถกึ่งพ่วง ในการการขนส่งตู้บรรทุกสินค้าเป็นจำนวนมากเนื่องจากความได้เปรียบในการบรรทุก และการขนส่ง แต่เนื่องจากพฤติกรรมของพนักงานขับรถ การละเลยข้อปฏิบัติด้านความปลอดภัย การใช้ความเร็วสูง ความประมาท สภาพแวดล้อม รวมทั้งสภาพรถ สภาพอุปกรณ์ยึดตู้บรรทุกสินค้า และการใช้อุปกรณ์ยึดตู้บรรทุกสินค้าก่อให้เกิดปัญหาตู้บรรทุกสินค้าการหลุดร่วง ตกลงมาจากพื้นรถพ่วง และรถกึ่งพ่วง ซึ่งปัจจุบันประเทศไทยมีเฉพาะข้อบังคับในเรื่องขนาดรถ อุปกรณ์สลักยึดและตำแหน่งยึดอุปกรณ์สลักยึดตู้ แต่ยังไม่มีมาตรฐานที่ระบุถึง อุปกรณ์ยึด ตำแหน่งยึดอุปกรณ์ยึดตู้บรรทุกสินค้า การตรวจสอบความสมบูรณ์ของอุปกรณ์เหล่านี้ รวมถึงไม่มีสัญลักษณ์แสดงสถานะการยึดตู้ให้ผู้ใช้รถใช้ถนนร่วมได้รับรู้ ซึ่งคณะวิจัยได้ตระหนักถึงสาเหตุปัจจัยหลักที่ก่อให้เกิดอุบัติเหตุตู้บรรทุกสินค้าหลุดร่วงตกลงจากพื้นรถรวมถึงขนาดมิติของรถพ่วง และรถกึ่งพ่วงที่ไม่เหมาะสมกับปัจจุบันจึงมีความจำเป็นที่จะต้องมีการกำหนดมาตรฐานอุปกรณ์ยึด ความสมบูรณ์ของอุปกรณ์ยึด และข้อเสนอแนะด้านขนาดมิติ ขนาดยางล้อและความสามารถในการบรรทุก ของรถพ่วง และรถกึ่งพ่วง ที่เหมาะสมกับเส้นทางภายในประเทศ เพื่อช่วยลดการเกิดอุบัติเหตุตู้บรรทุกสินค้าหลุดตกจากรถที่มีความเหมาะสมในทางปฏิบัติอันเป็นการยกระดับความปลอดภัยในการใช้งานของ รถพ่วงและรถกึ่งพ่วงที่ใช้ในการบรรทุกตู้บรรทุกสินค้าในประเทศไทย และยังเพิ่มโอกาสในการพัฒนาธุรกิจการขนส่งสินค้าของวิสาหกิจในประเทศให้ได้มาตรฐานสากลอีกด้วย Currently, Thailand has used a lot of trailers and semi-trailer to ransporting a cargo container due to its advantages. But due to the behavior of the trailers and semi-trailer driver, such as neglect of safety regulation practices for road freight transportation, driving with high speed, negligence and environment as well as vehicle condition, freight container condition and the use of freight container twist lock, which cause the freight container falling from the trailer and semi-trailer floor problems. Now a day, Thailand has only the regulation on the size of the truck, trailers and semi-trailer, the freight container security device and security point. They don’t have the regulation for standard specifications of twist lock, the twist lock position on the trailer and semi-trailer, the strength verification procedure and there are no security status symbols to show to the road users. The research team is aware of the main cause of the freight container fallout from the trailer and semi-trailer floor, and The unsuitable dimensional of trailer and semi-trailer to transporting the high cube freight container. It is necessary to setting up the standard regulation for twist lock and giving a comment of the trailer and semi-trailer dimension, the suggestions tire size and the capacity of trailer and semi-trailer, that suitable for domestic routes. The aiming to reduce the freight container fallout accidental, it is suitable in practice to increase the safety of the road freight transportation in Thailand. It also increases the opportunities for the development of the domestic logistics business to international standards.
